PREMIER HOPES YINGDALA WILL BRING A BANK TO KANJOR

Office of the Premier, October 16, 5022: Asked by CLAIRON PICARD whether the government really wanted a bank from Yingdala to set up operations in Royaume-Uni de Kanjor and if so why, Premier Michel DuPlessis responded:

We absolutely do. During the Official State Visit to Kanjor by Yingdala, we discussed investment in Kanjor with President Wu, Premier Yong and Jade Route Fund Chairman Xiang. So it is certainly possible and desirable. And you very well ask why. There are two primary reasons.

First, we believe that interaction of our economy with another strong economy will be beneficial to both. If we were struggling and invited in a bank to bail us out then we would be asking for exploitation. We see this more a beneficial exercise in free trade.

There is another reason. While our banking system is well funded and performs adequately, many regard it as somewhat old and stale. What we are planning to do is ask that some junior personnel of Industrial and Commercial Banking Group, our largest banking chain and still one of the largest in South Seleya, be employed at entry levels of most aspects of the banking operation for a time.

INCOME TAX CUT AT BOTTOM OF SCALE

Office of the Premier, February 8, 5023: The Federation Canrille has introduced into Parlement three bills on budget and tax. Asked by CLAIRON PICARD what the government was doing, Premier Michel DuPlessis responded:

We have raised the spending for the Ministry of Defense by 5 billion KRP and lowered the rates for the low end of the income tax scale significantly. On balance, the package is revenue neutral.

No decision has been made on buying an aircraft carrier but we are planning some purchases. Helicopters and frigates are at the top f the list.

TREATY OF FRIENDSHIP WITH SARIDAN

Atyr, February 22, 5028: The Foreign Ministry announced that the Chamber of Deputies is ratifying the Treaty of Friendship between Federale Republiek van Seridjan and Royaume-Uni de Kanjor. Treaty provisions include diplomatic recognition, exchange of ambassadors, a framework for free trade and a pledge of non aggression.

Foreign Minister Armand Villatte and Federal Minister of Seleyan and International Affairs Heila Badenhorst of Federale Republiek van Seridjan negotiated the provisions of the treaty and jointly expressed the hope that this is the birth a new era of friendship between our nations as Kanjor emerges from isolation.

PREMIER DISCUSSES NEW ITEMS

Office of the Premier, March 29, 5029: CLAIRON PICARD asked Premier Michel DuPlessis if anything new was happening. DuPlessis responded:

Three items might be of some interest. As you know, the Silliers Channel is part of our national waters not an international waterway. We have had very few restrictions on its use to date and mainly been interested in oil and gas reserve rights if any and not having challenges to our sovereignty.

This may need to change. We are considering forming a Silliers Channel Authority to be in charge of handling necessary regulation rather than having the Navy handle any necessary enforcement. Why would need to change. We are really thinking oil tankers need to be inspected for leaks. We are quite unhappy with plastic affecting our birds and fish. Really think people on tankers, freighters and cruise ships are really getting careless with their plastic trash when they drink too much. And then there are bird nesting grounds.

We likely will need quite a few small cutters to handle this but an agency reporting to the Premier handling all regulatory requirements seems like it might work.

Another thing we are monitoring is the report of civil war in Vorona. It would be nice if the World Congress still functioned but it doesn’t. It would be good if some nation with relations to one faction or the other could explore the possibility of a negotiated settlement. If that could happen, we could begin to talk famine relief which we believe Terra is ready to undertake. We would certainly be ready to help with that.

A third item is the 5 Renault and 5 Discotti patrol boats purchased by the efforts of Royaume Uni de Lourenne. One of each class has been assigned to each of the five naval task forces to regulate entry to their home ports

FOREIGN MINISTER QUIZZED ON VORONA

Atyr, September 12, 5032: Foreign Minister Armand Villatte was quizzed today on the subject of Vorona by CLAIRON PICARD as he left a Cabinet meeting. Villatte responded:

In the wake of the seizure of Lourennais relief vessels by the Kombara faction in Vorona, Royaume-Uni de Kanjor stands with its Canrillaise brothers and sisters of Royaume Uni de Lourenne and will honor its treaty commitments and will follow the lead of Royaume Uni de Lourenne. We were considering sending a Kanjorienne medical and famime relief force but will coordinate our further activity with respect to Vorona with Royaume Uni de Lourenne.

We do welcome the resuscitation of the World Congress and Security Council which is very timely since they can aid in addressing the problems of Vorona including stopping the atrocities and civil war, relieving the famine and other displacement difficulties, helping refuges rumored to be 600,000 to date and trying to find a way to talks on a viable future for the ill fated island.

A rather important question is how the Kombara faction obtained chemical weaponry enabling it to commit its war crimes. Was the regime it ousted already in posession of them from an outside source? Or had that regime been somehow producing them and stockpiling them? Or did some nation or arms merchant supply the Kombara adherents with the means to its disgraceful conduct? We note that Spolkovy Prezident Prokop of Federace Deltarska has stated the chemical weapons did not come from Federace Deltarska..

Gouverneur General Trintignant

GOUVERNEUR GENERAL PLANS TRANSIT PORTS

Atyr, March 12, 5034: Gouverneur General Gregoire Trintignant discussed a new initiative in the following announcement he made today:

Premier DuPlessis suggested we were considering a Silliers Channel Authority to handle all regulatory and environmental concerns about the Silliers Channel; and this is still on the table but we want to launch another initiative first. Simply put, we recognize that a whole lot of sea traffic goes through the Silliers Channel which is one of three major pathways from west to east and vice versa past Seleya.

We are going to establish a transit port on each side of the Silliers Channel so that merchant shipping and cruise ships can stop, rest, refuel and repair during a long journey. We will not be selecting for these ports the ones which are the home ports for our naval task forces but one on the Mainland and one on La Tondelle.

The two ports will have expanded repair, fueling, warehousing and berthing facilities. The Kanjoran subsidiary of Canrillaise Naval systems has agreed to oversee the construction of the expanded facilities which will most likely be actually constructed by Laval Group and a lot of subcontractors. We are planning for the hotels looking at capitalizing on this project to seriously look at casinos and high end shows to attract cruise line business and for that matter any doing a lay over in transit.

The Ministries of Trade and Industry and Infrastructure and Transport will be the source of funding of the project and their budgets are being increased accordingly. We are tentatively looking at Bonogne in Val-de-Azur Region and Argentes in La Tondelle Region as the transit ports.

With respect to possible environmental concerns, the Ministry of science and Technology is evaluating humpback whale migration and nesting areas for puffins and rock hopper penguins. We are looking for some small patrol boats if the Ministry feels that these concerns need government protection.

Asked by CLAIRON PICARD what further involvement in Vorona was planned, the Gouverneur General responded:

Any assistance will be entirely coordinated with Royaume Uni de Lourenne. We are thinking seriously of diplomatic contacts strictly to see if peace talks are possible.

KANJOR SENDING AID TO VFFD

Defense Ministry, February 22, 5035: CLAIRON PICARD has learned from its sources in the Ministry of Defense that that the Cabinet has decided that Royaume-Uni de Kanjor will be sending humanitarian and military aid to the Voronan Front for Freedom and Democracy(VFFD).

Defense Minister Paul Barras has ordered the Defense Ministry to contract with merchant shipping companies to provide transport for humanitarian and military aid being purchased for the VFFD by the Defense Ministry and consolidated at the port of Le Cher-Comte. Eight of the Alduria Class naval transport vessels stationed at Villebrun-sur-Mer as part of Task Force 12 will also be detached for the mission and sent to Le Cher-Comte.

Task Force 11 will escort the merchant vessels and naval transports from Le Cher-Comte to the rendezvous point with the Lourennais Royal Navy Second Response Fleet which will then escort them to their delivery point with the VFFD in Vorona. Task Force 11 consists of seven Pesancon Class frigates and thirteen Delaune Class frigates and is under the command of Vice Admiral Jean – Jacques Villefranche.

CLEAN SEA TRANSPORT??

Kanjo, May 13, 5037: At the Universite Imperiale de Kanjo, Finance Minister Martine Courvoisiier announced a grant to an interdepartmental project designed by the Mechanical Engineering and Chemistry faculties of the Universite Imperiale de Kanjo. Grant funds are from appropriations to the Ministries of Science and Food and Agriculture. The grant will be to develop an engine to power tankers and freighters and maybe cruise liners which will run on green methanol.

The Finance Minister also announced that simultaneously the General Maritime Company of the Silliers Channel will be building a tanker and a freighter in their shipyard in Haulemps-sur-Mer as prototypes to be powered by the green methanol engine being developed. Grants for this project from the Ministry of Infrastructure and Transport have been awarded.

CLAIRON PICARD asked why this type of engine was needed, she repied;

We are as citizens of Terra need to find ways to reduce our carbon footprint. On land we in Royaume-Uni de Kanjor we are beginning to use more electrical vehicles. And we are importing some building materials from elsewhere. But to get here we are using carbon based fuels to power our freighters and tankers. We can build engines to run on methanol but the current conventional methanol is produced by burning coal or natural gas. The former you know is not optimal while the latter is produced by processes with carbon emissions. We can do better.

The two types of green methanol which is not produced from coal or natural gas are bio methanol and e-methanol. Bio – methanol can be made from biomass made of such things as crop waste and paper pulp or it can be made from the biogases emanating from sewage plants or landfills. The organic material can either be fermented or it can be subjected to high temperatures to produce a synthetic gas which is then introduced into a reactor.

E-methanol is made by combining hydrogen and carbon dioxide. The carbon dioxide can be obtained from exhaust fumes from power plants or by direct capture from the atmosphere. The hydrogen is captured by splitting water molecules with clean electricity. This process is not cheap. Often E-methanol is combined with gasoline to produce a cleaner performing gasoline.

Success would mean much fewer harmful emissions by sea transport without being cost prohibitive.

FOREIGN MINISTER AGAIN QUIZZED ON VORONA

Atyr, August 12, 5037: Foreign Minister Armand Villatte was asked again today about the civil war in Vorona by CLAIRON PICARD as he left a security briefing. Villatte responded:

Our government agrees with Saridan’s former Minister of International and Seleyan Affairs Heila Badenhorst in calling for the civil war in Vorona to end. We do welcome the Security Council efforts trying to bring it to an end.

Our own involvement has been tangential. In the wake of the seizure of Lourennais relief vessels by the Kombara faction in Vorona, Royaume-Uni de Kanjor began sending aid to the Voronan Front for Freedom and Democracy (VFFD) at the request of Royaume Uni de Lourenne escorted and protected by our Task Force 11. On one occasion a humanitarian aid flotilla from Deltaria was included in our protection from Le Cher-Comte.

We also have tried to contact the Kombara faction and the ousted communist regime to see if either is interested in negotiations to end their civil war. These efforts have been entirely ignored by the belligerents. The Lourennais have had better lucjk contacting the VFFD.

Quite frankly, that is all we know.

SARIDAN AND KANJOR LAUNCH STUDENT EXCHANGE PROGRAM

Office of the Premier, May 8, 5038: The Premier announced today that the Federale Republiek van Seridjan and Royaume-Uni de Kanjor had agreed that a bilateral exchange of students at university level would help our nations cooperate in working for peace and mutuual prosperity.

Premier Michel DuPlessis stressed that learning more about each others culture, history and institutions would be mutually beneficial and in the case of our nation help us out of our period of relative isolation.

Students from Royaume-Uni de Kanjor will be able to attend the University of Pietrsburg and beginning 5042 the new and very large and modern University of Koeistad as well. Both institutions have been designed to give students the best education possible.

Students in the exhange program from the Federale Republiek van Seridjan will be going to the Université Impériale de Kanjo and the Universite de Region Numineux, both highly rated schools in Numineux Region, our eastmost Region.

Students from Royaume-Uni de Kanjor will generally spend two or three semesters in the exchange program who will primarily be recruited from history, language, art and culture and pre law students. The Office of the Premier will administer the program with assistance of staff assigned to the project from the Ministry of Education and Culture.
