SUBMARINES TO STAY IN DRYDOCK

Defense Ministry October 13, 5392: CLAIRON PICARD has learned that the nuclear powered submarines in Task Force 21 stationed in the Port now officially called Afar and those in Task Force 22 stationed in the Port of Picard have been ordered to stay in drydock for the foreseeable future by the Chief of Naval Operations. The Inspector General working with the staff of Task Forces 21 and 22 together with engineers and technicians from the Kanjorean Subsidiary of Canraillaise Naval Systems will determine if any will have to be scrapped and will see that the others to the extent possible are maintained so that they can one day again be operational.

On a temporary basis, 2 Delaune Class frigates from Task Force 11 stationed in le Cher-Comte will be assigned to both Task 21 and task Force 22. Also on a temporary basis, 2 Atyr Class frigates and 2 Roi class frigates from Task Force 12 stationed in the Port of Villebrun – sur – Mer will be assigned to both Task Force 21 and Task Force 22.

GOUVERNEUR GENERAL ANNOUNCES WORK ON RAIL CONNECTION WITH ALDURIA BEGINNING

Gouverneur General’s Palace, April 15, 5393: Gouverneur General Marie - Therese de Maintenon today announced that a great project was beginning that had been suggested by the Government of President Solenne Rousseau of Republique Populaire d’Aldurie. A rail line going directly from Bayonville, the Aldurian Capital, to Kanjo, the most prominent city of Mainland Kanjor, is being built by both nations simultaneously.

For our part, Torges – Kanjo Ligne Ferroviare (TKLF), the company operating the railroad connecting the port city of Torges to Kanjo in the Province Numineux, is building a new rail line from Kanjo to the border of Numineux Province to connect with the line being built from Bayonille through the Aldurian Region Province by Compagnie d'État Aldurienne (Aldurian State Corporation) (CEA). The Industrial and Commercial Banking Group is financing the Numineux project (designated Ligne N6 in Numineux) but interest rates are below standard since the Central Bank is guaranteeing the loan with funds appropriated to the Ministry of Infrastructure and Transport. Loan closing instructions and documentation is provided by Janvier, Lucas, LaPointe and Maigret.

CLAIRON PICARD sources in the Gouverneur General’s Palace have learned there is every reason to believe CEA will be running ahead of TKLF and will reach the border before it. Minister of Justice Constance Berthier has deemed in order the special waiver by the Gouverneur General permitting CEA to cross into Republique Kanjorienne should that be permissible under the law of Republique Populaire d”Aldurie.

In any event, it is expected the rail line will be completed and operational in 5394 benefitting the economies of La Vallee Region and Numineux Province with greatly increased travel and commerce between the two of them.

NATIONAL SECURITY REPORT INDICATES FEW THREATS

Ministry of the Interior, October 15, 5393: CLAIRON PICARD sources in the Ministry of the Interior have learned that the Directorate of Foreign Security (DSE) and Directorate of Internal Security (DSI) have each prepared reports for the Minister of the Interior Fabrice Courbet to present to the Council of Ministers at its upcoming meeting at the Governor General’s Palace.

It seems that the foreign aspects of our national security as summed up by DSE can be simply put. Republique Kanjorienne is a barely noticed backwater. In the sixteen years Federation Canrille has run the government since its predecessor regime decamped, the nation has cooperated with two other nations in economic projects and been contacted by three much more powerful nations concerning fundamental diplomatic relations.

DSE thus sees no actual threats at the moment but warns that international waters are stormy and treacherous so caution should be maintained should the Republique seek more trading partners.

Domestically, the DSI sees a more nuanced picture. Federation Canrille is not especially popular and does not by any stretch of the imagination inspire much enthusiasm. On the other hand, there does not seem to be anybody preparing to remove them or replace them.

The closest are the communists and Metzists. They see an opportunity as nationalized institutions are privatized and some government services have reduced subsidies for those who are not poor. They know that greater job opportunities and considerably reduced taxes have made it so they probably could not field enough actual demonstrators to picket a newsstand; still they see an opportunity and are eyeing a new political party or trying to infiltrate an existing one. DSI believes their first effort will be trying to gain influence in the La Tondelle Legislature.

DSI believes those attached to the two most recent regimes preceding Federation Canrille are not organizing to return to power but are doing all they can to hide, disguise or cover up any connection they had to those regimes since no one wants to be associated with corruption or taking power through a military coup.

The most recent preceding regime did revive an issue that had lain dormant for some time. Lifestyle. In the Republique no one wants a church dictating how people live, but many people do not really want it to be anything goes. The decision to return lifestyle issues to the legislatures of Provinces seems to have been a good move since those with a keen main interest in such things are putting their attention on influencing Provincial government. Predictably the Mainland is proving to be more traditional than the Island.

There are monarchists although there is no real support for an actual restoration. Citizens seem to think at some point Federation Canrille may try to bring back the old system. The monarchists tend to have two main groupings. One is centered around the old nobility which is quite pleased with restoring the traditional use of titles rather than the hybrid system that had been in place and pleased no one. The considerable number of military officers that lean monarchist are quite as happy as officers in general with the efforts of Federation Canrille to return the military to a professional and effective instrument of policy rather than continue its decline.

DSI also looked at terrorism. Currently there do not appear to be any organized groups operating, but we are constantly alert to the possibility and to signs of a lone operative. Most who were involved in the terror incidents of the last regime have been identified, prosecuted and punished according to law. It can certainly be concluded there were some organized groups. The extent of coordination and who if anyone was coordinating is the subject of much speculation. DSI has conclusively determined the Aurorian Patriarchal Church was not involved.

There are four main theories. One is that the corrupt regime ousted in a coup organized a terror group for revenge. The second is that a foreign power was running a terror organization in the Republique. These theories lack credibility but persist nonetheless. The third is a well organized terror organization sprang up in opposition to the preceding regime which in order to shore up its legitimacy characterized its purposes in a way to garner some support. The fourth is the preceding regime fabricated a terror organization which did some atrocious things in order to make the government look like it was defending the Sovereign People. Again, there is no credible evidence of this theory but it does persist.

The overall picture DSI sees is no one is trying to overthrow the Federation Canrille government, but few would actually rally to its side if someone tried.

POLYGAMY AND INHERITANCE

Justice Ministry, January 15, 5394: CLAIRON PICARD asked Justice Minister Constance Berthier if any legal problems had arisen because of the Chamber of Deputies moving social issues to Provincial legislatures, and she responded:

Well one thing that has come up that certainly needed clarification is how polygamy effects intestate devolution or inheritance. As you know, the transfer to the Provinces was driven by a fairly large number of Islanders seriously wanting polygamy to be legal and most Islanders favoring the concept of live and let live. So polygamous marriages are now legal in La Tondelle and Silliers Provinces.

Further, when someone dies who makes a will, the will governs property distribution absent provisions against public policy. Absent a will, all spouses in and offspring of polygamous marriages inherit. As you might expect someone that married often in La Tondelle with no will but quite a bit of property has now died in Martois Province, and the children and spouses have sought advice on property distribution from the Ministry of Justice.

Two established legal doctrines come into play. Real property, that is land and houses and buildings, passes according to the jurisdiction where the land is, while personal property (vehicles, furniture, tools, stock, food, clothing, cash, bank accounts and such) passes according to the jurisdiction where the individual died. So there would seem to be an issue on personal property as to whether all spouses and offspring could inherit personal property.

The second is full faith and credit must be given the legal actions of one Province by another. The marriages were validly conducted in La Tondelle and must be treated as such in Martois even though they would not be valid had they been conducted in Martois instead. Accordingly, all spouses and offspring are due a share of the estate in question.

GENDARMES BUYING HELICOPTERS

Ministry of the Interior, August 11, 5394: CLAIRON PICARD has learned that Interior Minister Fabrice Courbet has a recommendation from the Director General of the National Gendarmerie concerning their Rapid Response Forces (FORER) stationed in each Province. The Director General would like to be in a position to deploy some helicopters should it be desirable to do so.

The Director General did not think the Mainland was as likely to need them as the two Provinces on the Island but felt like it would be good to have people in all Provinces trained to operate them. One way would be have a larger number stationed with the FORER assigned to Silliers and La Tondelle Provinces. He was thinking four each to Val de – Azur, Numineux and Martois and ten each to La Tondelle and Silliers.

The Interior Minister thought rather than buy abroad the light helicopters developed by Kanjorean Defense Equipment and Supply Group (KDESG), a Kanjorean Subsidiary of Canrillaise Defense Enterprises, authorized back in 5055 for use by the military would serve the Gendarmes quite well. CLAIRON PICARD sources say the Interior Minister approved the numbers recommended for purchase of KDESG 341 F Gazelle rotorcraft over a five year period of a total of 32 helicopters.

The KDESG 341 F Gazelle is a light five seat utility helicopter designed for light scouting, light transport and light attack. It features a fenestron tail structure rather than the usual tail rotor. It has a 20 mm cannon and thermal imagery for its reconnaissance work as well as two 7.62 mm machine guns. The National Army sometimes arms them with air to air and anti tank missiles. The National Navy has practiced arming them with air to air missiles but so far in actual practice the machine guns have been quite enough armament.

The KDESG 341 F Gazelle has a maximum takeoff weight of 1800 kilograms, a 590 HP turboshaft engine, a crew of one or two depending on assignment, a maximum speed of 310 km/hour, a range of 361 km, and a service ceiling of 5000 meters.

Foreign Ministry, April 16, 5399: Foreign Minister Michel Malfois indicated to CLAIRON PICARD that officials of Republique Kanjorienne invited by Royaume Uni de Lourenne will attend the meeting at Avienne-les-Bains looking to establish the Omnes Oculi Ordinatio (O3) as an intelligence sharing and joint operational organization. Asked how this fit in with the Federation Canrille policy, Malfois responded:

Traditionally, Federation Canrille has tended toward several policy directions two of which do not always coincide. Republique Kanjorienne has long been an advocate of banning nuclear weapons entirely. Hardly a universally popular position.

The Republic has at times pretty much tried to be neutral and stay out of great power competition to lead blocs of militarily competing nations while hoping to build trade relations with many nations. Two exceptions regularly occur.

When the World Congress is functioning and determines a nation is violating another’s sovereignty or outrageously abusing its own population, which occurs rather too often, the Republic has joined with others in sanctions including sending a military force to act in conjunction with other World Congress members. Most recently for us in Vorona.

The other exception is Federation Canrille has always favored working with other Canrillaise nations economically and for mutual security.

So we will be looking at the O3 through our traditional lens to see how it might be a good thing in which to be involved.

POLITICAL SPEECH BY THE CHURCH REVISITED

Sainte Hortense Cathedral, February 25, 5401: CLAIRON PICARD has learned that a question has been directed to the Archdiocese by the Provost of the Institute of Higher Studies in Mavigny created initially to educate for ordination the novices of Ordo Clericorum Regularium Congregationis Fratrum Eliae("Order of Clerics Regular of the Congregation of the Brethren of Eliyahu") known as the Eliasits, an order known for flamboyant displays of public piety and for being the main stay of teaching in religious schools as well as providing a sizeable number of parish priests throughout Republique Kanjorienne. The Institute does not confine itself to teaching Eliasits or members of the Aurorian Patriarchal Church and is in fact one of the leading private universities in The Republic. Most APC parish priests who ae not Eliasit also receive their Master of Divinity degrees at the Institute.

It seems the Provost has been beset by a group of Eliasit junior faculty and students demanding the Institute fulfil its destiny and become more Eliasit and stop accommodating the ungodly. The Provost eventually sent a question to the Archdiocese claiming he needed guidance on the rules about freedom of speech in schools which might be different from in parish services.

Archbishop Reginald Weygand and his likely successor, Maurice Armagnac, Bishop of Kanjo, prevailed on the ailing Monsignor Francois Bertrand to meet with them and discuss the matter. Monsignor Bertrand has long handled contact with the Premier’s Office for the Archdiocese on Church – State relations. After a brief meeting before Monsignor Bertrand had to go for dialysis, instructions were prepared for transmission to the Provost.

First off, prayer is not restricted in religious services, classes, faculty or any other meetings since the Institute is a religious school, and under current law prayer is permitted in religious schools.

More problematical is the provision of current law that churches may not take a position policies, laws, parties or candidates for public office. Those pressing the Provost want to freely denounce officials particularly at off campus meetings which is hardly from the pulpit. The Provost has been instructed the solution mandated by the Premier’s Office and the Archdiocese involves not where but who. All paid church officials including the lowliest adjunct professor is a paid agent and will rigidly follow the current law whether on or off campus. By contrast the students may freely express their opinions wherever they are including in class rooms.

There is another factor. The Eliasits have virtually no money including not one sou from the Curia or its international leadership. The Archdiocese and indeed the entire APC church in Republique Kanjorienne is barely solvent. Accordingly, the Institute is funded, outside of a few contributions, entirely by the Contemplative Monastic Order of Occidentalium. Funding is entirely contingent on the Institute operating within the current law of Republique Kanjorienne.

REVIVING THE MONARCHY

Gouverneur General’s Palace, August 25, 5401: Gouverneur General Mathieu Montressor announced today that Federation Canrille was introducing a bill in the Chambre des Deputes. The Gouverneur General stated:

The bill introduced today will make the Monarch of Royaume Uni de Lourenne also the Roi or Reine de Kanjor. In this case Aurore II, Reine de Kanjor.

This will restore the traditional form of constitutional monarchy that prevailed during the bulk of the existence of Federation Canrille. We regard it as a pledge of friendship between our nation and the Lourennais nation and an ongoing symbol of it.
