Gaden Lama Calls for New Robust Phodang of 'Dharmanairātmya'

The new ruler of the Serene Phodang, his holiness the Gaden Lama Thubten Dorje, has called for the strengthening and security of the Utemban Phodang through new, robust reforms. His holiness has dubbed these the 'Dharmanairātmya', or 'Common Prosperity' reforms, aimed at promoting the economic equality of the Phodang. He has additionally enlarged Bajoum's foreign zone to three times it's previous size, and has additionally opened the entire city to non-citizens from the hours 10:00 - 20:00 every day. Foreigners are still, of course, forbidden from traveling outside city limits under the maximum penalty of detainment and deportation; a longstanding and necessary precaution against foreign imperialism and spying.

The most pressing decree has been the new Decree on the Status of the Ragyabpa-Nangzan class. In the decree, his holiness has officially stipulated that the Ragyabpa-Nangzan caste, commonly rendered in Luthorian as the "untouchables", must be guaranteed compensation in wages paid in Utemban Tangka by their legal employers. The government has set a minimum payment to 4,500 Tangka a year; about half the average salary of 8,490. This is a major departure from the post-war economic model, which has traditionally made such payment optional, given that Ragyabpa-Nangzan caste members are often the property of the households they belong to. Such a move was deemed as necessary to ensure the realization of the 'Dharmanairātmya' economic model.

His Holiness Passes, Ribo Lama to Lead Serene Phodang

An outpouring of the people's grief was felt in Bajoum today as the Serene Phodang announced the sad passing of His Holiness the Gaden Lama Thubten Dorje. His Holiness died peacefully in his sleep, mediating at the Lhotala Palace - surely, such a great practitioner of our righteous faith is destined to reach Nirvana. Politically, His Holiness was a great and revolutionary figure in the tradition of enlightened Daenist excellence within the governance of the Serene Phodang. He introduced the doctrine of Dharmanairātmya, or "Common Prosperity", to the governance of Utembo, seeking to rectify the plagues of suffering which hit the nation. Under Dharmanairātmya thought, small-time foreign investment into the national economy was introduced as the Phodang sought to stimulate slow and deliberate development in the spirit of the times. Compassionate living standards for the welfare of the Ragyabpa-Nangzan caste were introduced as spiritual wages were abolished in favor of the reformed Tangka currency.

His Holiness the Ribo Lama, Ngawang Cering, shall succeed the late Gaden Lama in the governance of the nation. Ribo Lama Advocates for Peaceful Reunification with the North

His Holiness the Ribo Lama, Ngawang Cering, has announced his intentions to communicate with the communist-occupied north on a "one-to-one" basis in an effort to peacefully reunify the nation. His holiness spoke of the following rationale:

The goal of the Serene Phodang is to govern Utembo under the enlightened Dharmas of justice and peace. I firmly believe that the communist north is genuinely attempting the pursuit of such aims in their own way, but it is sadly misconstrued by their false and unjust lense of Metzism-Leonidism. Our methods for seeking the truth are different, but we nonetheless share common hopes for the Utemban people. Further fighting over our home is to result in nothing but pain, suffering, and self-inflicted wounds. Already because of this petty political squabbering, too many Utembans have died without being able to see their loved ones beyond Ring Po. Our administration must and will seek to mend the hearts of the afflicted, to reunite Utembo under a just regime. I directly address Mr. Phuntsok Kesang, Chairman of the north's Supreme Comissarait of People's Affairs, and ask him that we may establish communications on a one-to-one basis. I ask that we work together towards the peaceable reunification of our beloved fatherland.

Utemban Federal Union Declared Following Historical Inter-Utemban Summit
August 11, 5372 (FRI)

In what concludes a staggering flurry of inter-Utemban diplomacy, the two nations have signed a treaty declaring the creation of the Utemban Federal Union. Proposed by northern diplomats from Metz-Leonid, the UFU will constitute a common body for the two governments to cooperate in the military, economic, and scientific fields, with a united patent system, scientific board, and joint recognition of both governments' currencies at a fixed exchange rate in a dual circulation model. Checkpoints have become places of peace as Utemban Revolutionary People's Army (URPA) and Utemban Phodang Armed Forces (UPAF) cross border lines and conduct joint patrols.

This is the result of nearly two years of rapid rapprochement between the two camps. In the time since the initial establishment of the Bajoum-Metz-Leonid Hotline, which has linked the leadership of the two nations together, the two Utembos have conducted family reunions and joint cultural activities. This comes at a time where the Serene Phodang has been undertaking rapid internal reforms. The constitutional convention of 5371 guaranteed religious freedom in the constitution for the first time ever, and new legislation has ended the restrictions on both internal and external travel, including that of foreigners. His Holiness asserted that this new freedom of movement would allow for more revenue in the southern economy. North and South Utembo have announced plans for a joint currency, and - eventually - even a joint market.

Jubilant citizens of the Democratic Republic celebrated in the streets of Metz-Leonid, the beating heart of the Utemban people's revolution, as the 'Serene Phodang' in the south was formally annexed into the UDR on midnight, May 1, 5374. A historic day, it symbolized the final triumph of the Utemban proletariat over the reactionary dictatorship in Bajoum. Southern comrades began to fill the streets of Bajoum all the way back in January in a flurry of large-scale protests, demanding the abolition of capitalism in the south and full reunification, peace, and prosperity. The Phodang, which could no longer withstand the cries of the people, gave into their demands and organized what was to be the second - and final - public constitutional convention of South Utembo.

Ngawang Cering, the last leader of the southern state, gave a final speech before the southern legislature, the Supreme Council of the Bajoum Sangha, before they ratified annexation into the north.
Destiny demands that we walk boldly into the future, embracing the correct path. Now that it plants a red flag before us, there is naught to do but accept this mandate thrust upon the nation. We were wrong. We walked a noble but hole-ridden path. Some claim it was inevitable, perhaps it is. But the universe will forever commit to memory the undeniable heart, the soul of the people of the Serene Phodang. Never before in the modern era had so many souls so profoundly and passionately erected such a great and awesome society. Where we went wrong is not for me to tell. Perhaps we are weighed down by the sins of modernity. Nonetheless, it has always been the resolve of our Phodang to preserve righteousness and protect peace. The time has not yet come for Utembans to make each other's noses bleed. We always knew that reunification would come eventually, whether it be from either side. The age of our rule has come to a close. But blessed we be, we who will remember that heroic age when the hearts of Utembans were just in willing an endless future for their nation. Now I, the Ribo Lama of the Serene Phodang of Utembo, declare in earnest that what I do is forever in the interests of our countrymen. We pray for the best.


Esteemed comrade State Chairman Phuntsok Kesang promised amnesty for the former leaders of the southern government, under the mantra of peaceful and complete national reunification. Ngawang Cering will continue to serve as the Ribo Lama of the Utemban People's Sangha; a combination of the former Bajoum Sangha and the Utemban People's Revolutionary Sangha. Esteemed comrade Phuntsok Kesang met with Ngawang Cering in Metz-Leonid earlier today and hugged him, congratulating his southern counterpart on the completion of the fatherland's reunification. The old wounds are finally beginning to heal as a new era dawns in Utembo. The experiences of the prolonged but ever-victorious Utemban proletarian revolution demonstrate that a small power can overcome a big one, and that the just struggle of proletarians around Terra shall always triumph in the end. The reunification of the Utemban people is unstoppable! The final victory of Metzism-Leonidism is inevitable! The glory of the Utemban Communist Party is brilliant!

New State Chairman elected; Advocates for "National Revival".

Ever since the unification of Xsampa by the proletarians revolution, the nation has enjoyed stability and unity. To that end, the Communist Party of Xsampa has remained the rightful vanguard of the glorious Xsampan Worker's Revolution. As with any democracy, especially the worker's democracy that Xsampa is, a new State Chairman has been elected by the Party, none other then comrade Tashi Dorji. Comrade Tashi Dorji has been elected to State Chairmanship and has already called for a full national revival of the nation. He has made it clear that his agenda is to uplift the nation to new heights.

What this "National Revival" entails has been explained as a focus on the economy. Comprising of reviving the Xsampan economy, comrade Tashi Dorji has called this the "New Economic Plan" to bring about a better future for all proletarians in Xsampa and show the capitalist world what the glorious Xsampan Worker's Revolution is capable of economically.

The New Economic Plan would see the glorious proletariat secure a better future for Xsampa. It would see mass infrastructure reform, agricultural expansion and industrialization. The goal of infrastructure reform to drastically increase both quality of life for the proletariat, and increase economic capabilities for the nations cities. The secondary aspect of the NEP, agricultural expansion would see farms in the South supported and see agriculture become a strong point for the nations economy. The final aspect of the NEP is industrialization to allow Xsampa goods to be produced at home, both to boost the nations economy and develop the capacity of what the glorious revolution can do.

A bright future awaits Xsampa with comrade Tashi Dorji and a better dawn is there for all comrades with the glorious proletarian revolution! The National Revival will see Xsampa move beyond what capitalist powers deem "a weak nation". The might of the proletariat will build a new Xsampa for all proletarians!

First phase of the NEP begins; Addresses off-hand comment by exiled Holy King.

The New Economic Plan has always been planned to raise the nations economy however it also has the benefit of raising the quality of living in the South, which has struggled due to the Souths capitalist policies. The first stage of the NEP is infrastructure. The glorious days ahead for the Xsampan proletariat must first go through the storm that is ahead. To that end, the infrastructure of our glorious nation must be renovated. Roads, railways and highways will be renovated across Xsampa, particularly in the South. By improving the nations infrastructure, it'll see cities in the South in particular not only raise in quality but also improve economic capacity of the nation. Cities such as Metz-Leonid and Bajoum remain the most developed in Xsampa and Comrade Tashi Dorji has had a dream of all of Xsampa being developed.

By improving the economic capacity and infrastructure, the second and third phase of the NEP will be not only easier to establish but also improve how effective the results will be. While renovating infrastructure in the North has also been included, the South has taken more priority due to easier terrain, less development and more direct potential for the NEP. Compared to the North which remains extremely mountainous and still developed. As such, the South will remain the priority to fully remove the effects of capitalism from the glorious worker's state.

However, it would also seem that the reactionaries that lurk in exile have not forgotten about the workers paradise we have built in Xsampa. The "Holy King of Xsampa" has, in the infinite arrogance of a reactionary, stated that the National Revival that Comrade Tashi Dorji has expressed a desire for, is only possible with him. Insulting as it is, the glorious proletariat will never bow again to a reactionary. Comrade Tashi Dorji has expressed the same view.
This opportunism of the Holy King is insulting. Xsampa does not need any king. The worker's struggle will not be disregarded for some king who remains in exile. However, it's well aware how reactionaries react. They will spin our defense of the proletariat as a denouncement or a threat. Do we blame the reactionary king for hiding in Yingdala? No. Do we blame Yingdala? No, despite being a capitalist state, a monarchy no less, they have looked to combat imperialism. The issue is with the Holy King. No one else.


Our glorious worker's revolution will always be protected, and the State Chairman has made that clear. He has also signalled that the Xsampan foreign policy will be staunchly anti-imperialist. To defend the Xsampan worker's revolution, we must combat imperialism. The State Chairman has also looked to avoid targeting the statement at Yingdala who houses the exiled reactionary and keep the statement purely aimed at the Holy King. Whatever the case, despite reactionaries and despite, the Proletariat will march forward to progress! The NEP will advance Xsampa to new heights! The Worker's Revolution is unstoppable!

First Stage of the NEP accomplished; The Farmer in the South to receive support in the Second Stage of the NEP.

The first stage of the New Economic Plan, that being development of the nations infrastructure has been accomplished. Roads in the South are now adequately developed enough to support economic investments into the region. Modern roads will allow easy economic investments to and from the south to occur with little hassle whilst railways and highways will not only boost civilian living standards, it'll drastically increase what the Xsampan economy can do. While the North will always remain more developed due to rejecting capitalism from the start, the Southern Proletariat will soon be raised to the heights that the North is in. And that starts with the Second Phase of the NEP. Comrade Tashi Dorji has made no secret that the Agrarian Proletariat are not to be left behind and that the Farmer and Urban Worker are equals in all ways. To that end, the Second Phase of the NEP calls for supporting Southern Farms in Southern Xsampa, where the grasslands make decent grounds for agricultural endeavors.

By supporting domestic agriculture, the Agrarian Proletariat will be able to enjoy the fruits of their labour and ensure all comrades in Xsampa can enjoy what Xsampa can produce on her own. By supporting Agrarian interests however, it will ensure that Xsampa can move onto industrialization without risk of reactionaries sabotaging the nation and causing a famine. The second stage of the NEP will be largely relegated to the South as Northern Xsampa lacks any land for agriculture and is more for mining endeavors. Whatever the case, supporting Agrarian interests is a no brainer should the imperialist West dare try to strangle the Proletarian Paradise.

Now, fair comrade, what does Comrade Tashi Dorji mean by supporting agriculture? Simple. Supporting the farmers. Regardless of what they produce, they contribute to the Xsampan Proletariat. Directly subsidizing and supporting expansion of farms will only benefit Xsampa and the Proletariat. It can also allow direct support to other proletarian states should they arise and need agrarian support. While Xsampan lands are not as fertile as other socialist states, such as the former People's Republic of Alduria, any support for comrades combatting imperialism is better then no support!

Glory to the Xsampan Proletariat! Glory to the Xsampan Revolution!
