Representatives of the Trade and Industrial Ministry, Minister Tariq Shabaz, Sheikh Abdul Badran and Hammid Al-Shadeed and their staff flew to the Kingdom of Vanuku today to begin talks with Baroness Jezklune Anzlék and Prince Dytrik Zhtal. Their mission is to attract foreign investment in Badara.

Said Trade Minister Shabaz: "We want to kickstart our petroleum industry here in Badara. As you well know, more than a century of neglect and mismanagement in the energy sector, primarily under populist government, has led to a virtual abolition of Badaran oil production and exports. Our main goal therefore, is to revitalize this sector of our economy, and to develop new technology which will help us transition to a cleaner energy sector in the future. Badara still has a sea of oil at its disposal: enough to satisfy domestic demand for a millennium and still export to other nations. But our aim is think beyond this, and working with deep pocketed investors in Vanuku is a key first step."

When asked if closer economic ties to Vanuku signals a shift in Badaran foreign policy, Sheikh Badran was quick to swat the suggestion down. "No. His Majesty the Sultan has made it clear: Badara is to steer an independent course. We can be friendly with all those who wish to be friendly toward us, but we will not submit to the foreign policy needs of other states. One Party has already attempted to bribe us. We will not say who that is, but it does not sit well with his Majesty. Badara is officially non-aligned, and we will happily work with all those who wish to treat our nation as equals and as sovereign."

The discussions with Vanuku are expected to last over the next few months.

The current Prime Minister, Omar Shabaz is a busy man these days. Its been a mere four years since the beginning of the Revolution and the establishment of the Ahmadi Sultanate, and already the Prime Minister is the most active Prime Minister in more than a generation. Under his watch, sweeping reforms to the institution and the methodology of the State have taken place, carefully and cautiously shepheded through the Majliis by a very conservative, and for the most part, underspoken man, the chief acolyte and proponent of His Majesty the Sultan.

"Omar never sleeps these days," said his mother, Aesha Shabazz. "I worry about him so. But I suppose it is a mother's lot to always worry about her son, no matter how old he gets. I know he is doing the work of Akim, and following the commands of Ahmad, Peace Be upon Him. And he is doing so much to help His Majesty. And for this, I know my son will go to Heaven."

Prime Minister Shabaz has, to date, moved legislation that changes the way politics happens in the nation, abolished the decadence of the old Absentee Republic, and began to oversee the relaunch of the Badaran energy sector. He has also promoted peace and independence in foreign affairs, moved a tax system which fairly adjusts the burden of revenue onto the shoulders of those most able to pay, and built a strong social safety net designed to allow the economy to take off once it begins receiving the fuel of investment. Shabaz has over seen the launch of a delegation to Vanuku, and will soon be welcoming delegates from Dorvik to the Kingdom.

But he is an impossible man to reach. We rescheduled our interview with the Prime Minister three times before his staff called to regrettably cancel due to scheduling conflicts. A spokesperson for the Prime Minister, Osama al'Khalid informed us of the cancellation in the following manner: "Peace brothers and sisters in the News media. The Prime Minister regrets that he is not able to allow an interview to be conducted. While the Government wrenches itself from atrophy of the old democratic system, some growing pains are being experienced, and we are learning on the job. There will be more time in the near future, but in the meanwhile, we are preparing for the new rollout of the revalued Badaran currency, which is long overdue and putting the finishing touches on the charter for the Royal Bank of Badara. These tasks must be accomplished this year, or we will drop back into stagnation. Please bear with us, and the Prime Minister promises that your interview will be rescheduled."

Badaran Diplomatic Corps readies itself for Dorvish Visit
First State Visit under regime of His Majesty, The Sultan

June this year will mark an important landmark in the short history of the Kingdom. It will be the first time that Badara will be visited by foreign emissaries. The Dorvish Republic will send several high level dignitaries to the Kingdom to meet with representatives of His Majesty the Sultan. Primary among the Badaran delegation will be Dr. Samia Hafiz, who is the head of the Foreign Ministry's Development Council. Dr. Hafiz is an award winning economist, who has recently published a paper on the necessity of social spending to offset the inevitable and destructive phases of the business cycle inherent in market economics.

She and her team will be charged to discuss development of the Kingdom in a responsible and sustainable way, as per the Will of His Majesty the Sultan, and the direction of Foreign Minister Abdulrahman. Dr. Hafiz's appointment to greet and discuss matters with the Dorvish visitors is the highest appointment for a female in the four year history of the Ahmadi Sultanate of Badara, and signals important steps toward political equality between men and women.

Said Dr. Hafiz of her appointment: "I thank His Majesty and the Foreign Minister for this opportunity to represent our country in these historic negotiations, the first for our nation. My experience in economics and development strongly recommended me for the position, and I hope to do His Majesty's positions justice before the foreign visitors."

Conservative members of the Hizb Al'Sultan expressed cautious optimism at handing a woman such a position. Farouk Jafarri, from Al'Samarya Emirate said, "We shall see. We the faithful know that Akim created men and women with different talents. But even the Prophet's Wife, Peace Be upon Her, was known to be very savvy with business. We hope that Dr, Hafiz is able to draw upon her expertise, and represent the Sultan with dignity and wisdom."

The Dorvish delegation will be housed at the Alfunduq Assad, one of the most lavish accommodations open to guests in all of Badara. Meetings will take place at the foreign Ministry in downtown Bier Qassem.

The anticipated economic mission from the Dorvish Republic which was due in Badara during June never arrived, according to Prime Minister Omar Shabaz. "It appears that they have had a revolution, an ill-conceived leftist revolution which we read about in their paper. It appears that they are cutting off their nose to spite their face, and this is most unfortunate." With the Revolution, a possible source of direct investment dries up. "This is too bad: without an economic arrangement in place, we can obviously not trade with them or sell them the oil from the fields we will soon begin exploiting. They stand to lose greatly in foregone gains that they will not never realize. Such is the result of their fetishization for Left wing fanaticism and strange innovations."

The news on development is not all bad. The Vanuku Trade Mission has committed to investment of just under 100 Million Badar in the Energy Sector during the first year and up to 5 Billion Badar per annum for the next 10 years. The Sultan has committed to 150 million Badar in the first year and 5 Billion in matching funds for each of the next 10 years. The Prime Minister has announced that the formation of The Royal Petroleum Syndicate of Badara (نقابة البترول الملكية بدارة), which shall be a Badaran State- Majority joint Partnership with Vanuku, and shall be responsible for all exploration, exploitation, refining and distribution of Badaran Petroleum. The Badaran State will capitalize 50.1% of the firm, while Vanukean capital will make up the remaining 49.9%. A combined board of directors will operate the firm, with 20 directors from Badara and 20 assigned from Vanuku, with the Finance Minister of His Majesty the Sultan's government serving ex officio and breaking all ties. The RPS will be headquartered in Al'Buqiyaa, Al-Baharia Emirate and is set to become the center of petroleum operations in Badara.

Full development is expected by 4560, when RPS will produce between 3 and 5 million barrels a day. Futures prices of oil have begun to rise ahead of the beginning of production, while will drown current oil stocks, and will eventually drive the price of a liter of gas down. Good news for consumers, but even better news for Badaran energy firms looking to acquire inexpensive, high quality stocks and to turn those stocks around at a nice profit. "The reestablishment of Badaran Petroleum," said Trade Minister Tariq Shabaz, "breathes hopes in Badaran accession to the OPEN treaty which has been in the planning stage for 300 years in Kafuristan but has never been executed. Joining a Petroleum export cartel is most certainly in the interests of The Kingdom, as expressed by the Sultan."

In addition to conclusion of the major investment deal with Vanuku, the Foreign Minister Abdulrahman will send a permanent diplomatic corps to Wiel to establish an embassy and a consulate, and will welcome any Vanukean ambassadors to Badara in exchange.

The deal with Vanuku is a major victory for the Sultan's foreign policy, and signals a new era for the Kingdom.

On the heels of the conclusion of a major 11 year investment deal with Vanuku, His Majesty, The Sultan of the Ahmadi Sultanate of Badara Hakim al-Talibi I issued a major decree which creates the new Royal Petroleum Syndicate of Badara (نقابة البترول الملكية بدارة), and fully nationalizes all activities dealing with petroleum exploration, exploitation, refining and distribution in Badara. This major syndicate will be initially capitalized at 200 million BDR, which will cover initial construction of refinery and storage capabilities in Al'Buquyaa, staffing and beginning of exploitation in Al-Baharia Emirate.

The charter covers full capitalization, the launching of futures speculation, and major discounts and subsidies to Badaran and Vanukean consumers. It also covers issues of governance and liquidation. This bill provides enough hard currency to allow Badara to fully exploit its oil reserves. Government analysts expect that at full capacity, Badara may produce as much as 3.5 million barrels a day, though a few are more bullish on oil, saying the total capacity could be as much as twice that amount. As a result, the Charter has created enough storage and refining capacity for more than 7 million barrels a day, and in the event that full capacity is not used, Badara offers the opportunity for foreign nations to utilize Badaran infrastructure. "This Syndicate will make Badara one of the largest Energy producers in the world," said Industry and Trade Minister Tariq Shabaz. "Thanks to heavy Vanukean investment, we can go forward with laying the building blocks for great prosperity and a dynamic economy, to lift ourselves out of the economic depths brought to us by stupid and neglectful Absentee Republicanism."

Sultan seeks Non-Alignment
Wishes to establish Third Way

In the monthly radio address, His Majesty, The Sultan Hakim Al-Talibi I made formal a policy which has been in the works for nearly 4 years. Below is a partial transcript of his statement

"We have noted with concern the rise of world-wide alliances, which are primarily dominated by one or two large states, and many smaller states in their orbit. The world is dividing between these large alliance structures. But I have deemed that Badara has a unique opportunity to remain neutral, and this is the official policy of Our Kingdom. We do not want to be involved with large scale security arrangements, and we wish to trade with all those who will trade with us, without prejudice.

"Most explicitly, we deplore the violence associated with the militaristic overthrow of several governments under the flag of this CARRS. Radical and Blind adherence to the religion of Metzism and its promise of common worker rule under the guise of a hardened ideologically driven vanguard is a sham and a lie. We encourage all governments of the world to tell the truth about what they are: Demagoguery is as dangerous to the health and wellbeing of a society as it is dishonest. Instead of setting workers and the poor at odds with an arbitrarily selected economic elite, the best way to organize the society is for those who have been selected by Akim to rule do so with humility and with charity to the least fortunate in society, as the Prophet commands. Commoners in charge, whether directly or indirectly through the representatives of some proletarian elites, is an affront to natural order in man.

"The Sultanate is ruled by the commands of our God, and injustice is punished by failure. Our governors, and even me myself, have utter faith in the Book of Bliss and the Sunnah, which is the traditional habits of the Prophet and a moral guide for our lives. Strict adherence to any other ideology is الغرور. We have no place for these innovations in Badara."


The Sultan has required the Foreign Minister to look into non-aligned movements across Terra and make recommendations within a year.

Prime Minister Shabaz speaks before Union of Ahmadi Scientists in September

The Prime Minister accepted an opportunity to speak before the Badaran organization, Union of Ahmadi Scientists last month, where he issued a new science manifesto for the Kingdom.

"Ahmadi scientists and astronomers have lost their historical role as the Pre-eminent Scientists in the world centuries ago," the Prime Minister said.

"While Artania was in its dark ages, Ahmadi scientists maintained a heritage of learning that made our cities centers of knowledge for almost a thousand years. Our cultures' natural love of learning has been replaced by absurd atavism and superstition. Now we seek to take the first steps to reclaim that primacy of place. The Government of Badara will put 250 Billion Badar a year toward scientific research. We will focus on medicine, electronics, green energy, engineering, and most importantly, theoretical physics.

"In addition to this annual grant, which will be largely funded by expected petroleum profits, His Majesty, The Sultan has directed the Education Ministry to build a new, state of the art, research park in Bier Qassem beginning in 4549. This institute will house a new university named Sultan Hakim University, which will focus on research and development, agronomy, and medicine. The research park will also host laboratories that will allow us to develop new treatments for diseases, as well as electronics and theoretical physics labs. Most exciting will be a new particle accelerator that will allow us to make discoveries about particle and quantum physics."


The scientists gathered were quite excited about the announcement. Dr. Abdul Hosni, who studies medicine said, "If this comes to pass, our patients will be the primary beneficiaries. If we can build a new pharmaceuticals industry and supply our people with Badaran researched and developed drugs, patients will see an immediate costs savings, and a boost in availability of the newest drugs."

Other scientists were excited about the other potential commercial applications to Badaran Research.

"This investment will represent a new era in Ahmadi Scientific research," promised the Prime Minister, to a standing ovation.

Badaran Hosian Population holds limited protests
Leaders angered about "Religious Oppression"

Several Hosian Leaders have launched an official protest movement against what they describe as "religious oppression" in the Sultante.

"A number of Hosian religious leaders here in Badara are upset about a number of things which have happened since this Sultan has taken over," said Jacob Omar, Priest of St. Sharmouk Cathedral and Head Patriarch of the Apostolic Church of the Isles. "Our grievances against the Sultan's government are serious, and need to be addressed by the Sultan, and if he refuses to address them, we will consider our next steps."

The Patriarch said he spoke for more than 200 Hosians in Badara that he had been personally in contact with, and he believes that this nascent protest movement will grow into a multi-faith broadbased populist movement aimed at the office of the Sultan himself. "I personally have spoken to several Ahmadis too who agree that the religious oppression against Hosians in Badara since the Sultan's Government took over is just too much. We will not accept it, and we will protest until something is done about it."

Among the Patriarch's grievances:

1. Opposition to paying the Jizyaa. "This is the worst one. 3 percent is simply too steep. Our members must tithe 10% to the Church. The Jizya represents a 133% increase in religious taxation. It is simply outrageous. Especially when the taxes go to support a faith we absolutely oppose. This is like asking me to pay for murderers to commit murder. I am not saying that the Ahmadis are murderers,but you get what I mean!" When asked if he would support the Jizya if it was lower, Patriarch Omar said, "Absolutely not. The notion that these Ahmadis should be allowed to tax US, of all people, who are followers of a Faith of Peace and Love, as opposed to the Ahmadis, who are little better than idolaters, is simply unacceptable. Tax atheists, tax Yehuddists, we don't care. But the idea that the Ahmadis should tax the Faithful is simply repulsive, and has a crushing effect on membership."

2. Opposition to the establishment of an Absolute Monarch. "We oppose the establishment of ANY Ahmadi to rule over us. It does not matter that we represent a mere 2 percent of the population. I have a number of Ahmadi friends who agree with me that democracy, which allows Hosians to participate in Government on an equal basis with Ahmadis, is are far more desirable path for Badara." The Patriarch suggested an equal division of the Legislature between Hosians and Ahmadis, "to ensure that Ahmadis are not able to pass laws which are prejudicial to Hosianism ever again," and that the Prime Minister be guaranteed to the Ahmadis while the Head of State should be guaranteed to the Hosians. "This is the only way to prevent tyranny of the majority and devastation of the rights of the minority."

3. The general removal of all religion from the Public Space. "Badara should be a completely secular Republic, not a oppressive Ahmadist theocracy. We should allow a constitution, multi party competition and removal of all mention or practice of religion from the public space."

4. Guarantees for public roles for Hosians. "As it is right now, Hosians represent 3% of Badara. As it is, there is nothing in place to protect our rights from the tyranny of the Ahmadists. We call them Ahmadifascists. Its not ALL Ahmadis, understand: There are good Ahmadis, and then there are those who seek to outlaw our very existence. We want to make sure that Hosians are allowed to ensure that the Truth is printed in the Press and have an equal seating on all courts, to ensure that our rights are protected as well. Right now, the Government thinks they can simply ignore us. But we will NOT be ignored. We may be only 3% of the population, but we MUST be acknowledged." The Patriarch also sought protection for Hosian Holy Sites. "A recently rediscovered ancient tradition holds that the Sultan's Palace and Houses of the Majlis are built over sites which are important to my religion. We insist that those sites are returned to the Church."

The Patriarch announced that he would not stop his protest until every one of his demands have been met. "Yesterday we were 37. Today we are 63. Tomorrow, we will be thousands. Sooner or later, the Prime Minister will have to address our concerns, and it is our Prayer, to our God that not only are we freed from this deep religious tyranny, but that God strikes down the corrupt Ahmadists who run this country, and restore this nation to the Great Hosian Faith." The Patriarch ended his interview telling this reporter that he will "pray for your soul, my child."

State Security forces were assigned to the public Protest, and even arrested one person who was attempting to interfere with the Protest and said that he was incited to violence by the "hateful words of my Hosian brothers toward me and my daughter."

Sultan Hakim Al-Talibi continues to work from bed

His Majesty, the Sultan Hakim Al-Talibi I has been recently diagnosed with pancreatic cancer. Having served as head of state now for 8 years, The Sultan has named the Crown Prince and his son, Emir Mohammed Al-Talibi, to temporary duties. The Sultan's health is expected to slowly decline over the coming years, and the Crown Prince will gradually gain control over more levers of the State until he assumes full control. Meanwhile, his majesty's government continues to govern with the full confidence of His Majesty, and will coordinate with the Crown Prince on any new Policies.

Economic development continues throughout Badara as the Kingdom taps more of its petroleum capacity. An update on Badara's economic development has been formally requested by the Crown Prince, and is expected within a year.

Crown Prince Mohammed Al-Talibi, age 33, ascends to the throne of His Majesty, the Sultan

By the grace of god, it is with tragedy and sadness that we must report that his Majesty, the Sultan of our Kingdom, has died peacefully in his sleep after a long bout with declining health. Our new Head of State and defender of the faith, His Majesty Sultan Mohammed Al-Talibi, has been installed as acting Sultan until his final coronation at the beginning of next month. The Crown Prince had, over the last few years gradually taken control of the entire governing apparatus of the Kingdom, as his father's health declined, and is expected to maintain the policy orientation of the previous ruler.

"My Friends, family, loved ones and fellow believers in the One Faith:," the New Sultan announced. "My father has finally at last found peace and is now in Heaven with Akim. I request your indulgence and willingness to extend my family the privacy and dignity of putting my illustrious father, the founder of our State to rest in peace. Oil Production in the Majatran Sea produces more than 2.25 million barrels of petroleum a day for Badara Could CNG be next?

The Trade Ministry, who operates the Royal Petroleum Syndicate of Badara in the name of His Majesty, Sultan Mohammed Al-Talibi I, was recently approached by a representative of the Kazulian state oil industry, known as Gasstrien to begin development of the Natural Gas capacities. In the letter, Erik Smidt, who is secretary for Kazulian Development, suggested that Kazulia and Badara work together to develop Badara's Natural Gas capabilities.

The Trade Minister, Tariq Shabaz, responded positively, offering a way for Kazulia to buy into RPS, in the area of Natural Gas. "The New Partnership," said Shabaz, "would look similar to our Vanukean deal, where Kazulia would put up 49% of the capital, and Badara would put in 51%. We would offer the same dividend structure to Kazulia that we offer to Vanuku as well as the same price supports and discounts for private Kazulian merchants. The two branches, oil and Natural Gas would be kept entirely separate, to preserve the dividend structure in each branch, but we would also be open to other divisions as well."

The Trade minister noted that The Kingdom produced more than 600 million cubic meters of Natural Gas, which mostly supplies local customers, due to its current high production and refinement cost. International sales are often made at a heavily subsidized cost to keep National Production from being priced completely out of the market. A deal with Kazulia, therefore, which focused on research and development of new technology aimed at reducing the cost of production would certainly help to make Badaran products more competitive in the international market, and would assist domestic customers who use natural gas.

"Naturally, we will want to ensure that Badaran Interests are met first and foremost," said Minister Shabaz. "But of course, to attract foreign investment, we can also give a little. Let's see what Kazulia comes back to us with."

In other news, The Minister of Education reports that 50% of school aged youth graduate from High School, while the remainder tend to drop out or are excused at the age of Majority. "We seem to have an issue with qualification in Badara," said Minister Kemal Hussein. "We have a shortage of qualified teachers in Badara who can teach primary education. This creates problems later in education. Students sometimes supplement their education under religious guidance, but the Sultan would prefer students to have a more secular education which teaches them to be prepared for the issues facing our workforce today." As a result, the Minister of Education announced a new alternative, to train 10,000 new primary school educators. The strictest standards will be applied, and those who meet the requisite criteria will be enrolled in continuing education to learn pedagogy and a battery of important modern skills, in accord with the wishes of His Majesty the Sultan.
