New Chief of the Special Guard appointed, National Assembly grants autonomy to Mzu-Tze in Northern BianjieFebruary, 5215Gemun - Grand Chancellor Xiang Zexian (Socialist Labor Party) confirmed that he had appointed controversial Commissioner, First Class Mo Ruogang as the new Chief of the Special Guard Department. The Special Guard Department is the domestic and foreign intelligence service of Bianjie, they are charged with overseeing a wide number of functions and have, as of recently in the Democratic People's Republic of Binajie (DPRB), been incredibly controversial. Allegations have been abound that the SGD, commonly called the Tewei in Yingdalan, have arrested and held without trial a number of "...enemies of the state." Former Chief of the Tewei Zhan Zexian was arrested and formally condemned to life imprisonment by the Board of Justice in a criminal trial that lasted several days, he was accused of kidnapping and murdering over 30 Mzu-Tze in the Northern Bianjie area after they were advocating for independence. The Mzu-Tze Central Committee, a coordinating body for Mzu-Tze in the Province of Fengyuan. The activities in late October, 5214 prompted Grand Chancellor Xiang to consider the development of an autonomous region for the Mzu-Tze, mostly to quell dissent in the northern region which serves as an important economic corridor for trade with nations such as Ostland, New Verham and others.
The new Chief of the Special Guard Department, Mo Ruogang, is considered to be controversial due to his membership on the Central Committee of the Communist Party of Bianjie and his recent announcement that he would be made State Councilor (an at-large member of the State Council) due to his position as Chief of the Special Guard Department. Akjan Jiang, the National Assembly Leader for the Khan Clique introduced a bill to require the Chief of the Special Guard Department to be appointed by the Grand Chancellor but approved by the National Assembly, the bill was defeated by the Social Labor Party-Communist Party of Bianjie majority. Zan Khan (Dai Clan) spoke from the Salt Throne in the Khan's Palace in Gemun and condemned the appointment of Mo Ruogang, he cited unproven evidence that Ruogang was a homosexual and that he had a harem of women and men who pleasured him at Central Committee meetings. The statements were condemned by members of the Social Labor Party and in a joint statement by the Communist Party of Bianjie.
We now arrive at the first session of the National Assembly where the political realm meets reality and the Social Labor Party and the Communist Party of Bianjie formally pushed through the formation of the Northern Bianjie Autonomous Region (NBAR) which will grant a special autonomous region to the Mzu-Tze population in the northern Bianjie province of Fengyuan. It will largely encompass the area closest to New Verham which has a significant minority of Mzu-Tze, the largest in Bianjie. The autonomous region will contain a number of special rights such as limited self-governance. The National Assembly debate on the Law Granting the Status of Autonomous Region to Mzu-Tze in Northern Bianjie in which a brawl broke out between SLP/CPB members and CCP members with Khan Clique members calling for the arrest and detention of those involved. The honorary Khan's Guard, the brigade of the Special Guard Department charged with protecting Gemun, intervened but has not made any arrest nor has the local City Procuratorate. The autonomous region will be governed as a province and will thus have an elected Governor.
The National Assembly also amended the National Assembly passed the New Administrative Division Act of 5214 and made it so that the government appoints the Circuit Intendants in place of them being elected.
