The Ministry of Foreign Affairs has conveyed this directive to the Baltusian Department of Foreign Affairs, specifically addressed to Minister Pedro Cortez, urging cooperation in facilitating the prompt and secure return of Rutanian citizens. The Ministry of Foreign Affairs has also requested that the United States of Baltusia extend the same courtesy to Citizens of other nations in the Commonwealth. However, the Lord Steward has stressed that if the Baltusian government fails to comply with this directive and ensure the safety of Rutanian nationals, the Kingdom of Rutania may find itself compelled to respond in kind to safeguard the interests of its citizens. The Kingdom of Rutania sincerely hopes for a swift and diplomatic resolution to this matter and is prioritising the safety of its citizens.

The Ministry of Foreign Affairs is pleased to announce the successful passage of the Legislative Consent in both Houses of Parliament, formalising the Kingdom of Rutania's nomination of Luthori for Seat A on the Security Council. The Ministry is pleased to underscore Rutania's commitment to international collaboration and global security.

Lady Isabella McGregor, Countess of Dunhaven, Lord Steward, and Secretary of State for Foreign Affairs, expressed her satisfaction with the legislative process, stating, "The passage of the Legislative Consent in both Houses marks a milestone moment for Rutania's recent diplomatic efforts. Today the Robertson Ministry, Your Government, tabled a landmark Legislative Decree, the sixth of my tenure, aimed at reorganising and fortifying our National Security and Intelligence Services.

To put it plainly we are simplifying but strengthing our National Security and Intelligence capabilities. For too long they have been complex, obscure, and faceless. But now we are establishing the Joint Security Services (JSS), a unified force that brings together various agencies under one umbrella to ensure the safety and security of Rutania.

Under this decree, the JSS will be regarded as the fourth branch of Rutania's Armed Forces, operating in accordance with our laws and international standards. This signifies a more efficient and coordinated effort to protect our nation.

Under the Decree, we set out that the Joint Security Service and National Security Policy will be under the purview of a new Secretary of State for National Security, who will report directly to me. This ensures a focused approach to matters of National Security.

Now to some specifics, the JSS will be headed by a Director-General, accountable to both myself and Parliament. Additionally, each branch of the JSS will have a Deputy Director ranked at OF-9, ensuring strong and clear leadership at every level.

To make this vision a reality, we need a strong team and if both Houses of Parliament pass this decree, I am prepared to propose names to fill the crucial positions within the new Joint Security Services and Department of National Security immediately. The Department of National Security and Joint Security Services will be relocated to a new Centre for National Security, a new high-tech hub for matters of national security.

I look forward to speaking more on this matter as Parliament progresses this bill. I promise that we will do everything possible to keep our great nation safe as we charter through these dangerous waters.

McGregor went on to emphasised the importance of unity, "The ongoing tensions between Dorvik and Beiteynu are regrettable, and Rutania echo’s calls from Luthori for Artanian nations to unite. Provocations and military displays only serve to worsen the situation, and it is crucial that responsible nations work together for peace and stability. A sentiment that was shared in my call with the Luthori Foreign Office today, Rutania stands committed to Artania and to the Commonwealth of which it is a part."

When questioned about Rutania's position on the blockade aimed at Luthori, Lady Isabella McGregor stated, "Rutania supports its commitment to allies and stands steadfast in the belief that this position by Beiteynu is putting the very livelihoods of Artanians at risk. We have grave concerns over Beiteynu's actions, and Rutania stands by its allies in addressing the crisis in a manner that prioritises peace."
