BREAKING: Sefu Amaechi Killed in Shooting, Accused Assassin Apprehended October 5215
Image
Police Apprehended Ndardhi Resident Neema Okiro for the Murder of Representative Sefu Amaechi

Mtukano Representative and populist firebrand Sefu Amaechi has been killed, leaving supporters mortified and the Union shocked. Amaechi had been visiting with voters at "constituent coffee" event (though Amaechi was elected off party list, he considers the entirety of Liore his constituency) in the outer industrial slums of Ndardhi when he had been approached by a young male. Witnesses reported that the man had approached Amaechi and gotten his attention. The conversation between the two lasted less than a minute before the man became heated and began to shout at the Representative before pulling a concealed handgun and firing four shots point blank at Amaechi. The man was able to disappear briefly into the crowd, but was tracked down and arrested less than an hour later by Ndardhi police. Amaechi was pronounced dead on the spot by medical responders.

The suspect has been identified as Neema Okiro, a resident of the Ndardhi slum where Amaechi had been visiting and worker at a local mineral processing plant. Several possible motives had been floated since the assassination, from political radicalization to insanity to even the assertion that Okiro was a Maarifa agent or acting on government orders, but neither police nor prosecutors are yet to announce their established motive. What we do know is that Okiro has little political history but has been registered to vote since 4209, he has a history of mental health issues, and he is originally a native of Jarha in the Utukanchi na Yrasema AR. A trial is yet to be scheduled, but prosecutors are confident that their "mountain of evidence" is sufficient to prove Okiro's guilt.

President Okadigbo, Premier Okeke, and the leaders of each of the major parties have been quick to attack the killing of Representative Amaechi and have extended their condolences to his friends and family. Pili Okoye of Ujamaa Mpana, a fierce critic of Amaechi in the past who had clashed with the populist representative angrily during the campaign for last year's presidential election, stated "it's terrible to hear of Rep Amaechi's death, and my heart goes out to the wife and children he left behind. No matter what the motivation behind this barbarous attack is, our Union is not one where such acts are acceptable or normalized. Once authorities have found a suspect and determined guilt, he should be punished to the fullest extent of the law."

Amaechi's List has since reformed into an official party, the Amaechi Liberation Party, which has retained all 18 Mtukano seats. Mansa Madaki, a tribal leader from the Liori Caltropic Highlands, has been chosen by the party to fill Amaechi's vacant seat.

The response among Amaechi's supporters has varied across the KU. In Lamela and Yamabiro, peaceful vigils and marches were held to remember the populist leader. Elsewhere, including Chitamu, Ndardhi, and Kipini, wild and almost violent riots broke out, causing millions in property damages and dozens of injuries. Local police forces were forced to respond and break up these riots. Following these break ups, several dozens of rioters have retreated into the highlands along with other radical Amaechi supporters. Apart from the fact that Amaechi's most loyal supporters have retreated en masse into the highlands, many of whom are reportedly armed, Mjumbe has little more information regarding this exodus.

Mtukano Mulls High Tech Subsidies March 5216

A bill has been under debate within the Mtukano and its economic committees which would see the movement of funds away from the Defense Ministry and to the Trade, Economics, and Finance (TEF) Ministry for use in a subsidization program for domestic high tech industries. The bill, proposed jointly by Kitembo Representative Marini Akinyemi and Ujamaa Mpana's Kodari Okeke, would shave millions off of the Defense Ministry's discretionary budget to be used to fund a subsidization program for high tech industries which have been developing in the KU, particularly start-ups in and around Nzurchanga. The program would be put under the oversight of the TEF Ministry, which would also be required to allocate discretionary funds to the program.

The bill would make available to potential high tech start-ups grants and low-interests loans to be used in establishing the capital and facilities necessary for production, and would subsidize the production of already existing domestic corporations that show economic potential and are seeking to expand. An amendment to the bill proposed by Modern Party Representative Thabo Odili would also cut corporate taxes on foreign high tech corporations operating within the KU, seeking to encourage direct foreign investment.

The high tech industries that would be supported include but are not limited to consumer electronics, computer hardware, and microchips. The bill would not subsidize computer software or coding/programming industries.

The bill has received both wide support and criticism. Many political economists have praised the bill and called for the Mtukano to pass it. "The Kitembo economy shows much promise for these industries," states Dr. Kheri Adesina, a professor of economics at the Ndidi Afolayan Academy of Politics, "we've seen lots of start-ups in these industries establish themselves in the KU over the past few decades, even while other industries and the over all growth rate has been stagnating. Around Nzurchanga alone, half a dozen start-ups have registered with economic authorities in the past ten years, and at least as many factories have been built in that period of time. There's great potential here-- a great will, great know-how, and great capital. The government doing what it can to incentivize and facilitate this growth will be for the best of the KU."

Retired army general Zuberi Kalu has been one of the fiercest opponents of the bill, taking grievance specifically with the cutting of the Defense Ministry budget. "The military has been plagued with all sorts of decay, underfunding and cuts, and lack of attention for way too long, and it'll have dire consequences for our national security. I'm sure the economic benefits of this bill are positive and I have no qualms with the subsidies themselves, but they need to find another source. That or cut back on their ambitions for expansion. The Mtukano will financially overextend the Union, and the evidently the military is the first to suffer. This bill will make us weaker and put ourselves in danger, especially given the instability of the world nowadays."

In the Mtukano, the bill is expected to pass convincingly with the Odili Amendment within the month. Support and opposition for the bill has not followed party lines. Though a considerable majority of both governing parties have declared themselves in support of the bill, as well as from the Modern Party, in each of these three parties there are significant minorities finding poison pills in the legislation. Harambee too is split on the legislation, with a narrow majority in opposition and a large minority in support. Only the Amaechi Liberation Party has a near unanimous support for the bill, seeing it as primarily supporting Liori economic growth and an alleviation of economic woes in the Caltropic Coast.

Update April 5216: The Marini-Okeke High Technology Support and Facilitation Act has passed in the Mtukano 337-162 with 1 abstention, and has been signed into law by President Okadigbo.

Foreign Policy Review
Fagbure in Jinppo, KU Among Founders of ODNS December 5267

In an unexpected shift in policy away from the KU's decades of "splendid isolation," President of the Union Khiry Fagbure and a Kitembo delegation met with North Dovanian, Kundratian, and Kafuri counterparts in Jinppo, North Dovani to discuss and sign a treaty. The result of discussion and commitment of these four nations is the establishment of the Organization of Developing Nation States (ODNS), an association of states whose "Founding Document" commits to the righteous causes of national sovereignty, non-aggression, multilateral diplomacy, and development; principles which the KU and its predecessor states have historically championed in Dovani and across the globe.

This move has taken policy analysts off guard, with the Kitembo government having for decades turned away from the outside world (save regular minor diplomatic exchange with other members of the Dovani Pact) and President Fagbure making no indication in his election campaigns or during his administration that any significant attention would be turned away from the domestic and towards the foreign. The KU's participation in the Jinppo summit was not even made public until a week beforehand, and the exact details and aims of the summit released until after Fagbure's return to Kitemjiji. Much of the early reporting had been done by foreign press organizations, who had much more quickly received information from the North Dovanian government that Kitembo outlets had from Kitemjiji.

In addition to President Fagbure signing the Founding Document of the ODNS, Jaro Obama, the KU's permanent representative to the Dovani Pact, recently proposed to readmit North Dovani into the DP, a motion which has since passed. In recent history, relations between the KU and ND have been strained by competing interests and worldviews, however now it seems interests are converging and the two Dovanian powers are seeking rapprochement. The success and longevity of this policy has come under question, however, by many analysts and members of the government, from realists who see North Dovani as a rising competitor in KU's backyard to the followers of the "Liori"/Pan-Dovanian tradition of international relations who remain skeptical of North Dovani's true intentions, citing the recent memory of North Dovani's invasion of New Englia and its military intervention into the Kizenian conflict.

Closer Intelligence, Military Cooperation with ND, Defense Minister Tells All November 5275

Following the breaking of news that the Kitembo Union would be signing an intelligence sharing agreement with North Dovani and hosting joint military exercises within Kitembo territory, Mjumbe reached out to the Defense Ministry for an interview with Minister Msia Kalu. In the following interview, Mjumbe reporter Abedi Azikiwe probes the Minister on KU-ND cooperation and broader KU defense policy.

A[bedi] A[zikiwe]: Minister Kalu, thank you for taking the time out of your busy day to answer a few questions. To start, could you briefly explain for those who have not been paying close attention to the news cycle exactly we are doing with North Dovani in terms of defense cooperation?

[Defense Minister] M[sia] K[alu]: The pleasure is all mine. In brief, many in our foreign policy and national security apparati see North Dovani as a developing power and promising partner, so we have been opening ourselves to greater cooperation with them in recent years. Most recently, this has taken the form of an intelligence sharing pact that our two governments have drafted and that President Fagbure intends to sign within the month. Effectively, this establishes a link between our intelligence communities where there is a constant sharing of non-vital intelligence between our nations and which provides the necessary legal infrastructure and relationships to more quickly and efficiently share vital information, upon presidential approval. This pact will give our national security and intelligence agencies better, to paraphrase an old saying, better eyeglasses.

AA: And the reported military exercises?

MK: Yes, we've also invited the North Dovanian military to send a few units special forces units to take part in joint exercises here in the KU, specifically up northern Liore and the Nefa AR. Give or take a thousand North Dovanian troops are soon to be en route to the area, and we've already redeployed a roughly equivalent amount of special forces from Yrasema to join them and take part in the exercises. We have the exercises scheduled to coincide with President Nweke's visit to the KU so he and President Fagbure can observe the exercises after officially signing the intelligence treaty.

AA: Do the KU and North Dovani have any other cooperative endeavors in the works? And how does the current administration see the future of defense cooperation between our two countries?

MK: Not much that I can speak to or divulge. We of course constantly have these conversations and there is a seemingly endless stream of proposals for how to continue evolving KU/ND relations for the better, in all fields from defense to economics. Right now, our primary focus is on ensuring smooth and successful exercises and the signing of the treaty, but we do hope to continue to augment our relations with North Dovani, and the rest of the Dovani for that matter. The KU has always sought greater cooperation and integration with the nations of Dovani, and that remains our primary goal in foreign policy.

AA: Historically, the threat of intervention and influence from the West has loomed heavily of Dovani and Kitembo policy, but today there seems to be few states in Terra that can seriously pose a threat to the KU in Dovani. Still, with relatively recent events in Dankuk, it seems the freedom and sovereignty of Dovanian nations is coming under question again. How have recent events affected Kitembo defense policy?

MK: To answer your question simply, we've put a greater and greater emphasis on hard power, an unprecedented policy since Umoja. Over the past few years, the Defense Ministry's budget has been slowly increasing and increasing in its proportional share, and volunteer numbers have skyrocketed since Trigunia's reckless declaration of war against Dankuk and the later occupation of Dankuk by Western forces. We haven't yet had any major military modernization or growth programs, however I believe other members of the administration have started coming around to see my point of view on national security and have become more amenable to some of the programs I have proposed, but we'll have to wait and see where things go.

AA: Can you share any information about these programs with us?

MK: Ask me in a few years once they're approved (the Minister chuckled to himself after this statement). All of that is currently confidential, but will be released once decisions are made.

AA: Thank you again for your time minister, that's all I had.

MK: No problem, no problem. I'm sure we'll have more stories for you in the near future.

Nzurchanga Assembly Deregulates Local Corporations May 5317

Amid a decades-long nation and Union wide economic malaise, the city of Nzurchanga seemingly remains one of few parts of Liore and the Kitembo Union that has managed not only to maintain normal levels of economic growth and prosperity, but is the only political entity in the Union to take deliberate action to maintain and expand the local economy, with Union, NR, and AR officials putting economic issues, along with a slew of other policies, on the backburner in recent decades. However, Nzurchangan officials have not been so privileged to ignore the Union's economic downturn, with the so-called "Western City" of Liore being constrained by its integration into and reliance on international economics and culture.

While Harambee defends the environment of Utukanchi na Yrasema with an iron fist and Kitembo and Ujamaa Mpana apparatchiks jockey for bureaucratic placements, the radical liberal Modern Party political machine, which has maintained a tight grip on Nzurchanga politics for centuries, has went on the war path to make their city alluring to domestic and foreign investors, particularly in the services and high tech sectors. Nzurchanga has always been the Union's center and headquarters for the services economy, but since the Union government began subsidizing high tech industries in the region in 5216, the industry has boomed in the city, making Nzurchanga a hub for computer, high tech devices, and chips manufacturing, and the only major producing region in the KU. Nzurchanga has, historically, also been home to a relatively large software industry.

Nzurchangans, especially officials from the ruling Modern Party, have long attributed their city's economic and technological success to its unique willingness to embrace liberal economics, international trade, and cordial relation with more than just Dovani, earning it the (originally pejorative) nickname "Liore's Western City." Because of this attribution, liberal politics have been uniquely strong in Nzurchanga, giving the Modern Party its only electoral stronghold, but the strongest party stronghold in the region, never losing its supermajority in the city assembly since the founding of the Union and never gaining less than 70% of the vote from the city's corporate limits.

In the most recent exercise of its political stranglehold, the Modern Party passed easily through the city assembly, 47-2 (1 abstention), an act which would essentially eliminate all local regulations and taxes from corporations in a select few sectors, including high technology, gambling, finance, entertainment, etc. Among the regulations axed include the local minimum wage, which has now been brought down to the Union minimum, restrictions on weekly working hour caps, and even, controversially, child labor, with children as young as 13 years old now being permitted to perform "low-intensity work" for below minimum wage.

The bill seems to also violate Union and Liori laws. It includes the language "no tax on the profits made by high technology corporations headquartered in Nzurchanga shall be collected by any government institution." Though vague, many analysts argue that this is an attempt to supersede corporate taxes levied by the Union and Liori governments. The bill also declares that "no limits shall be imposed on foreign investment in Nzurchanga and the purchase of shares in corporations headquartered in Nzurchanga by foreign entities," which would eliminate minor restrictions by the Union government that forbid foreign entities from owning more than 66% share in domestic corporation, and Liori regulations which forbid foreign entities from owning a majority of shares in Liori corporations.

Yamabiro has strongly denounced the bill as a "flagrant violation of the laws of the National Republic and an insult to Liori values." Unsurprisingly, the superseding of legislation passed by Yamabiro has been the particular cause for concern among Liori officials, who have threatened to cut funding and subsidies to the city if the laws are put into effect and to challenge the bill in court.

The response from Kitemjiji, which has become unfortunately characteristic in recent time, has been more quiet and reserved. President Akpare is yet to comment on the legislation, but officials from within the Constitution and Administration Ministry have stated that the bill is being reviewed. Finance Minister Hassan Buhari is the most senior official to offer comment, but has limited his response to the tax cuts. "I have a feeling that Nzurchanga will continue to expect subsidies and funding from us and from Liore," states the Minister "even as they seem to cut their own funding and try to limit our means fundraising."

In its silence, commentators have lambasted Kitemjiji's impotent response to a city government deciding to overturn Union law. "How can we even be considered a democracy, let alone a united state, if radicals in one tiny section of the country can choose to disregard democratically deliberated and legislated law?" writes one commentator from the Bakundu Daily. However, some economy commentators have praised the legislation, a professor of economics and finance writes: "not only should the Nzurchanga bill be welcomed, its principles and policies should be embraced by the rest of the country. If the KU is to defeat this rut and reassert its economic power, it needs to open itself up to expansion and growth." When asked for comment, an Ujamaa Mpana voter from Ndardhi stated somberly: "if only our representative could take our situation as seriously as the neoliberals take their indicators and growth reports."

Nzurchanga Unlimited Signs R&D Agreement with Valruzian Corporation November 5317

Spokesmen for the Kitembo tech giant Nzurchanga Unlimited announced today across social media platforms that a deal had been struck with up-and-coming Valruzian high tech corporation BloomTech Conglomerate, which has been making waves in recent times as a result of the Valruzian government's pivot to and prioritization of the high tech sector. The partnership would also be the first major international endeavor made by a Kitembo corporation in several decades, and the first foray of a Kitembo high tech corporation into foreign markets.

Being formed nearly 100 years ago in 4221, thanks in part to the mass subsidies passed by Kitemjiji a few years prior, Nzurchanga Unlimited has steadily risen to become one of the major players in the Kitembo high tech economy and the KU's predominant producer of consumer electronics and computer chips. NU has also expanded into several other fields within the high tech sector, becoming a minor producer of factory robotics as well as dabbling in software design. Importantly, Nzurchanga Unlimited is perhaps the most important force in Kitembo high tech research and development, cooperating with several other major corporations and employing hundreds of researchers to innovate in a wide breadth of fields, from computer chips to green energy. Unsurprisingly, Nzurchanga Unlimited is headquartered in the "Western City" of Nzurchanga, and is one of a few major Kitembo corporations from the area to be maintaining steady growth and presperity while the rest of the country has been facing a slowing of the economy.

Its this last point which is the focus of of the partnership with BloomTech. The two rising giants, the Valruzian company itself being a rising star in both domestic and international markets as a result of previous agreements with major corporations in Trigunia, seem to be seeking to assert themselves in the international economy as major producing and research powers, with both the KU and Valruzia, though the former remains an important global economic force, not being traditionally known for their high tech economies. The partnership would see an exchange of researchers between the two corporations as well as a general sharing of select research developments, schematics, etc. The partnership would also see the two corporation cooperate on a plethora of new research projects, including in the fields of green and nuclear energy, consumer electronics, and AI development (the last of which being a relatively new field for Nzurchanga Unlimited).

There have also been speculation of Nzurchanga Unlimited opening a manufacturing plant in Valruzia, however such a development has not yet been announced if it is indeed in the works.

Economics Minister Jail Saro-Wiwa, in a rare display of forward-thinking from Kitemjiji, has vocally commended the initiative from Nzurchanga Unlimited and has encouraged other Kitembo corporations to strike out into the world and form partnerships abroad. "If we're to get ourselves out of this rut, our producers are going to need to set out and expand internationally, reassert the KU economy as the titan it ought to be," stated the Minister.

KU Sends Brashi to FOMAT 20 December 5317

Following the announcement of the revival of the historically important Festival of Musical Arts in Terra by Luthorian organizers, the Kitembo government committed to sending an act to the festival, which Kitembo, and particularly Liori, artists have shined brightly in. The specially appointed Kitembo FOMAT Commission accepted submissions for the KU's representative from September to December, and allowed two weeks of voting for the top act over two rounds. At the end of the second round, 59% of voters chose the hard rock band Brashi to represent the KU at FOMAT 20.

Origniating from the Kuragao capital Kuga, Brashi is a predominant name in the Kitembo hard rock and metal scene. Coming into prominence nearly four years ago, Brashi has ridden to fame off of strong instrumentals and deep lyrics, often addressing pressing social issues facing the people of urban Kurageri, such as drug abuse, poverty, and loss of hope. It's one such song that Brashi has announced that they will be playing at FOMAT, Dark Safari. A song written only recently but which has quickly become a popular song in Brashi's repertoire, Dark Safari deals with the epidemic of opiate abuse plaguing several urbans in Kurageri, and draws on front man Simba Okar's personal experiences as a recovering heroin addict.

Ujamaa Mpana Upsets Election, Claims Narrow Victory January 5318

Ujamaa Mpana (UM) has narrowly claimed a victory in this month's general elections, unseating the ruling Kitembo Party from its two decades hold on the Mtukano and from the Presidency of the Union. The victory comes as a surprise to many observers, who have have been citing historically reliable polls as well as a general feeling of stability of the current government, there being little expectation for any major shake ups in the near future.

UM has claimed 153 seats in the Mtukano, 14 more than runner-up Kitembo and an increase in over 20 seats since midterm elections two years ago. UM also managed to unseat incumbent Kitembo President Charles Akpare, who had maintained his party's nomination despite widespread criticism of his complacency with and lack of action towards the current economic malaise and other social issues. President-elect Sultan Dokubo, an aged apparatchik with a nearly forty-year political career under his belt, has faced similar criticisms against his lack of comment or action while serving as a member of the Mtukano, though has still managed to win the Presidency of the Union on the second round of voting, roughly 53% to Akpare's 47%.

Ujamaa Mpana - 153
Kitembo - 139
Harambee - 101
Modern - 71
Independents - 36

UM focused their election campaigns on expanding welfare benefits for the Kitembo Union's worst off citizens and implementing a stimulus scheme to reinvigorate the economy, in which the Union government would raise taxes on the highest income brackets and give direct payments to families in the KU's lower and middle classes, with the objective of increasing consumer spending in the domestic market. Dokubo, originating from Kuga and having personal connections to the current opioid crisis engulfing much of Kurageri's urbanized coast, has also promised to address the crisis by increasing funding towards Union, national, and local healthcare and establishing an array of addiction rehabilitation facilities in the region. Many firebrands, particularly from Liore, within UM have also promised to crack down on the, in the words of newly-elected Yamabiro representative Mosiya Iwu, "rogue, neoliberal prospective city-state" of Nzurchanga and overturn "illegal" legislation and pass Union-wide legislation to undo the city's rightward shift.

UM is expected to form a government with its traditional ally Harambee, which is seeking to maintain current environmental protections in Utkanchi na Yrasema and Msijani, as well as expand support for local tourism industry. Interestingly, Harambee has towed the line in its policy towards the growing issue of Nzurchanga. Being no proponent of right wing economics, Harambee has found little reason to defend the city's policies. However, the party has traditionally supported decentralization of power away from Kitemjiji, and many officials from Harambee have voiced their concern with setting a precedent of using the power of the Union government to crush local autonomy and policy.

Though a coalition agreement is yet to be announced, President-elect Dokubo has already earmarked several candidates for cabinet positions. Among these are two interesting and hopeful figures. The first would be Dokubo's Foreign Minister, Zalika Akintola, a major voice in Kitembo foreign policy circles that has called for the Union's reengagement with the world and rebuilding Kitemjiji's diplomatic game while increasing hard power capacity. The President-elect's Economy Minister pick is Dr. Ashon Akpabio, who has applauded Nzurchanga's attempts to increase foreign trade and investment while also calling for a more active role of the government in alleviating the economic malaise through stimulus and subsidies.
