CEASEFIRE SIGNED - UTEMBO TO BE PARTITIONED
The 3-year long Utemban War was effectively concluded today, July 27 5317, with no definite victor. The Metzist-Leonidist 'Popular Front' government in the north and the new Daenist theocratic 'Serene Phodang of Utembo' in the south have finally ceased hostilities and agreed to de facto allow the other party to govern their respective side of the demarcation line. Readers will recall that hostilities first broke out on February 10th, 5314, following the Ljongs Massacre. When the former State of Utembo was dissolved and transformed into the Serene Phodang of Utembo through the controversial and contested election of radical Daenist nationalist, Rangjung Gyatso, many autonomous Cantons of Utembo disapproved. Dissenting cantons declared their allegiance to the Communist Party of Utembo's (CPU) broader 'Popular Front', and effectively captured the northern city of Karosawa. To mitigate internal collapse, Gyatso agreed along with the chairman of the CPU, Ngawang Wangyal, to seek peaceful solutions in the "Left-Right Conference for National Unity".
However, Ljongs, a pro-communist city in the Phodang-controlled south, was fired on in the midst of negotiations on February 10th, 5314. The city did not make any open declarations against the Phodang and had sent delegates to the national Left-Right Conference in an act of peace and neutrality. Phodang Daenist forces, loyal to and under direct orders from Rangjung Gyatso, quickly moved into Ljongs unprovoked and began to indiscriminately maim, harass, rape, and murder innocent civilians. When Phodang forces were finished with the massacre, an estimated 1,538 were dead; 756 of those found being women and children. The Popular Front promptly pulled out of negotiations and declared a "People's War" on the Phodang's capital of Bajoum.
From there hostilities escalated; it is estimated that as of now 10% of the entire Utemban population has perished from bombing and guerilla campaigns. 90% of infrastructure in the north and 65% of infrastructure in the sotuh has been destroyed. Now that peace has at last been made, both Utembos will, from this point on, have a tragic and consuming reconstruction campaign ahead of them.
