CLAIRON PICARDNATIONAL SECURITY REPORT INDICATES FEW THREATSMinistry of the Interior, October 15, 5393: CLAIRON PICARD sources in the Ministry of the Interior have learned that the Directorate of Foreign Security (DSE) and Directorate of Internal Security (DSI) have each prepared reports for the Minister of the Interior Fabrice Courbet to present to the Council of Ministers at its upcoming meeting at the Governor General’s Palace.
It seems that the foreign aspects of our national security as summed up by DSE can be simply put. Republique Kanjorienne is a barely noticed backwater. In the sixteen years Federation Canrille has run the government since its predecessor regime decamped, the nation has cooperated with two other nations in economic projects and been contacted by three much more powerful nations concerning fundamental diplomatic relations.
DSE thus sees no actual threats at the moment but warns that international waters are stormy and treacherous so caution should be maintained should the Republique seek more trading partners.
Domestically, the DSI sees a more nuanced picture. Federation Canrille is not especially popular and does not by any stretch of the imagination inspire much enthusiasm. On the other hand, there does not seem to be anybody preparing to remove them or replace them.
The closest are the communists and Metzists. They see an opportunity as nationalized institutions are privatized and some government services have reduced subsidies for those who are not poor. They know that greater job opportunities and considerably reduced taxes have made it so they probably could not field enough actual demonstrators to picket a newsstand; still they see an opportunity and are eyeing a new political party or trying to infiltrate an existing one. DSI believes their first effort will be trying to gain influence in the La Tondelle Legislature.
DSI believes those attached to the two most recent regimes preceding Federation Canrille are not organizing to return to power but are doing all they can to hide, disguise or cover up any connection they had to those regimes since no one wants to be associated with corruption or taking power through a military coup.
The most recent preceding regime did revive an issue that had lain dormant for some time. Lifestyle. In the Republique no one wants a church dictating how people live, but many people do not really want it to be anything goes. The decision to return lifestyle issues to the legislatures of Provinces seems to have been a good move since those with a keen main interest in such things are putting their attention on influencing Provincial government. Predictably the Mainland is proving to be more traditional than the Island.
There are monarchists although there is no real support for an actual restoration. Citizens seem to think at some point Federation Canrille may try to bring back the old system. The monarchists tend to have two main groupings. One is centered around the old nobility which is quite pleased with restoring the traditional use of titles rather than the hybrid system that had been in place and pleased no one. The considerable number of military officers that lean monarchist are quite as happy as officers in general with the efforts of Federation Canrille to return the military to a professional and effective instrument of policy rather than continue its decline.
DSI also looked at terrorism. Currently there do not appear to be any organized groups operating, but we are constantly alert to the possibility and to signs of a lone operative. Most who were involved in the terror incidents of the last regime have been identified, prosecuted and punished according to law. It can certainly be concluded there were some organized groups. The extent of coordination and who if anyone was coordinating is the subject of much speculation. DSI has conclusively determined the Aurorian Patriarchal Church was not involved.
There are four main theories. One is that the corrupt regime ousted in a coup organized a terror group for revenge. The second is that a foreign power was running a terror organization in the Republique. These theories lack credibility but persist nonetheless. The third is a well organized terror organization sprang up in opposition to the preceding regime which in order to shore up its legitimacy characterized its purposes in a way to garner some support. The fourth is the preceding regime fabricated a terror organization which did some atrocious things in order to make the government look like it was defending the Sovereign People. Again, there is no credible evidence of this theory but it does persist.
The overall picture DSI sees is no one is trying to overthrow the Federation Canrille government, but few would actually rally to its side if someone tried.
