President Mulls All-Kitembo Union

President Nibogora has suggested that the old dream of a Kitembo united state comprised of his own Kurageri and Liore "could exist in more than the dreams of the Kitembo people. The two countries share a very similar cultural profile and
many Kuragao immigrants work in the far more advanced Liorean economy. The idea of " Umoja" (the Kitembo word for union) is,very popular in Kurageri with a recent Global Surveys poll reporting that 88% of Kuragao are "strongly in favour"

The President also congratulated Temanian reformers who won a landslide victory in legislative elections wearing a Clean Hands campaign shirt made in the beautiful Temanian style. He warned the Temanians that the struggle was to get ever more difficult now that they had achieved office and "temptations would besiege them."

Government Seeks To Reassure Investors With Special Measures

The government has assured investors that it will apply "even stricter standards" to ensure that foreign investment and aid will benefit the populace as a whole. Minister for Anti-Corruption and Clean Government Toro Hideki said the government would ban no bid contracts, impose maximum waiting periods for project approval and record meetings betweens state officials and businesspeople.

Nibogora Rejects Second Term, Plans To Campaign For Umoja (Union)
January 2, 4917


President Charlie Nibogora has announced that he will not seek a second term in office and will leave the presidency next year when his five year term expires. The President said he would not take advantage of the so-called "grandfather clause" embedded in the constitutional amendment passed last year which limited all elected officials and senior public service bureaucrats to a single five year term in office.

The President whose personal approval rating is hovering between 80 and 90% declared victory over corruption while warning the public to remain vigilant. So far, 266 had been executed for corruption related offences while more than 800,000 Kuragao have been prosecuted for such offences in the past three years. Government revenues have nearly doubled from just over 9% of GDP to 17.8% last year. Corruption remain a grave issue with as much as 20% of public funds still misappropriated annually, down from an estimated 40% in 4913. One quarter of all polled Kuragao say that they have been asked for a bribe in the past year compared to forty five percent four years.

Nibogora said he would focus on a new campaign - Kitembo Umoja (Union) hoping to secure a referendum for such a union in the next five years. Nibogora believes that Umoja would prove a final blow to corruption as it would likely raise Kuragao living standards.

Finance Minister Toro Elected President
August 2, 4918

Outgoing President Charlie Nibogora's Finance Minister Toro Hideki has won the presidential election in a landslide victory which saw him winning on the first ballot with 68% of the vote. Toro is the first president of Gao Showan heritage since the decolonisation era. His New Frontier Party swept legislative elections winning 246 of the 300 seats in running. Toro, 72 is a former accountant and spearheaded Nibogora's efforts to clean up public finance and the small and glum looking man projects a certain dry charisma which earned him the affection of the party deeming him a serious and effective reformer.

Nibogora's now working on founding his Kitembo Union political action committee Umoja as the main campaign body for a proposed union between the Kitembo majority nations of Kurageri and Liore. President-elect Toro has committed himself to the project which he has promised to deliver during his term. Kurageri remains on a seemingly inexhaustible wave of euphoria unleashed by the 4913 Nibigora election.

Union Referendum Set For September
March 2, 4920

The Kurageri legislature has voted to authorise a referendum on the Kitembo Union. The lower house voted 219 to 104 while the upper house voted 36 to 13 in favour of the Referendum Authorisation Bill of 4920. President Toro Hideki signed the bill at the Liore Embassy and in a rare case of humour, exclaimed, "the bulldozer has been ordered already for this one" pointing at the ornate Embassy building. The referendum is scheduled for September 19 with every poll taken in the past two years showing an apparently insurmountable lead average between 30 and 45%. The idea is less popular among the country's racial minorities who have little voting weight in any case.

The referendum authorises the government to negotiate terms for union if voters approve the question "Should Kurageri enter a political union with Liore?" Several models of union have been presented ranging from a fully unitary state to a confederal union with very little cooperation between the two. President Hideki and his predecessor Charlie Nibogora both favour a middle way with a strong union government restricted to common foreign policy, trade and economic development allowing the two countries to retain a great deal of autonomy on most public affairs.

Voters Endorse Umoja
September 12, 4920

Kuragao have overwhelming voted in favour of Kitembo Umoja (Union) with 78% voting Yes on a 84% voter turnout. President Toro Hideki greeted the result as "a thundering endorsement of dignified cooperation between kin". The scalding temperatures did not deter voters who also endured long queues at polling. 91 year old Michiko Kinyembe says that she cannot remember more excitement in the country in all of her long life and that she voted in favour because " four grandsons work in Liore already and she understood that monetary remittances would be easier to access." 90 year old Brian Kaguti said he voted against because he understood that it "would lead to the abolition of our beloved Kurageri national football team in favour of a Kitembo Union one". The next step will be negotiations with Liore once it carries out it's own referendum. The deal will need to be submitted to the voters again.

Kurageri Appoints Negotiation Team To Kickstart Kitembo Umoja Talks
September 28, 4920

President Toro Hideki has appointed a three member committee to negotiate Kitembo Umoja with Liori representatives. The moves comes after Liori voters approved Umoja in a landslide vote. The head of the committee will be ex-President Charlie Nibogora's joined by former Deputy Minister of Foreign Affairs for Dovani Ahmed Nyerere and current Ambassador to Liore, Leya Matoro. The President had instructed the delegation to seek what he termed a "close union" with a Union President elected by an electoral college and a common Cabinet responsible for a common foreign policy, trade integration and mutual development funding.
