The Office of Sultan of Badara and the man who occupies it are not the same. We govern and we represent the State in the Name of Akim, as his representatives here on Terra. But I, a humble Doctor of the Law, am not the State. I exercise this office as my duty to all mankind. As a result, I will not seek the opulence which has accompanied the office in the past. All glory belongs to Akim: I am merely a man.
We will seek to establish a state and an economy directed toward the benefits of our People. Economically, we have asked our Party to pass legislation which puts much of the economy under the Office of the Sultan. We are convinced that competition among large economic actors is counterproductive, and leads to strife. It is better that the economy be ordered well to serve the State and its people, rather than to benefit any individual.
We have asked our Party to pass legislation that outlaws collective bargaining and union activity. It is not that we oppose such activity: But, like competition between producers, we believe that competition between workers themselves, and between workers and their lords, breeds strife in the economy. As a compensation, we have asked Our Party to pass legislation with regard to minimum wage, universal basic income, and workplace safety standards, including salary caps. The goal is to make unions and collective bargaining redundant. No person in this Nation will starve or will want. All citizens will have their needs met. It is a religious duty, and a social one which we intend to have met.
With regard to foreign policy, Akim demands a policy of peace. We will seek peaceful relations with all other people of the world. We ask our Party to outlaw weapons of mass destruction and we take a hard stand against terrorism, from individuals and from the State. We will strive to spread the message of Peace and Love to other Ahmadi nations, as well as those nations of Hosnians which we will occasionally deal with. We will not hesitate, though to defend the True Faith from those who seek to do it and its adherents harm. We will only participate in treaties which allow us independence in our foreign policy, and do not tie us to vast multi-national collective security arrangements.
Some may insist upon civil liberties and civil rights. Civil liberties set the people against the Sultan, and the Sultan rules by the Will of Akim. Civil Liberties then set the People against Akim, and may therefore be construed as a sin. We do, however, believe that within certain limits, liberties can enhance the experience of the Citizen of Badara. We believe that all must follow the Law. But, the law is not arbitrary nor capricious. The people shall retain the right to vote to ratify the decisions of the Emirs and shall enjoy some limited representation in the Majliis. They shall enjoy the right to limited freedoms of speech and assembly. More importantly, they will be free from most forms of Government Surveillance. The most important freedom which we will extend to our people is the freedom to worship as the will. All Believers are free to worship Akim, and are free to perform National Service in accord with the Law. All Non-Believers are free to continue to worship in their own way, and pay a small tax, as commanded by the Book.
There are simply things which we will not legalize. We will not legalize immorality. If people wish to sin, that must be between them and Akim, and He will judge their souls. But if they violate Our Temporal Law, the will experience consequences which we have set out. We will endeavor to conform legal sanction to the Holy laws of the Prophet, and where we do not have an example, we will impose as light a penalty as we may. We will exercise Pardon in cases where there is no victims to a crime. But in all cases where there are victims, we will work with those victims to develop a just and acceptable penalty or compensation. We will reserve the right to practice corporal and capital punishment in grave offenses against our Person.
Finally, administratively, our Nation shall be governed centrally. All power in the Sultanate derives from the Will of Akim, as expressed by the Sultan. The Emirs are in charge of executing the laws within their Emirates. The Legislature is responsible to ratify the Sultan's Law, and is composed of 75 Sahibi, who speak for their Emirate. Locally, the Emir shall name a system of Rifs who will administer law, hear cases under the Sultan's Law locally and collect taxes. The Emirs will be responsible to raise the Sultan's Military, and will serve as chief military advisors in times of war. The Emirs are to be hereditary, and the Emir of the Marakesh Emirate shall be the Crown Prince of the Sultanate. The Majliis, through the Party of the Sultan, will select our Prime Minister and ratify our Government of the Sultanate, and the Prime Minister will work closely to move our Agenda through the Majliis. We hereby name our son, Mohammed al-Talibi Emir of Marakesh Emirate. Other Emirs will be named in short order.
We wish peace, prosperity, and stability in our Sultanate. We shall always work for the benefit of our People. We believe this conforms to the commands of Akim. If we should ever perform work that is not in accord with the will of Akim, may we perish that instant. So help us God!
