Besancon reforms the Rutanian military

The Minister of Defence, Lt. Gen. Basil J. Besancon presented in the Senate a new proposal, the Military Reform Act of 2804. In his introductory speech he highlighted that in the almost hundred-year old military legislation must be reformulated to correspond the needs of the new century.

"The Commonwealth needs a modern and efficient army which can contribute to the increase of our national power. This is not a threat to anybody but a legitimate attempt to reform this dimension of our power. The majority of the military legislation in force was created in the first REP government. Lord Klausenburg, one of the greatest Presidents of Rutania promoted them. But they are old. The second REP government wishes to change this situation. I have discussed personally with President LeBon, and his opinion was also integrated into this new bill." - Minister Besancon declared.

Military Reform Act of 2804
Taking into account the military legislation in force(*) there is an urging need for reforming the military system of the Commonwealth of Rutania.
Article 1. - Military personnel
1.1 - According to the Military Reform Bill of 2748, the actual number of active military personnel is 250,000 and is maintained by the federal government. This number will be maintained for the following period.
1.2 - According to the Military Reform Bill of 2748 the actual number of reserve military personnel is 750,000 out of which 500,000 is funded by the 5 Regional Commonwealths (each funding 100,000) and 250,000 is founded by the federal government. The number of reserves will be increased to 1,500,000 out of which each Regional Commonwealth will fund 200,000 and the federal government will fund 500,000.
1.3 - The structure of the active military troops: Army: 100,000; Navy: 70,000; Air Force: 50,000; Military Intelligence: 20,000
1.4 - The structure of the reserve military troops: Army: 700,000; Navy: 500,000; Air Force: 300,000
Article 2. - Military equipment
The current legislation in this field is enforced in the form of the Military Rearmament Act of 2702.
The new legislation proposes:
2.1 - The introduction of a new main battle tank, the R-2B, the redesigned version of the previously used R-1A2. The Rutanian Army will be equipped with 5,000 R-2B tanks and will keep 3,000 R-1A2.
Article 3. - Military intelligence
The Rutanian Military Intelligence (RMI) will be placed under the authority of the Presidential Office instead of the Ministry of Defence (actual legislation)
Article 4. - Final provisions
4.1 - The present bill re-enforces Articles 3, 5, 6, 7, 8 of the Military Rearmament Act of 2702
4.2 - The present bill overwrites the provisions of the Armed Forces Bill of 2739 and of the Armed Forces Bill of 2739
