The reforms are focused around Jienist ideals and a Republican form of government are a response to the disastrous Communist reforms proposed by the now defunct Communist Party of Yingdala. Wu, who is to likely become interim President of a transitional state, has promised an aggressive campaign to reclaim Yingdalan supremacy in the region, notably in Dovani and the Anatonese Ocean. Wu, the leader of the powerful Jienist Nationalist Committee which operates the Jienist Nationalist Party, has proposed a program to replacing their old "Tower and Road Initiative". The new program is aimed at benefiting developing nations and nations who have suffered recently in the global economic downturn. The new program, known as the New Harmony Initiative, will focus on low-interest loans, state building efforts and the development of infrastructure. The program will be overseen by the new State Council and is being touted as a major piece of Yingdalan foreign policy. President Wu has made it clear that Yingdala will make a global role in the efforts to assist the global economy. He has directed all efforts of the new government towards both rebuilding domestic economy and infrastructure but also international economies.
The State Council, the title of the cabinet for the interim State of Yingdala, will be lead by Premier Qiu Yong, a close ally of a Deputy Chairman of the Jienist Nationalist Committee. Yong has laid out a number of social welfare programs aimed at expanding care for various populations in Yingdala that have been neglected in recent years. The first is the creation of a unified State Council-based administration for healthcare known as the National Healthcare Administration. The NHA will be responsible for the state-operated healthcare system and will be charged with regulating the private healthcare industry within Yingdala as a whole. The NHA will be headed by Director Dr. Du Guanyu, the veteran doctor has served as a health care advisor to several prominent Jienist Nationalist Committee members and she is the wife of a leading member of the JNC. Dr. Guanyu will work closely with incoming Minister of Health and Social Services Dr. Yuan Lei. This is joined by the establishment of the National Pension Administration (NPA) which will handle the compulsory public pension that all citizens of Yingdala will not pay into.
President Wu also confirmed that underneath the State Council will be a new office underneath the Ministry of Education and Culture known as the State Jienist Commission which will comprise scholars from both modern Jienism an classical Jienism, study Jienism, its origins and its impact on government.
