New Constitution of the Rapa Pile Special Administrative State

Based on the Constitution of the Vascanian Empire, we, the People of the Rapa Pile Special Administrative State, faithfuls of His Imperial Majesty, Manas III announce, that we live based on the respect of the next Constitution and the Constitution of the Vascanian Empire.

1. Basic.
- Our home's name is Rapa Pile Special Administrative Region.
- Our home is the part of the Vascanian Empire; we have common foreign and defense politics with the Empire.
- Rapa Pile Special Administrative Region is a representative presidential constitutional monarchy.
- All power is in the People what rule itself across its representatives.

2. Legislation
- The legislation of the Rapa Pile Special Administrative State is the bicameral Imperial Meeting of Rapa Pile Special Administrative State.
- The lower house of the Imperial Meeting of Rapa Pile Special Administrative State is the 100-member Imperial Chamber of Commons of the Rapa Pile Special Administrative State what must be elected by every citizen and must be the lawmaker body.
- The upper house of the Imperial Meeting of Rapa Pile Special Administrative State is the 25-member Imperial House of Burgesses of the Rapa Pile Special Administrative State what must be elected by rich people across censorship and must be have Veto against the Imperial Chamber of Commons of the Rapa Pile Special Administrative State.
- Both houses are elected in the same year for a six years term.

3. Executive Branch
- The head of the Rapa Pile Special Administrative State must be the Vascanian Emperor's Premier Citizen of the Rapa Pile Administrative State (Premier Citizen in the furthers).

- The Constituent Court of Rapa Pile Special Administrative State is the proof of the compliance of this Constitution.
- The Local Court of Rapa Pile Special Administrative State controlling and inspecting all local courts in Rapa Pile Special Administrative State.
- All local courts in Rapa Pile Special Administrative State have to respect this Constitution, the Constitution of the Vascanian Empire and the Basic Human Rights.

5. Parties
- There must be just two party of Rapa Pile: a right-wing and a left-wing party to avoid the tricks by politicians to get power.
- Both parties can nominating a candidate for Premier Citizen and a list about candidates to the Meeting of Rapa Pile Special Administrative State.
- Both parties have to create a coalition with a federal party in the Vascanian Empire.
- Both parties have to see not their own, but the nation's interests.

Some Things Not Changing

After the unification with the Vascanian the economic situation of the Rapa Pile Special Administrative State stabilized. After the anarcho-capitalist chaos by Nihil Jayatilleka (who still hiding somewhere in the Greatpilese Island) in the last decade, the More Medicament Manufacture (abbreviation: 3M) still give the 32% of the Pilese GDP. More than 500 000 Pilese citizen working for the 3M and more than 6 000 000 Pilese citizen buying the medicines of the world leading healthcare company. The Rapa Pile Special Administrative State's Government currently owning the 1% of the shares of the company, but as the Premier said Rapa Pile planning on buy more shares in the 3M.

Rapa Pile is very important for the Endralonian multinational corporation: there is the 45 3M-factory in Rapa Pile (in this case our country is world leading) and more than 250 3M-pharmacies. Our nation is one of the corner stones of the company, and our corporate friends appreciate this; Boros Roberta 3M-CEO make a quick visit to the Palace of Premier Sarojani Dharsha, and they agreed in the building of another two 3M-factories.

Some Things Yes

The governing of the Liberal Party in the second half of the last decade was successfully did some social reforms. Like minimum income, better retirement circumstances and the right to strike. This problems that kind of problems what very difficult to solve, but our government's have to solve them in the future.

Pro-corporate protests in Rapa

In November, 4781, there was several protests in the the City of Rapa, the capital of the Rapa Pile Special Administrative State, after the Malivian speech in the General Assembly and the Vascanian response to that. Vascanian federal government made it clear that it wanting to decreasing More Medicament Manufacture's role in Pilese economy, and want to support the witch hunt against that company what meant the modernity and progress for the Pilese society for decades. But we are not His Imperial Majesty's, Manas III's only children who don't want the federal government's anti-corporate policies: the Greater Malivian Empire also rejected this politics.

His Imperial Majesty's Most Loyal Government yet strives to destroy our developing dreams. In 5, November 4781, 100 000 people, workers of the 3M-Facilites, 3M-Factories and 3M-Pharmacies marched on the street with one demand: let 3M alone. They all know that people who have the luck to work in the world leading healthcare corporation that have good safety conditions, good salary and good retirement pay, unlike that people who working for example the HM Most Loyal Government's public projects. Almost all protesters had a table, with the next text, made a message to His Imperial Majesty, Manas III: "Your Majesty, Please Help Us To Keep Our Job!"

This crowd was not ignorant, nationalistic, independent-wisher people, but desperate people who want to keep their job. The most of them made it clear: they want Rapa Pile's future as the part of the Vascanian Empire and as the faithful of His Imperial Majesty, but they do not want be the part of the witch hunt against their must successful business across a World Congress Representative who technically representing them also. Premier Dharsha not announced yet, but she has close relations with CEO of 3M Boros Roberta, so might she be a pro-corporate, too. This was the first larger crowd since the Revolutionary Happenings during the die of the Golden Republic and the Unification, but in November, 4781 the crowd was peacefully and constructive.

3M and HM Most Loyal Government negotiating

After the pro-corporate protests in November, 4781, and the dramatic and great debate in the General Assembly of the World Congress, the More Medicament Manufacture and the Vascanian Empire would find a solution to the tensions between them. There is rumors about that the CEO of 3M, Boros Roberta traveled to Kamalata to negotiate with His Imperial Majesty's Most Loyal Government and with Prime Minister Kavita Mohite. Some sources saw the private airplane of the CEO get on the Nagyházi Pál Republican Airport in Hugamest, Endralon. Based on the same sources, the world leading healthcare corporation working on the solve the recent problems around the company.

Another rumors saying that 3M is willing to decrease its GDP-presence from 32 percent under 25 percent, referred to environment-protecting values and goals in Rapa Pile (what necessary, but it would mean the closing of minimum 10 factories and 60 pharmacies in the 14th State of Vascania), in exchange for better relations and some kind of support in the General Assembly. 3M also want to keep its position as the medicament supplier of the nationalized Vascanian healthcare, and as some sources saying, it willing to do for the keeping of this position. Rapa City: Just four months after the signing of the so called "Avienne Accords" the provisional authorities in Rapa Pile have organized a referendum to determine the status of the islands in the wake of the devastating conflict that ravaged them not so long ago. Overseen by representatives from the World Congress the referendum was held with two options available. The first option was described as "Rapa Pile shall declare independence and become its own sovereign Republic". With this first option also came a vote on a draft constitution that would only be adopted if this option gained majority support. The second option was "Rapa Pile shall gain extensive autonomy within the Vascanian Empire and remain under its jusridiction". After 4 days of voting, to make sure that every citizen could vote, the polls closed. With many living in absolute poverty, their homes destroyed and their life's changed forever it was expected that there would be a high turnout to determine the future of the islands. And a high turnout it was, over 88% of elidgible voters voted. After 2 days of counting the results were announced, being a victory for those seeking independence. Over 67% voted in favour of independence and adopting the new constitution, against 33% voting to remain in the Empire.

With the vote the new constitution was thus adopted, creating the "Pilese Republic" but likely to be commonly known as the Republic of Rapa Pile. Its a interesting system, where members of the newly created House of Deputies will be elected through a first past the post system, electing 150 deputies. Furthermore the executive of the nation will be the president, who shall be Head of Government and State but will, contrary to other presidential republics, not be elected through popular vote but instead be elected for a 5 year term by parliament, with parliament itself being elected for 5 year terms as well. The president will then have the authority to appoint his or her cabinet, appoint the nations supreme court and serve as the nation's leader. 1 week after the ratification of the constitution and certification of the referendum the Pilese Republic was officially proclaimed, with for now a provisional House of Deputies being installed until elections shall be held in 2 years time. The new provisional house, completely consisting of independent deputies, has for now elected Udayanga Silu as President during the 2 year transitional paeriod. Silu, a former barbershop keeper from Rapa City, is seen as a safe choice as he neither supporter independence or imperial intergration openly. While it was the intention for Silu to stay independent he has taken the opportunity to form the first proper political party of the new Republic named the People's Democratic Party, described by him and his supporters as a "classical liberal, radical centrist party ready to take on the challenge of rebuilding Rapa Pile". So far its the only officially registered party.

With Pilese independence not all problems will go away however. Poverty is at a record breaking 60% of the population and much of the islands lay in ruin. It is expected that it will take billions before the nation can properly rebuild and with no foreign relations set up and the Pilese economy being estimated to only be worth around 1 billion many wonder if the Pilese Republic is doomed from the beginning and whether or not it can even recover from the deadly Pilese war.

Rapa City: The Provisional House of Deputies has passed a series of initiatives collectively known as the "Economic Principles". As the nation is struggling to find its footing following independence it is looking for ways to stabilize the situationboth economically and socially. To turn the tide the House of Deputies, in close cooperation with the President and provisional cabinet, have passed the Economic Principles, outlining the Pilese strategy on how to overcome the economic troubles its facing and rebuild the nation responsibly. These principles are centered around three core values: the believe in freedom of trade, the believe in neutrality and the believe in self interest. The principle of free trade is obvious and states that "Rapa Pile shall be focussed on expanding its trade network, becoming a hub for good accross the world and making sure that free trade is guarenteed in the region". For this principle to be a success, President Silu has stated he intends on launching a foreign policy initiative to create strong ties in the region and accross the globe, as well as enacting laws that make trade with Rapa Pile not only lucrative, but future proof. The second principle, the believe in neutrality, the government and legislature believe that a minimal pressence in international organizations is necessary and the formation of strong bilateral ties is important. This ties in to the first principle, and will thus also be worked on in the initiatives currently being taken by the government. This also means the Pilese Republic is likely to only be part of the World Congress while focussing on friendly relations with all global partners. President Silu himself has also stated that Rapa Pile will have to possess a capable armed force, ready to defend Pilese neutrality when necessary.

The third and last principle, the believe in self interest, is primarily centered around the idea that Rapa Pile has been kept down and opressed for to long and that it is the right of the pilese people to think of themselves and do what they can to improve their own, while not getting out of the way for other regional or international power. Part of this last principle will also be a capable armed force as well as a emphasize on no foreign aid and the adoption of a "every cent for the pilese" policy, in which no foreign aid will be granted. This would also tie in to neutrality, as it would allow Rapa Pile to not aid any side, further strengthening its neutrality position.

With these principles enacted the current government, as well as the governments that come after this, will be able to take firm positions when it comes to the principles. President Silu has already been contacting regional partners and says he will, "work to get the principles implemented and ensure that the Pilese people can enjoy prosperity in the long run." Some are sceptical about the principles as the Pilese economy is the smallest in the region and with the nation still largely in ruins, it remains to be seen how much the government can realize these ambitions in the future.

Rapa City: The TPC, or in full the Trade Protection Clause, when it was first announced last week many were sceptical about what it could mean for Rapa Pile. The nation, still ravaged by the war that plagued it, is looking for ways to turn the tide in what the government calls the "war against economic blight". In this war the Economic Principles were adopted, meant as a guideline for economic and foreign policy. Now, with those principles in mind, the foreign ministry has launched its first initiative named the Trade Protection Clause, meant to make Rapa Pile not only attractive for trade and bussiness deals but make it the center of Dovani its trade network. The believe is that with the adoption of the TPC Rapa Pile could attract foreign investment, bussiness and government deals that could spill into direct economic development for Rapa Pile.

The Trade Protection Clause, as announced, includes a guarentee for any company that settles and does bussiness in Rapa Pile that the Pilese government protects their interests. It also includes a total end to trade tarrifs, any form of regulation or oversight for those subscribed to the clause in Rapa Pile. With all these factors combined in the TPC the Pilese government hopes to make Rapa Pile attractive for bussinesses and governments alike, lifting Rapa Pile out of its dire situation. In a move of profound skill the Foreign Ministry has already been in contact with the governments of Dankuk, Hanzen, Liore, Utembo and Ntoto, all agreeing to sign onto the clause. This large number of Dovani nations signing on to it has created a lot of excitement on the market, with many foreign companies already announcing a possible move to Rapa Pile in the near future and trade to the islands expected to skyrocket in the ocming year. As the TPC is settling and more nations sign onto the clause the government becomes more positive for a possible "central position for Rapa Pile in the future of Dovani economics". Some have praised the government for already completing one of the economic principles layed out last year, that being the principle of free trade. The oppossition Social Democrats have praised the government for the TPC and adhering to the Economic Principles but has also criticized president Silu and his government stating that, "While the creation of the TPC is a positive step forward we are worried about the impact these companies may have on Pilese society. We call upon the government to really keep an eye on the situation as it develops and intervene when possible." Furthermore some organizations have ciritcized the TPC, stating it could possibly be a "opening of the flootgate" for illegal activities such as piracy and tax evasion, allegations that President Silu has denied.

Reconstruction efforts in the country, largely funded by Vascania and Deltaria, are fully underway now as well with Rapa City being reconstructed almost from scratch. Construction sites and materials litter the city and some buildings have already been modernized or repaired. The jungles of the nation are also seeing "repair" efforts underway, with a large Vascanian funded program aimed at replanting jungle trees devastated by napalm bombs. "If these efforts continue on this pace we could see Rapa Pile reconstructed within the next 5 to 10 years" said the coordinator for national reconstruction to the Republican Gazette.
