STEEL POLICY SHIFTING

Office of the Prime Minister, August 16, 4996: Prime Minister Antoine Fouquet met today with Ministers and staff of the Ministry of Trade and Industry and the Foreign Office concerning importing steel. The Prime Minister issued the following statement at its conclusion.

Our heavy manufacturing and construction firms have been importing steel from a wide variety of market sources to meet their consumption needs. The government has been diligently trying to find a steel exporter able and willing to sell us enough steel in bulk so that all our domestic needs could be met in an orderly way. This effort has been a frustrating and complete failure.

What will be tried instead is four of our major manufacturing firms will be forming a corporation owned by the four of them, South Seleyan Metals (SSM), to do three things. First, import large quantities of scrap iron and iron ore. Second establish a steel manufacturing plant using imported iron. And third, continue to import processed steel for the four owners of SSM as necessary.

The four manufacturers forming the joint venture are Arsenal Preud’homme, ERAK, Auto Seleya and Kanjor Aeronautics. To the extent liquid assets are necessary for start up operations, the Ministry of Trade and Industry will provide loan funds through the Central Bank. Lucas, Janvier and Maigret are the attorneys providing loan closing instructions and documentation.

CLAIRON PICARD has learned the most likely site for the import operation and steel plant are Hautemps-sur Mer in Numineux Region. Further the steel manufacturing is planned to use electric arc furnaces powered by clean energy to reduce the carbon emissions that occur when the carbon percentage present in the iron ore and scrap iron is reduced and impurities such as nitrogen, silicon, sulfur and phosphorus are removed and depending on the type and grade of steel desired, certain amounts of manganese, nickel, vanadium and chromium are added to the liquid iron alloy.

NUCLEAR POWER EXPANSION

Atyr, September 22, 4997: After a cabinet meeting concerning the Retraite-du-Roi Nuclear Reactor built by the Royal Institute de Toussaints also known as the College des Saints in Atyr, Finance Minister Anatole Brassard told CLAIRON PICARD :

he Retraite-du-Roi Nuclear Reactor has been going since 4685 when it was restarted. It has in fact provided energy to very little beyond the university where it was developed. What we intend to do is have it become the primary source of generation of electricity for the capital city area. This will take some expansion funds which will come from the Ministries of Infrastructure and Transport and Science and Technology.

What we intend to do is seriously compare the expense, safety and environmental viability of this project with hydroelectric power generation elsewhere and if it is a favorable comparison., build another nuclear power plant near Kanjo in the Numineux Region.

At the Royal Institute of Toussaints, a small quantity of uranium 235 was enriched to produce fission and a miniature reactor built around it and a small plant built from that.

The nuclear power plant is a thermal power station with the heat source being a nuclear reactor. The fission in the reactor heats the reactor coolant which then goes to a steam generator which heats water to produce steam that will drive a steam turbine connected to a generator of electricity. The condensed steam is captured in a cooling tower or other secondary side and pumped back into the steam generator.

The fission in the nuclear reactor produces radioactivity so that a protective shield will be necessary around it as well as concrete layer to help contain the radioactivity and protect the reactor from unexpected impacts.

Prime Minister Thibadeau

MORDUSIAN COMPANY SELLING STEEL TO KANJOR

Office of the Prime Minister, August 16, 4998: Prime Minister Chloe Thibadeau announced today that a steel agreement had been reached between Kimberly Steel Corporation (KSC), a company organized and existing under the law of the Commonwealth of Mordusia, and the Kanjoran corporation South Seleleyan Metals (SSM) owned by Kanjoran manufacturers Arsenal Preud’homme, ERAK, Auto Seleya and Kanjor Aeronautics.

The arrangement has two features. First, KSC will sell processed steel to SSM as needed at the very reasonable rate of 500 LOD per ton. Current estimates are purchases will be at least 7 million metric tons per annum but are unlikely to exceed 12 million metric tons per annum. Delivery will be to the SSM facilities at Hautemps-sur Mer in Numineux Region.

Second, KSC and SSM will enter a joint venture to build a steel manufacturing plant at SSM facilities in Hautemps-sur Mer. The established technical expertise of KSC should maximize the efficiency of the start up operation of the plant as a going concern. To the extent funding liquidity becomes necessary, the Ministry of Trade and Industry will provide loan funds through the Central Bank.

Interior Minister Montressor

INTERIOR MINISTER ON NATIONAL SECURITY

Atyr, March 6, 4999: After a cabinet meeting in which the Minister of the Interior reported on national security issues, CLAIRON PICARD asked Interior Minister Heloise Montressor to describe the report:

The Directorate of Foreign Security (DSE), the foreign espionage arm of the Ministry, has not detected any foreign enemy activity directed against us. And they are not just surfing the web or reading reports from the Ministry of Defense. We are being vigilant.

As to internal threats, the Directorate of Internal Security (DSI) reports the individuals known to favor radical change are leaderless and disorganized, loud in individual grievances and invective against their enemies especially women in public office. But much much more inclined to have another drink than draw a weapon.

The monarchists seem to be channeling their energy into celebrating and enjoying Maximilien I being King of Kanjor or giving support to the Kanjor Center Party.

The communist and socialist energy currently seems to be primarily concerned with getting media presence on college campuses although there is some desultory effort to lobby a few legislators in some Regional Parlements.

The Island separatist movement activists seem to be involved in promoting specific legislation in the various Regional Parlements and city councils since many issues have been devolved to local handling such as much regulation of sexual conduct.

The great strides in moving our tax structure toward rationality has largely defused the right wing elements in the business community from wanting to seize power.

We will continue to monitor the security picture so we will not be caught off guard.

Governor General Fouquet

FOUQUET DISCUSSES ELECTION

Atyr November 27, 4999: Governor General Antoine Fouquet met with CLAIRON PICARD and gave this assessment of the election just held:

Well, we had another close race. Federation Canrille lost 11 seats. The turnout was very good and Regional support for parties seem to be shifting a little.

Overall think what this means is the public is following legislative voting closely and knows who supports the programs and policies they care about. And who does not. Really think era of blind support or, for that matter blind opposition to, a party is over.

Think it has helped that dealing with a number of issues has been shifted to Regions and municipalities. This has meant we do not vote on the same thing over and over again as Parti Unionist and Federation Cantrille did with polygamy.. Also, the voters can focus more easily on fewer issues. So parties are having to actually address issues. Think this is democracy at work.

Do think the 36 month interval between elections is a right good time for an interval. The governments formed do have time to act and implement policy before facing voters again. But the interval is short enough to keep an administration accountable to the sovereign people.

Defense Minister Doumerc

DEFENSE ASSESSMENT

National Defense Command Center, February 27, 5000: In a meeting with the Chief of the National Defense Staff, the Chief of Naval Operations, the Chiefs of Staff of the National Army and National Air Force and their immediate support staff, Defense Minister Georges Doumerc called for a reassessment of the applicability of the 4875 Plan under which the military has been operating in view of the policies of the current Cabinet

CLAIRON PICARD has learned the current policies in question outlined by Doumerc are first, fundamentally the National Armed Forces are defense forces to protect the mainland and La Tondelle Island. Second, the cabinet is not against some ability to transport forces for military activity , beyond Kanjor but its period of isolation has left it no obligations to do so. Third, should the World Congress ever become functional again, the Cabinet believes ideally it would occasionally authorize a multinational force to enforce human rights in which Kanjor would like to be in a position to participate. The Cabinet is aware the past history of the World Congress is to lament whatever is happening while some self appointed international arbiter of right and wrong interferes in the sovereignty of nations with impunity. But one can hope for better days.

The 4875 plan largely focused on restoring Kanjorian regional dominance and reasserted its leadership within the Canrillaise world. The plan, developed largely by Vice-Admiral d'escadre Saunier, focused on the development of a (1) Comprehensive national defense and national security system focused around quick, agile and rapid reaction forces; (2) Extending and protecting Kanjorian interests at home and abroad; (3) Development of mutual defense and security cooperation with Seleyan, Canrillaise and other key nations; (4) Aiding allies and providing for the benefit of Terra with stability and security. The 4875 plan also anticipated the return of key foreign intelligence services, the development of a renewed defense industry in the nation and the reformation of the Armed Forces of Kanjor.

Doumerc stressed that much of the 4875 plan is predicated on cooperation with alliies that do not exist. Creation of alliances is a focus of The Fouquet government but we are pretty much starting at square one in that department.

Several areas of the reassessment will need to be an evaluation of the suitability of the force size and composition of the National air Force, an evaluation of whether the organization of the 43 modern frigates, 12 old frigates, 6 assault ships and 15 Further, in the event we do want to send forces elsewhere, can we send at least 2 divisions abroad with our current array of aircraft, helicopters and ships?

Doumerc noted a comparison had been done with other national defense budgets and there was every reason to believe current funding was plenty for our current force size and composition.

GOVERNOR GENERAL DISCUSSES DIPLOMACY

Atyr, September 27, 5005: CLAIRON PICARD was able to get a few comments on the diplomatic negotiations between Lourenne and Kanjor from Governor General Antoine Fouquet:

Discussions are ongoing. Right now Royaume Uni de Lourenne is considering ratifying two treaties while Royaume-Uni de Kanjor is looking to ratify three and pass one piece of legislation in order to seriously tighten our economic and security ties. We will be the Union of Canrille facing Terra together to build a better world.

But right now right this minute I am trying to shepherd paperwork through the proper channels at a reasonable speed. Good news is both nations want to be partners in this enterprise.

When we complete this process, we can begin to assess the overall security situation together and look to possible additions to the Union of Canrille.

Asked by CLAIRON PICARD if the opposition would continue to move ahead with these treaties if it should win the next election, Fouquet replied:

I am sure of it.

GOVERNOR GENERAL DISCUSSES PROGRAM

Atyr, November 6, 5008: At a cabinet meeting concerning foreign affairs, CLAIRON PICARD has leaned that Governor General Heloise Montressor told her colleagues:

Of course there are setbacks in dealing with the legislature on foreign affairs; we are coming out of isolation and we need to remember we were in isolation because a lot of powerful people wanted to be in isolation. But we are going to reengage with Terra despite reluctance.

And of course making contacts and establishing friendly relations is difficult; we are new at it and are not part of the ongoing status quo for many nations. It is a tough game to try to play.

But make no mistake. We have no intention of simply sitting on the sidelines hoping things will change. We have a beginning; we will work with the Royaume Uni de Lourenne with whom we share a monarch, Maximilien I, to build a better future together.

NAVY REORGANIZING TASK FORCES

National Defense Command Center, February 11, 5010: The Defense Minister, Georges Doumerc met with the Chief of the National Defense Staff and the Chief of Naval Operations each with their respective immediate staff to consider two proposal from the National Naval Staff

The first is to temporarily reorganize the traditional Naval Attack Squadron, Naval Response Squadron, Naval Support Squadron and Submarine Forces into Task Forces as follows:

TF11 based at Le Cher-Comte: 7 Pesancon Class frigates which likely should be called
destroyers and 13 Delaune Class frigates.
TF12 based at Villebrun-sur-Mer: 6 Alduria class amphibious assault ships, 2 Pesancon
Class frigates, 5 Delaune Class frigates, 8 Atyr Class frigates and 4 Roi class frigates.
TF 13 based at Haulemps -sur–Mer: 12 old Trebole Class frigates and 4 Roi Class frigates.
TF21 based at Cap-Oriental: 5 Conquerant ballistic missile subs and 3 Emperor nuclear attack submarines.
TF 22 based at Picard: 4 Conquerant ballistic missile subs and 3 Emperor nuclear attack
submarines.

The second recommendation is to contract to build 6 more Alduria Class amphibious assault ships for TF 12 with the Kanjorean subsidiary of Canrillaise Naval Systems which built our current six. We could then approach the policy preference for sea capacity to move two National Army Divisions.

CLAIRON PICARD has learned the Minister of Defense has approved both these proposals.

The Alduria Class amphibious assault ship can also be used as a helicopter carrier. It can transport 16 helicopters, 4 landing barges, 70 vehicles including 13 tanks and 450 soldiers. It is equipped with a 69 bed hospital. It has six helicopter landing spots and two aircraft lifts between the hangar deck and flight deck. For armament it has two missile launchers and twelve 7 mm machine guns. For propulsion it uses azmith thrusters giving it considerable maneuverability which are powered by five sixteen cylinder diesel alternators. The alduria Class has a maximum speed of 18.8 knots and a displacement of 16,500 tons empty with a range of 10,800 kilometers.
