The Social Labour Party have got a full majority in the National Assembly and more with a huge landslide in their favour giving them 55% of the vote share and a majority of 76 representatives. The final result of the election on October 15th 5210 revealed that the Social Labour Party has won a landslide majority, making a net gain of +188 seats and winning 55% of the vote. The Conservatives, meanwhile, suffered defeat with a net loss of 68 seats, winning just 24% of the vote in a poor result. The Liberal Party, under the leadership of Cao Lim, made a net loss of a staggering 75 seats which is half of what they won in 5205, they won 10% of the vote in a terrible showing for the once predicted 'dark horses'.

The election ended 10 years of Common Conservative-Liberal government.

Zan Khan speaks out against October, 5210 elections
January, 5211

Gemun - As the Social Labor Party declared victory in the October 15th 5210 the country was prepared for a continued path towards modernization; traditional elements of Bianjin society however wanted to alter that course. Pretender to the Salt Throne, Zan Khan (Dai Clan), has the support of the more traditional, six Banner Commanders. The Bianjin Banners play a pivotal role in Binajie society despite attempts to move away from it and "modernize". Bianjie society was once divided into the Six Banners: the Bordered Northern Banner, the Bordered Southern Banner, the Red Banner (a collection of ethno-communist and left-wing nationalist, notably representative of the lower or rural class), the Yellow Banner (advocates of closer ties with Yingdala), the Blue Banner (typically associated with the merchant and upper class) and finally the White Banner (typically associated with the middle class of Bianjie and pro-Khan middle and upper class). In traditional Bianjie society the banners play a role in organizing the people of Binajie but has generally fallen out of use overtime and have become more a cultural aspect then a societal aspect. Zan Khan condemned the new government as "...motivated by foreign interests..." and "...pawns of the International Order." The statement by the Khan was walked by Bo (Count) Kang (Amuharnu clan) who stated that the Khan respected the outcome of the free and fair elections and would like to meet the new government when possible.

General-Secretary of the Communist Party of Binajie, Zhan Jing, condemned the Khan as a product of "...ancient times and an order of Binajie that runs contrary to the modernization efforts." Fan Lei, the Prime Chancellor and member of the Socialist Labor Party distanced himself from the CPB but echoed the need for Bianjie to "modernize" and "...step into the new centuries ahead of us." The support for the Khan has historically wavered for several centuries, notably in times of crisis the Khan appears to be more popular but in times where things are generally "good", the Khan faces a lack of support. Among the electorate of the Socialist Labor Party, the newer generations tend to be less supportive of the Khan on a political level but supportive of the institutions of the banners and the Khan as a cultural icon. Wu Xuefeng (F) spoke to a journalist from the Bianjie National Network in which she stated: "The Khan is an important piece of Binajie's history but we must modernize." The sentiment tends to be echoed by citizens of Bianjie ages 18 to 45 whereas middle age Bianjin's tend to have a more neutral view of the Khan and older Binajin's tend to view the Khan as a more positive figure. Bianjin sociologist and social researchers find it odd that the trend has continued as centuries continued, short of some outliers, older Binajin citizens tend to be more supportive of the Khan as a political figure whereas historically younger and middle age Bianjin's view the Khan as a cultural figure.

Communist take advantage of Khan's dismissal of elections
June, 5211

Gemun - General-Secretary of the Communist Party of Binajie, Zhan Jing, convened a special party congress to discuss the recent calls for new elections in Binajie following Zan Khan's statements that the election was "...motivated by foreign interests..." and "...pawns of the International Order." Zhan stopped short of joining the Khan in assigning the Socialist Labor Party as foreign puppets and welcomed cooperation with the Socialist Labor Party in the Bianjin government where several members of the Communist Party of Bianjie are members. Zhan Jing himself serves as a Vice Minister of Agriculture and Rural affairs, something he prides himself on. "While we dismiss the Khan as a relic of the past we do understand that the Khan has concerns about elections and we agree that foreign influence was ever present in elections as it has been in several past elections. The workers and peasants of Bianjie cannot be dismissed!" The unlikely political support from the CPD prompted the Khan to issue a statement calling on the Bordered Northern Banner and the Bordered Southern Banner to "...take-up signs and display their discontent with the new government!"

The Bordered Northern Banner and the Bordered Southern Banner are two of the most important "banners" of the Banner system in Binajie. The Bordered Northern Banner is typically made up of favored families of the ruling Khan whereas the Bordered Southern Banner is often comprised of notable military and security officials of the Khan. In ancient times the Banner system was more rigid and assignment to them was lifelong for a bloodline but now the Khan often uses the two bordered banners to shower rewards and titles on their favored supporters. This however is not absolute and the original families belonging to the Bordered Northern and Bordered Southern Banners have been firmly kept within their respective banners for fear that if they are removed the Khan would find himself with enemies across the nation. The traditional families of the Bordered banners often avoid modern politics and have taken to influence in legislative elections through patronage of legislators to advance their interests.

A number of Common Conservatives, Liberal Party, the entire Traditional Voice and United National Party abandoned their party affiliations for the newly formed Khan clique (Yingdalan (Simplified): 可汗集团; tr. Communist Party of Bianjie: 175 seats

Khan Clique: 121 seats

In rare show of bipartisanship, New Administrative Division Act passes NA
January, 5215

Gemun - In a rare showing of bipartisanship the National Assembly passed the New Administrative Division Act of 5214 which radically re-organized the Binajin territorial administration. At the top level are five new Circuits ("Dao") which comprise the the Northern Circuit (Provinces of Fengyuan (Bei) and Pingzhou (Benie)), the Western Circuit (Provinces of Shiwei (Nimang) and Tangrao (Muduria)), the Eastern Circuit (Provinces of Gumang and Xuxiang (Wehealin Gurun)), the Southern Circuit (Provinces of Xinhai (Nimanggia) and Nanzuishan (Hanci Guwa)) and the Capital Circuit (Provinces of Khani). These circuits will be overseen by an elected Circuit Intendant and assisted by a Circuit Council who will similarly be elected by the residents within the Circuit. Underneath the Circuits are the Provinces (Zhou), these Provinces are further divided into Counties (Xian; Similar to shires or districts) or Departments (Sanzhou) which are specifically for semi-autonomous regions or large municipalities. The re-organization also re-applies what the National Assembly has called "traditional" names of the provinces. Provinces are overseen by an elected Administrative Commissioners, sometimes called Governors, are assisted by an elected Administrative Commission which serves as a sort've provincial legislature and cabinet. Counties are traditionally overseen by an elected Magistrate but no elected legislature while Departments are often overseen by an elected Mayor; most Departments have an elected City Council to assist the Mayor. Underneath are a variety of other smaller sub-divisions such as towns, townships, districts, etc.

New Chief of the Special Guard appointed, National Assembly grants autonomy to Mzu-Tze in Northern Bianjie
February, 5215

Gemun - Grand Chancellor Xiang Zexian (Socialist Labor Party) confirmed that he had appointed controversial Commissioner, First Class Mo Ruogang as the new Chief of the Special Guard Department. The Special Guard Department is the domestic and foreign intelligence service of Bianjie, they are charged with overseeing a wide number of functions and have, as of recently in the Democratic People's Republic of Binajie (DPRB), been incredibly controversial. Allegations have been abound that the SGD, commonly called the Tewei in Yingdalan, have arrested and held without trial a number of "...enemies of the state." Former Chief of the Tewei Zhan Zexian was arrested and formally condemned to life imprisonment by the Board of Justice in a criminal trial that lasted several days, he was accused of kidnapping and murdering over 30 Mzu-Tze in the Northern Bianjie area after they were advocating for independence. The Mzu-Tze Central Committee, a coordinating body for Mzu-Tze in the Province of Fengyuan. The activities in late October, 5214 prompted Grand Chancellor Xiang to consider the development of an autonomous region for the Mzu-Tze, mostly to quell dissent in the northern region which serves as an important economic corridor for trade with nations such as Ostland, New Verham and others.

The new Chief of the Special Guard Department, Mo Ruogang, is considered to be controversial due to his membership on the Central Committee of the Communist Party of Bianjie and his recent announcement that he would be made State Councilor (an at-large member of the State Council) due to his position as Chief of the Special Guard Department. Akjan Jiang, the National Assembly Leader for the Khan Clique introduced a bill to require the Chief of the Special Guard Department to be appointed by the Grand Chancellor but approved by the National Assembly, the bill was defeated by the Social Labor Party-Communist Party of Bianjie majority. Zan Khan (Dai Clan) spoke from the Salt Throne in the Khan's Palace in Gemun and condemned the appointment of Mo Ruogang, he cited unproven evidence that Ruogang was a homosexual and that he had a harem of women and men who pleasured him at Central Committee meetings. The statements were condemned by members of the Social Labor Party and in a joint statement by the Communist Party of Bianjie.

We now arrive at the first session of the National Assembly where the political realm meets reality and the Social Labor Party and the Communist Party of Bianjie formally pushed through the formation of the Northern Bianjie Autonomous Region (NBAR) which will grant a special autonomous region to the Mzu-Tze population in the northern Bianjie province of Fengyuan. It will largely encompass the area closest to New Verham which has a significant minority of Mzu-Tze, the largest in Bianjie. The autonomous region will contain a number of special rights such as limited self-governance. The National Assembly debate on the Law Granting the Status of Autonomous Region to Mzu-Tze in Northern Bianjie in which a brawl broke out between SLP/CPB members and CCP members with Khan Clique members calling for the arrest and detention of those involved. The honorary Khan's Guard, the brigade of the Special Guard Department charged with protecting Gemun, intervened but has not made any arrest nor has the local City Procuratorate. The autonomous region will be governed as a province and will thus have an elected Governor.

The National Assembly also amended the National Assembly passed the New Administrative Division Act of 5214 and made it so that the government appoints the Circuit Intendants in place of them being elected.

BREAKING NEWS: Explosions rock government quarter in Gemun, Kugulu Khan declared Khagan!
August, 5373

Gemun - Capitalizing on the disorder and chaos in Gemun, pretender to the Salt Throne and descendant of the murdered Zan Khan (Dai hala), Kugulu Khan proclaimed himself the Khagan of the Bianjie Khaganate replacing the old Democratic People's Republic of Bianjie. Kugulu Khan, supported by members of the Khan's Regiment and the Special Guard Department, announced that they had captured several ministry headquarters and the residence of the Grand Chancellor. The Great Khan, sitting on the Salt Throne from the Khan's Palace, had loyalist members of the Ministry of Industry and Information Technology create a makeshift information center in the Khan's Palace to address the nation. The Great Khan spoke to the fact that the now missing Grand Chancellor, Hou Baksang (Baksang hala), a member of the Common Conservative Party had engorged himself over the past several years despite pleas from the Salt Throne and members of the oppressed Khan Clique. Several other members of the Common Conservative Party disappeared, including the Secretary-General of the State Council and other State Councilors.

The Great Khan announced he had conferred with several members of the Khan Clique and announced the new Constitution of the Bianjie Khaganate, a constitutional monarchy where the Great Khan is assisted by the Khaganate Yuan which will maintain its 750 seats and will assist the Great Khan, the Great Khan will reserve the ability to appoint senior government officials including the replacement for the Grand Chancellor, the Prime Minister. According to Aihui Albaki Dai (Albaki Dai hala), a constitutional scholar from the Law College of University of Gemun, and a drafter of the new constitution celebrated the "...modernizing efforts of the Great Khan and his efforts to bring Bianjie into the modern era." In the span of a few hours the Great Khan announced that several hundred officials from the Bianjie Field Force and rogue elements of the Special Guard Department were arrested and imprisoned in Gemun.

The Great Khan announced that Aihui Albaki Dai, a drafter of the constitution, would become the first Prime Minister of Bianjie Khaganate. The Prime Minister announced that elections would be set for October, 5373 for the new Khaganate Yuan.

Khagan declares Panmuan religious extremism at an end; Khagan converts to Jienism.
September 5375

Gemun - Kugulu Khagan has proclaimed himself an adherent to Jienism and announced that the Ministry of Culture and Tourism would be constructing a large-scale Jienist temple in Gemun in honor of Jienism and its impact on Western Dovani. The move comes not without controversy as Jienism has often been used by Yingdala and its political apparatus to drive neo-colonalism in Dovani, especially in the various Gao-Showan nations that it believes are meant to be under its suzerainty. This has not deterred the Khagan from adopting Jienism and its sometime controversial "Mandate of Heaven" philosophy. At the ceremony the Chief of the General Staff, General Zhihao Daibolo (Daibolo Hala), announced that the Central Military Commission had decided to bestow the honor of naming Kugulu Khagan as the Marshal of the Binajie Khaganate, the highest rank in all of Bianjie and formally awarding him a military rank outside of Supreme Commander of the Royal Bianjie Armed Forces.

The Khagan, following the groundbreaking of the new Jienism temple, announced that the "cult" known as the Church of Fanggon would be formally banned throughout Bianjie and called the whole church a "Panmuan scheme to defraud and oppress the people of Bianjie." The Khagan directed the Special Guard Department to "remove all influences" of the cult, this includes its leaders and followers. This crackdown was joined by the announcement that the Khaganate Yuan had voted to end the autonomous Panmuan polity in northern Bianjie and it would be properly returned to the Northern Circuit's governance. The Special Guard Department and elements of the Armed Forces of Bianjie, formally the Royal Bianjie Armed Forces, have deployed to northern Bianjie to quell any dissent or issues related to the ending of the autonomy of the Panmuan peoples in the north.

Ministry of Culture and Tourism to open new casino in Namu jai Sun.
October 5375

Image

Gemun - Minister of Culture and Tourism Bo Jobalut (Jobalut hala) announced the opening of a brand new casino and resort area located in Namu jai Sun in the Capital Circuit's Province of Khani. The Minister of Culture and Tourism announced that the project had begun at the behest of the new Khagan, an avid blackjack player, several months prior and its being hosted at the former Emperor Hotel and Casino. The new resort and casino, to be known as the Khagan Hotel and Casino, will open in late January, 5376 according to the Ministry of Works which will be overseeing the construction and will be contracting with private and public firms, including the State Works Bureau, which is charged with capital improvements around the country and falls underneath the Ministry of Works and is the primary vessel for state-sponsored construction. The casino's upgrading and expansion are being covered by loans from the Central Bank of Bianjie and personal funds donated by the Khagan and the Dai hala themselves. The opening of the Khagan Hotel and Casino is expected to draw large crowds from across Bianjie and will be personally attended by the Khagan himself.

While the Khagan had focused on the economic development of Binajie, he continues to work towards ensuring that the Panmuan threat in the north remains little. In accordance with his authority as Supreme Commander of the Royal Bianjie Armed Forces and Chairman of the Central Military Commission he has dispatched additional forces, this now includes nearly the entire 1st "October 5" Infantry Division from the 1st Corps, headquartered out of Gemun. Bianjie's armed forces remain archaic and plagued by using older equipment, mostly that of Trigunian and Yingdalan equipment. A Binajie infantry division is approximately 12,800 personnel and the 1st "October 5th" Infantry Division is among the only fully equipped units in the entire Royal Bianjie Ground Forces. The unit is named after the date which Bianjie gained independence from Yingdala and is celebrated across the nation.
