"Lodamun Letters" leaked to Kalistani Republic
Foreign Minister issues "No comment" on the Leak

In the relatively minor diplomatic spat between Kalistan and its neighbor, Lodamun, new information has come to light. An unsigned envelop containing transcripts of official communiques from Kalistan to Lodamun was delivered to the offices of the Kalistani Republic which seem to support the claims made by the Foreign Minister earlier this year. When asked for comment on the text of the letters, the Office of the Foreign Minister confirmed that the text was accurate, but offered no further comment.

The Kalistani Republic has decided that it is in the interest of the General Public in Kalistan to publish these letters, so that the conduct of the Foreign Minister in the handling of the Lodamun affair may be judged by the people, especially now that the Lodamese Press has slandered the Foreign Minister and suggested that the affair was "misrepresented" in our pages. The Lodamese responses have not been published because they were not included in the leak, but the entire Kalistani side is faithfully and accurately reported here, as far as the Kalistani Republic is able to ascertain:

Dear Foreign Minister Peters,

Greetings from The Imperial Republic of Kalistan.

We were directed to speak with you by your President about the potential for greater economic ties between our two nations. We would like to work with your country to increase trade, especially utilizing overland connections, with the aim of at some point signing a trade pact as the foundation for further Northern Selayan cooperation on diplomatic and political fronts.

I would like to attach a copy of a map of our national railroad system. You will notice that Kalistan recently had a significant strike in exploitable iron, which we have rapidly expanded our rail lines to service that range. We also have rail links to our petroleum and steel operations at Sulari, and our expansive pharmaceutical and alteration industries both throughout the Mainland and by ship in Ananto.

[Ed: The second letter, in response to what we assume was a letter in response discussing the formation of a rail company in Lodamun, which was apparently not sent by the Foreign Minister of Lodamun but the Minister of Trade and Industry and Vice President. In this letter, according to the News From Lodamun, Foreign Minister Bhattachariya expresses an "aversion to working with less developed nations." According to The News, "Bhattacharya's letter would give someone the impression that Kalistan is some major economic power that any country would be desperate to work with." The Trade Minister was also, according to the News "disgusted by the way that Bhattacharya spoke of other countries, and tried to let Bhattacharya understand that Kalistan's economic position in comparison to Lodamun is the same as the position of some other countries in comparison to Kalistan." Since we do not have transcripts of Fertig's response, we can only guess whether or not this statement is accurate. Finally, The News reports that FM Bhattachariya was "dismissive towards the idea of multilateral cooperation being primary, and instead wanted to focus more on bilateral talks with Lodamun" The Reader may decide for him or herself whether these charges are borne out in Bhattachariya's letter.]
Suppose we were to buy in on these terms. We would have some questions:

1) Where would the Company be HQed? This is not addressed in the Treaty.
2) We would be in for 284,468,250 LOD. While within our National budgetary limits, the one thing we would be concerned about is the total capitalization of the operation. Who would have controlling interest?
3) How much of our rail lines would be available for use by other nations free of charge? As we have already made a substantial investment in rail development in Kalistan, obviously, we would oppose the full subsidy of other nations' development without any corresponding investment in our own development.

I would think these issues would need to be addressed before Kalistan could sign on to an multilateral treaty forming a continental train union. Why not just talk about Kalistan and Lodamun right and when you and I have worked out our arrangement, THEN make it available for other nations to join?


[Ed: We assume this last letter was sent in response to the letter the Foreign Minister by the Lodamese Trade MInister, described earlier this year. We suppose this letter contains the evidence that The News speaks about when they said "While not wanting to contribute to less developed economies without getting a lot in return, Kalistan wanted to have economic ties with a stronger economy like Lodamun." Because the editors certainly could not find evidence for this claim in any other of the "Lodamun Letters."]
We acknowledge your warning and will wish Lodamun luck. While looking to expand trade opportunities in Northern Selaya, we have been doing fantastically without Lodamun thus far, and will return to the status quo. Bear in mind that thus far Lodamun was a non-entity in Kalistani economics. And I suppose Lodamun will remain so.

We wish you well with your railroad. Please inform your President that we have passed at the meager offering you have presented our nation for cooperation.

Or perhaps we will inform your President ourselves...

The top foreign policy officers of Kalistan, President Thomas Carrangus and Foreign Minister Bhattichariya arrived in The Celestial Empire of Great Indrala to conclude a formal agreement officially ending the war between the two Selayan Nations. Foreign Minister Bhattichariya held a brief press conference once in Indrala where he announced the goals of summit are to conclude, once and for all, all hostilities between the two countries. Additionally, the Kalistani officials stated that the two nations would discuss joint usage of the Anantanese Ocean and a full restoration of the fraternal relationship between the two countries. Bhattichariya stated emphatically that Kalistan does not seek any sort of reparations.

President Carrangus expressed a positive outlook toward the potential of fruitful discussions between the Kalistanis and the Indralans. While he expressed that he understood that there are difficulties still in other parts of the world, he was certain that Kalistan and Indrala would come to a mutually beneficial agreement.

President of the Republic Carrangus returns to Kalistan to campaign for Reelection

In an unexpected development, President Carrangus returned to Kalistan to campaign for re-election. The rise of the National Conservative Party creates the opportunity for a competitive election in the first time in nearly a century.

Elections, which will be held this October, pit two clear alternative visions for the future of Kalistan against one another. One is a path of continuity, which the SP supports, and has advocated for in debates over recent legislation proposed by the opposition Party, and one is the path of government reform, proposed by the National Conservatives. President Carrangus therefore find himself in the unenviable position of having to defend his Administration in upcoming elections.

Prospects remain good for Carrangus, however, since most of the bills will not pass before the elections, and will have to be newly advanced. Therefore, the NCP will not likely benefit much before the election from their slew of new legislation. Carrangus is therefore expected to easily retain the Presidency. He has stated, however, that he wants to bring the NCP into a unity government as soon as the NCP earns some seats. "I think the NCP would agree with me, and most Kalistanis that while one Party government is nice, two or more Party government is more reflective of the democratic aspirations of more of the population. Therefore, we want to give the NCP a proportional share of government power in Kalistan, and look forward to restoring the long neglected principle of Separation of Power in Kalistan."

If NCP manages to win a few seats, their Party's leader will likely become the new Premier of Kalistan according to Separation of Powers, and Dr. Leila Rahjavi's short tenure as Prime Minister will come to an end. Rahjavi was stoic about the prospect, but added, "We must protect Kalistani Principles, even if it means I lose the office."

Additionally, new Parties with seats also means that District Governor positions will be restored as well. And the President has stated that, after an election where NCP gains some seats, he intends to reopen the Constitutional Court. Both institutions have gone into stasis since the rise of one Party Rule, as they were deemed superfluous.

These are exciting times in Kalistan, and he will have complete election results here following October general elections.

Anne Walker Visits Battlefields, Blasts Government's Defense Policy

Today, National Conservative Party Leader Anne Walker made a highly-publicized visit to the battlefields of Anato to promote her new party's alternative defense policies and to call attention to what, in her eyes, were the crucial mistakes the ruling Socialist Party had made in their conduct of the bloody eight year war which devastated the region. Ms. Walker met with veterans and the families who had lost relatives in the struggle, paid her respects at the nearby military cemetery, toured a military hospital still full of casualties from the fighting (she was spotted with tears in her eyes at the bedside of an severely injured private), and visited troops still serving in the area.

Ms. Walker, a prominent businesswoman who had been previously active in local politics, founded the National Conservative Party just three months ago to address what she saw as a critical turning point in Kalistani history. She has been unapologetic and unbending in her call for free market capitalism and a strong national defense, seeking to prevent the nation's further decline after decades of socialist stagnation and the effects of the Indralan War.

Delivering an afternoon speech to a large assembly of local residents and garrisoned military personnel, Ms. Walker had this to say about her party's political competition's handling of the war:

We succeeded - just barely - in spite of the government's radically anti-military policy, not because of it. Thousands of lives could have been saved by both the deterrent effect of a standing, well-funded, professional army and by the increased military capability of such a force, which could have likely brought a quicker end to the fighting through a decisive victory. In their determination to protect the people's liberty (a concept with which, judging from their economic policy, the government is very fuzzy on), the government neglected to protect the people's safety from the most fundamental danger of all - foreign invasion. Eight long years of bloody war followed, extended, of course, by our abject and criminal unpreparedness. This is a conflict that could have been avoided or, if necessary, won far more quickly. And that, I believe, is unforgivable.

Following her initial remarks, Ms. Walker introduced several men who had made the trip with her. All were former military officers - veterans of the Indralan War, some who had been wounded in action - and now prominent members of the still-new National Conservative Party. They spoke, slamming the government in even harsher language for their recent vote against the NCP bill creating a standing armed forces.

Between their remarks and rest of Ms. Walker's, a picture emerged of the National Conservatives' defense policies, which Ms. Walker later explicitly confirmed to this paper: "We've just received the results of a study that we commissioned some months ago. Some of this nation's top military experts worked on it and we're confident that it's the correct path forward for Kalistan - peace through strength."

The NCP strategy would involve the creation of a standing, highly-trained core army of a moderate size, coupled with a dramatic expansion of the Navy to protect the Kalistani coast, deter potential future invasions, and project our power further abroad. Ms. Walker also advocated adjusting our policy on prisoners of war, which she contemptuously referred to as "catch-and-release," and allowing the military to use landmines under certain circumstances. Most notably, she backed the creation of a nuclear deterrent should the global security climate deteriorate further.

The Prime Minister spoke for the first time about recent statements made by the Leader of the Opposition, Anne Walker, concerning the remilitarization of Kalistan. Below are her comments, made to reporter on National Radio 1, from Kaliburg, yesterday:

"Listen- I know you all have questions and we will get to those, but first, there are a few things which I need to address. Next Month's election will likely mean that my time in office is over and I will be replaced by a new Prime Minister: We expect that President Carrangus will do well in the elections, and if the National Conservative Party is able to garner seats, I will happily step aside as we reinstitute the provisions for Divided Government which have been a hallmark of Kalistani Politics for centuries before one Party rule. While I have the Office then, and am not just the Leader of the Majority, I need to address some of the policies proposed by my Conservative counterpart.

"The notion that the Leader of the Opposition may tour a battlefield and use that as an excuse to criticize the handling of the war by our Government is simply beyond the bounds of good taste! Where was she while my parents were being killed by Indrallan shelling of Dahriel? Where was she when the Defense Minister, Comrade Grognard was shelled to death as Indrala destroyed our capital? Where was she while our Comrade and my personal hero growing up, the President of the Republic, Comrade Poppy Smith-Bennots, was killed while defending a bridge over the Zappa River, with the Revolutionary Socialist Militia of Kalistan?

We don't even have a biography of Comrade Walker. Was she under arms during that time, or did she enjoy the peace which 4/5ths of our great nation was guaranteed by the suffering of 1/5 of it? No! Excuse me... This is a grievance which is not resolved here in Kalistan. Ananto bore the pain of that war, while the rest of the nation protested for peace. Because they had peace. Yes, they had to deal with homeless Anantanese for the better part of a decade, but it was Anantanese civilians and partisans and Regulars who did the fighting and dying and suffering in that war. We will bear the scars of that conflict until this generation passes away entirely. But we are the ones who bear the scars.

"The Opposition Leader says that Kalistan just barely prevailed in the war. Perhaps. But We had far fewer forces, and much of our strength on this Island was composed of Irregulars. And we beat one of the world's great military powers, on our Island. Prevailed or 'just prevailed' it doesn't matter. We won against all odds, against a military force twice our size, against an atomic navy and a nuclear power. We ground them down and wiped out their morale. And without 2/3rds of our fighting force deployed in the main arena of combat. But again, I ask: Where was Comrade Walker during this fight? Was she under arms? Because my parents were. Or was she in 'business', profiteering in the private sector off the misery of Kalistani refugees?

"Kalistan is not 'unprepared', not by any stretch of the imagination. We may have a small navy, but we have 4 battleships, of Kalistani Design, all armed with guns, of Kalistani Design, along with more than a half dozen other ships of the line, to guard our coast line. We are working on a program to develop subsurface craft as well. And we have dozens upon dozens of Light Armored, Fast Attack ships which serve both the Regular Navy and the Militia. Our shores have never been BETTER protected! Our defense budget is nearly 2 percent of our GDP. And much of the burden of defense is born by the Militia and the dues paying members of the Socialist Party of Kalistan. Nearly all Artillery in Kalistan is under Militia control and is maintained and operated by the experts in our irregular forces. What more does the Speaker want?! Kalistan is a nation of peace, a neutral nation, a nation with few enemies, with the possible exception of Vanuku. How much more military spending does the Speaker propose? And for what purposes is this to be used?

"On Landmines and nuclear weapons? Well, this is frankly outlandish. First off: We have treaties which outlaw both of those devices within Kalistan. Secondly: Nuclear Weapons? From whom does the Speaker suppose we will procure nuclear technology? From where does the Speaker suppose we will acquire the material to produce nuclear weaponry? Which of the world's great powers does the Speaker suppose will allow us to build a nuclear program in this nation without visiting more death and destruction upon us to prevent us from unbalancing the world in this criminally shortsighted way? We should expect that the world will not provide us the technology to produce nuclear weapons, and we dismantled the infrastructure to create it ourselves centuries ago. We should expect that the world's nuclear powers will not willingly sell us weapons that they possess, because, given Kalistan's history, they would be nuts to hand our nation nuclear weapons. And if for some reason we WERE able to begin a nuclear research program, It is a guarantee that the powers of the world would kill that baby in its cradle, even IF we were, for some reason, mad enough to boost our military budget up beyond 2% of our GDP.

"The Socialist Party is a Party of Peace who has had to dabble in militarism to protect our nation when we were solely responsible for the activities of Government. We are closely aligned with the Society of the Brethren of the Truth, and the bellicose campaign rhetoric of Conservative alternative, the Party of Militarization and Privatization, will weld those bonds ever tighter. While we welcome the new Party to Kalistani Politics, we hope that Kalistan chooses Peace in the coming elections."


Following her radio Address, the Prime Minister took a few questions from reporters. She noted that the SP's headquarters in Kaliburg is nearly completed, several years behind schedule due to the unanticipated need to acquire new building materials when the old material was deemed unsound to build with. She also noted that Kalistan has begun work on its first prototype submersible, which could, theoretically provide the basis of a submarine fleet, but declined to say more about this vessel. She also addressed the efforts by the NCP to make Party Militias illegal. She answered that question with a single word: "Never."

Status of Peace Talks between Kalistan and Indrala: Update

Indralan gift accepted graciously and devoted to Veterans and Survivors of the War

Peace negotiations between Kalistan and Indrala continue, as diplomats continue to hammer out an agreement between the two Selayan nations. President of the Republic, Thomas David Carrangus, back in Indrala following the election, has graciously accepted the generous gift offered Kalistan by Indrala, and has dedicated it to the support of Veterans of the War and survivors of the heroic Kalistani dead. As intended, this gift accepted as a sign of the desire to repair the relationship between these two nations does much to move negotiations forward.

For Kalistan's part, the President has offered to officially apologize to the Indralan Government and the Indralan people for the rift and the escalation toward war. The Foreign Minister added that Kalistan will offer Indrala substantial trade credits with both KALNAPECO and KALNAFERCO, to be used as Indrala sees fit.

Substantially, Kalistan has offered to denounce the practice of Piracy on the Anantanese Ocean. This practice, which has long been associated with Kalistan, rightly or wrongly, and has made the passage between the Mainland and Ananto a very dangerous passage for foreign shipping, is overlooked by Kalistan when it does happen, and was held to be one of the major causes of the war. Kalistan will now actively assist in cracking down of piracy on the high seas. Additionally, Kalistan has agreed to abide by internationally respected laws of the Sea, which includes a 62 mile EEC, jurisdiction out to 310 miles where it does not overlap another country's transition zone, and acknowledgement of the Anantanese Ocean outside the EEC as an International water route and "High Seas" which may be transited freely by all foreign flagged ships. Kalistan has insisted, in exchange, that the Ocean not be used for military purposes, and that Kalistan shall keep its neutrality. Somewhat short of its original demands of complete demilitarization of the ocean, Kalistan simply insisted that foreign naval vessels be kept out of range of Kalistani National territory.

These issues remain the only outstanding issues in the peace agreement. Kalistani negotiators have indicated that when Indrala signals its intentions regarding these points, Kalistan may take the proposal back and pass it without pause through the Assembly to officially end the War.

The President of the Republic took to the airwaves yesterday to address the absence of the National Conservatives from the Assembly.

"Well- it would seem that the last thing the National Conservatives accomplished was to adopt a unity government bill, propose a few failed legislative efforts and then check out. We have had a lot on our plate and the Government has been awaiting direction from the Premier, but none has been forthcoming. And now it appears that Kalistan will be returning to one Party rule soon.

"It is not that we mind so much. Comrade Rahjavi will be reinstated as the Premier, and from there we will finally conclude the final peace accord with Indrala, and work with Trigunia on commercial and military cooperation that began at the end of the war. We are also looking into the coup in Cildania: It seems that Pirates have taken over the Island republic, and given Kalistan's historic interest in the country, we may be able to offer some assistance and international recognition. We are also on the cusp of making the final expansions to our naval fleet, rounding out the surface craft, and developing reliable submarine capabilities. We have been working on this technology for years, and have set things in motion which look very promising in this direction.

"If things within Kalistani National Politics continue to develop in the current direction, we will put forward a new government bill within the few months, and then will call for early elections to restore the full membership of the Assembly. It is a shame that two Party rule was not long for Kalistan."

Socialist Party of Kalistan appears close to factional fight

Popular KNBR-NR1 personality Lander MC interviews President of the Republic Carrangus, after he announces his decision to retire from Office

Long Serving President of the Republic, Thomas David Carrangus, announced his imminent retirement from Office last month in downtown Kaliburg. Making his announcement during the popular National Radio 1 weekly old school hiphop show "Free Your Mind, with Lander MC", President Carrangus made the following remarks:

"The elections in just over a year and a half will mark the 20 year anniversary of my first election. During my term, we have brought peace and tranquility to Kalistan, and restored much of what was damaged during the War. Kalistan has experienced the rise of several new Parties, and even experienced a taste of divided government for a time, before they faded into memory once more. And so, after two decades of service to the country, it is time for me to retire. I will not seek re-election to the office of President of the Republic. I leave it to the Party to nominate my successor. Peace."


The President's comments seemed to unleash pent up energy in the Party as the Internationalist Faction and the Brethrenist Faction of the Party immediately put forth several nominees for the Office. Over the next two weeks, discussions between the two factions grew increasingly acrimonious as charge and counter charge were hurled at one another. The Party's leadership, in an effort to hold the Party together, proposed a Primary contest ahead of the planned October 4016 Convention. Within a week, plans were drawn up to conduct a five district contest, and the winner of the popular vote would receive the Party's nomination for President of the Republic.

Seven candidates immediately threw their hat in the ring, and they are listed below. Of the Internationalist Faction:
1) Davjeet Bhattichariya: Current serving Minister of Foreign Affairs in the Rahjavi Government

3) Horace Carrangus, Host of KN-RTVN1's weekly political roundtable, "The Times We Live In"
4) Eva Hayek, Current Minister of Trade and Industry, Director of KALNAPECO

In addition to the seven front runners, two independent candidates have also declared their intention to seek the nomination. Though neither of these candidates are currently members of the Socialist Party, the SP has decided that they too can compete for the Party's nomination, over the objections of a small but very vocal minority among Party elites:
1) Evo Sanchez-Guirre, a self-described Libertarian Socialist, and National Food Bank Cashier from Kaliburg
2) Frieda Schmidt-Bennots- Conservative heir to the fortune of her late mother and video game developer, Dianne Schmidt

The First Primary Contests are set for March of 4016, and the voting process will be completed by the Fall Convention.

The Prime Minister of Kalistan made a brief statement concerning the upcoming Primaries to be held across the Republic. Her remarks are transcribed below, and were aired over KNRTVN.

"I will not endorse a candidate for Office. I would normally be partial toward members of my government, whom I have long served with and deeply respect, but their choice of faction leaves me divided. That said, it is my hope that the contest is resolved amiably and in the interest and for the good of the Republic. In all things I will follow my conscience, and will be happy to support whoever the Socialists of Kalistan advise the Party to nominate, and if it be the will of the next President I will happily continue to serve the Republic in any capacity the President of the Republic appoints me to.

"That said, this is an historic opportunity for the people of Kalistan. While the Socialist Party has dominated Kalistani Politics for more than a century now, and we have made great strides toward expanding socialization of nearly all public goods to free people from want, the selection of the President of the Republic has long been an almost exclusively internal process, controlled by Party elites. This primary contest theoretically advances the decision making process to the Republic as a whole. All Socialists will be welcomed to participate in the contest, and the Party has agreed to abide by the popular will. We will still have normal elections in January then, and the decision of ratification will be opened to the entire population of the country.

"There may be hiccups with this process: We have never done it before. But we will persevere, and we will get it right, and if this process seems to work for the purposes the Party seeks, it may become a regular feature of Kalistani Politics. We look forward to it."


The Prime Minister added that polling places will be developed and poll watchers will be trained to ensure that the Primary goes smoothly.

Neveras Holds First Primaries in Kalistani History
With 100 Percent of the Precincts reporting, Win scored for Brethrenist Candidates

Neveras recently completed the first primary election in Republican History, and it appears that Brethrenist Candidates scored big. Brethrenists took the top three spots in the election. While the turnout was somewhat disappointing, and only 36 percent of the eligible electorate showed up, they still delivered an impressive victory to the current Minister of Trade and Industry, and Director of KALNAPECO, Eva Hayak.

In the election, Hayek touted her strong government credentials, overseeing the rebuilding of KALNAPECO, especially in the face of privatization threats nearly a decade ago, as well as her administration of KALNAFERCO, and general promotion of Kalistani economic stability throughout the period. Hayek, also a member of the Brethrenist Faction of the Socialist Party, defeated other, more well-known candidates to claim the victory in the Primary election. She is now widely seen as an early frontrunner going into April's Suldanor Primary, where she should theoretically also do well, given her connections to the oil industry in Sulari.

Hayek gave a short speech declaring her victory. She spoke of her Brethrenist values, and noted that if elected President, promotion of the Kalistani sect would become a significant priority of her Administration. She also touted her economic expertise, and expressed interest in expanding Kalistani ODEN, as well as re-opening talks with Lodamun about joining the Northern Selayan Railroad.
