Henry Cohen, the long serving and recently absent President of the Republic has decided not to seek re-election in the coming General elections later this year. His decision came during a short speech at the recent Party Convention in Kaliburg:

Friends, Comrades, and visitors. I am stepping down from the Presidency at the end of this term. I have served Long enough. In fact, I should have retired long ago. It was always my intention to do so. I'm tired, and my efforts to make peace with our neighbors have all but been demolished by developments in History. In parting, I will say that the militants who have been driving our national policy should reconsider their damaging and nationalistic attitudes sooner rather than later. When our enemies kill friends, and people who have dedicated their lives to the service of the Republic, friends like my friend Ambassador Louis Stevens, we have gone too far.

I do not mean capitulation. Kalistan simply cannot capitulate to external demands. But accommodation. Finding a way to live in a world populated by good people, and yes, monsters who see it as their mission in life to control and dominate. We can be better than even them. We are better than all of them. It is my sincerest hope that you find a way to demonstrate that. To all the warmongering states who focus nearly exclusively on the building of their militaries and their domination of obscure corners of the world, be an example of ETHICAL Socialism. Show them the quality of excellence. And never ever do as I did, be convinced that a few meetings means they will ever tolerate us. The Imperialist Nations of the world will NEVER tolerate an independent Kalistan. But this should not govern your behavior toward them.

In my replacement, I ask you to select someone who has more energy and more patience. Someone who can best represent our people, someone who can improve their lives, and someone who knows how to be firm, but not rigid, with other nations of the world. They may never love us, but they should respect us. We gain that respect by showing the world by our example.


The Convention thanked the President for his service to the Republic. A few militant socialist nationalists stood up to respond to his speech, but the Convention immediately ruled their extemporaneous speeches out of order, each in turn. Following the slight parliamentary dustup, a motion was made to nominate a new candidate. The first and only name put forward to run for President was the acting Secretary of the Convention, Dr. Tara Kendrick. Every other potential candidate refused to accept the nomination, deferring instead to Dr. Kendrick's nomination. Kendrick was approved by acclamation, with only 7 abstentions, from silenced militants.

Her acceptance speech was brief.

Comrades, I am a nationalist, but I am a Brethrenist first. I will do my best, if elected, to stand for peace for Kalistan. We will fall back to the Comprehensive Agreement in the Straits, and will continue to rely on association with the National Conservatives that began under Comrade Cohen. We will focus on development of Kalistan's potential, in all areas: financial, economic, military, and cultural. With a background in the hard sciences, I can tell you, there are many areas which lie undeveloped in Kalistan, such as our Lithium pans in Suldanor. We can produce oil cleaner. We can diversify and focus on alternative energy. We can replant our forests which Liberals seemed to like to bulldoze by the acre. We can plant our crops smarter. We can loosen controls on capital to encourage both domestic and foreign investment in Kalistani industries and services. We can subsidize excellent artists and musicians, which Kalistan seems to have more than an abundance of. And we can build upon the successes of the previous administrations. All of these represent a developmentalist agenda which is not hard socialism, but is also not liberalism either. A developed Kalistan is one which benefits all Kalistanis, and we should all pitch in where we are strongest. I appreciate your faith in me, and if I am elected, I will not let you down.


The nomination of Kendrick signals a move toward the Center of Kalistani politics for the SP. It seems that the delegates to the Convention are in the mood for less confrontation, and more cooperation. Kendrick added, later in on the record comments that she would like to see Sister Rebecca Bennots serving as Premier and would be interested in tossing the FM position to either the NCP or the Syndicalists. "While I think Joaquin [Delgado] has done a good job representing Kalistani interests to the world, he has informed me that he is looking for a less prominent role in office. He believes his health will not allow him to devote fewer hours to the position. He and I agreed that the NCP shadow foreign Minister might be a better fit for the position at this point, but I am also open to consideration of the Syndicalists taking a more high profile role in the Government. They haven't been too incredibly active though, so it might not work out."

The High Vrassa Plateau rang out with the sounds of the 4705 Annual International GanJam Music and Arts Festival this year, marking the fist year that the National Amphitheater on the River hosted the festival. While this year's Jam has followed the recent trend of smaller crowds than have historically attended, the venue was sold out over the three days, and refocused on the Arts, a focus which had far too often been neglected in favor of big named bands packing tight bills. By the Numbers, the Concert sold about 72,000 tickets over the three days, with 96.2% of all Night 3 Tickets redeemed at the gate. General Admission to the Amphitheater was just 26 KRB per ticket per day, though Day Music was free for all to enjoy. The Art Installations saw visits from more than 45,000 visitors over the three days. ODEN supplied nearly 1400 pounds of marijuana, as well various all other quantities of the most popular drugs sold at the Jam. In all, ODEN grossed more than 7.3 million KRB, and net profits were estimated to nearly 1.2 million KRB.

This year's Festival Planner, ODEN-K's Julia Bank, had this to say: "The National Amphitheater also has some great gallery space tied to it as well as several participating galleries through the City. We really wanted to use the space to get back to the roots of the festival: Showcasing music and art. The art installations of past festivals have given way to more subdued work which can, and should be viewed and appreciated sober. This is not to say that those who are fully enjoying the festival were denied entry, but sometimes meeting a pretty brunette at the door who politely reminds you to stay more than three feet away from the art and open containers are strictly forbidden from the art space, that tends to put a damper on that sort of behavior."

A lighter music schedule, especially during the day encouraged more people to go visit the art installations. "People would come out to the Amphitheater for a Morning Maniac Set, usually beginning around 6. Then the Festival offered Breakfast for all, and various activities. We had some Brethrenists hold a Meeting on the mainstage one morning, and a bunch of yogis come out and do some yoga... They claimed that breathing can get you as high as weed." After morning programs, People were encouraged to visit one of the 14 art galleries associated with the Festival. "It helped," said Bank, "That the Galleries also had various food vendors and restaurants nearby. People would see the art work during the day, have lunch, an check out a little more before heading back to the Amphitheater for the Evening."

Music wise, the Jam featured its typically excellent mix of Kalistani styles. The aforementioned "Morning Maniac Sets" were often ska and reggae bands, who always played upbeat music designed to wake people up. A various mix of chemicals were on sale during the Morning Maniac Sets, including Dah Delta product, various powders, and other assorted edibles. "We also had coffee, cigarettes, and tea, for those who didn't want to get messed up too early," said Bank. Generally, Morning Maniac sets were very well attended, and served their purpose. "The bands were great: they were always like 'Come on, you Maniacs! get up and dance' or something like that!" said Bank with a smile. Morning Maniac sets were also showcases for lesser known local bands from different scenes. "A lot of times, they brought their friends up from another band, and they all jammed together. It was a good way to expose the audience to local bands that they may not have heard before, but might like."

Incidental music played throughout the day. "We actually had music all day long, but the stuff we played during the hours when we preferred people go check out the installations and exhibits was not necessarily music that was geared toward wide audiences. We played cult favorites, and other things which is atypical for the Jam. On Day 2, we had a jam band named Kingfisher. They have very intense fans, but most people don't like their style of music. I mean, on Day 1, we had a violinist named Mimi ben-Callis, who plays hiphop with her DJ and her violin. It was a VERY eclectic group. The sets were attended, and more music fans would attend later in the afternoon than directly after the Maniac sets."

The Night Sets were more in line with the Traditional GanJams. The first Night was the International Showcase, where international acts are featured the entire evening. International acts included Lodamese sludge band "The New South', a relatively hot alternative band from Kizenia named "Whales", and the Trigunian two tone act named "North Star:. Headlining the International Showcase was Luthori songstress and guitar ace Dianna Kauffman. "Kauffman really got the crowd moving," said Greg Henry, from Sulari. "The way she treated her guitar, she was clearly a master of axe-weilding and shredding. Kauffman made amazing and absolutely precise music, and accompanied her performance with beautiful makeup and staging. Truly an experience that was transcendent!"

Night Two was dedicated to acid rock and drug influenced music. Kalistani acid rockers Temple Hill 6 played sets back to back with Sulari based Terrace Dub AllStars. Other acts from the night include RF crew Donna DiGarret and the Teddies, and hardcore roots reggae act "Root and Branch." "Man, My favorite night is always L Night!" said spacey RF fan Madi Goshen. "You really see some pretty wild stuff when you hear this pulsing like, life beat and look out over like 65,000 screaming, tripping freaks. Its cool. Its a night for community. I have made life long friends during L Night. I've had some real intense life changing experiences. This year was a little chiller. I think it reflects the mood of the country." The Night was headlined by ODEN International Music Ambassadors and crowd favorites "Coyne and the Rabbits", who played an entire set of new music ahead of the October release of their next record.

Though RF has slipped from popularity in mainstream culture, it is alive and well at the Jam. Donna DiGarret and the Teddies reunite human sexuality and science fiction once more.

The Final Night, which is usually reserved for massive fan favorites, did not disappoint. Four bands graced the Stage for Night 3. Alternative metal band "Hammer and Tongs" brought a political message over machine precision beats and staccato rhythm. Reggae Massives, and ODEN supported band "Righteous Bong Hunters" boomed hard reggae beats for more than 2 hours. Alternative rock veterans "Carmel" returned to the Jam this year, featuring their classic line up of Denise and Ron Ballard on rhythm Guitar and Drums, Joanne Small on lead Guitar, and Daniel Fullani on bass. The Crowd roared their set, and demanded an encore. Denise Ballard then introduced Daniel De Laurent and Claire-Louise Bisset, hosts of the massively popular Night Show on Radio Kaliburg. De Laurent and Bisset had been broadcasting live from the Jam all evening, and took a break from the show to perform MC duties at the Jam. The couple were cheered and applauded wildly by the crowd. "Can you believe it?!" a random concertgoer screamed. "I can't! Its Them!!!"

Bisset introduced the Night's Headliners and Show Closers Logos and Fat Lenny, the Hip Hop duo from Kaliburg. The duo took the stage to massive applause, and Logos held the crowd for more applause for De Laurent and Bisset. "Someone should give these dudes a medal!" Logos said of the two DJ's, who smiled and waved. Logos bowed in mock fealty to the incredibly popular radio hosts, who shook his and Fat Lenny's hands before leaving the stage. The Headliners immediately kicked into an extremely high energy set of Old School hip hop, beginning with their massive song "Hype." The political and cultural lyrics met with booming bass and driving beat of Logos' backup band got the crowd moving. "There was like, moshpits to hip hop? " said an incredulous Taylor Ferrell. "It was wild. They were really getting the people into the music!" Logos and Fat Lenny played a two hour double set, before finally closing the show at around 3am

The Jam, though it follows the smaller format of recent years, still was an incredible festival. Bank, the planner announced that the Jam will begin the search for next year's venue. "If we could do one over seas, that would be cool," she said. "but given how unlikely that is, we are just going to keep that in the dream file.:

Lehendakari Marinel Berrio has been sworn in today, marking a change in the politics, culture and society of Kalistan which will go down
in history. The first openly Enskalan head of state, Berrio and his party the EDB seek to rekindle the old laws long forgotten and
suppressed through Luthori, Dundorfan and Socialist domination of the country.
In his inaugural speech as the first Lehendakari of the Republic, Marinel Berrio proclaimed a "historic moment in which the people of
Kalistan have finally seized upon their great heritage, one which spans back from the great Selucian shipbuilders of old and which has
been hidden by millennia of oppression and disinformation."

Marinel Berrio swore his oath under the Hernika Tree, an ancient symbol of the Enskalan. "Under this holy tree which sheltered our
forefathers, the nation be reborn."
The Hernika Tree has served as a focal point for the Enskalan National Movement for over 50 years
due to its significance among the Kalii tribes. Berrio set out a range of policies to increase knowledge of the Enskalan nation and to improve
people's understanding of the Enskalan language, culminating in an end to teaching Luthori in primary education.
Berrio also proposed sweeping economic and political changes, most notably rapid economic liberalisation to counter decades of decay
under the Socialist governments of the old regime. Seen as a sharp break from the old national ideal of the "Age of Affluence", the changes
will come as a welcome gift to national businesses, entrepreneurs and foreign investors.

Who are the Enskalan National Movement?
Founded 52 years ago, The Enskalan National Movement has long been a source of contention within Kalistani society. The movement grew
out of Kalistan nationalists who in protest of the policies of the SPoK government, seeked to research their national heritage for inspiration.
This led to a growing interest in the language, ethnicity and cultural norms of the Kalii tribes, the ancestors of all Kalistanis. The discovery
of ancient Kalii texts written in a Selucian dialect shed further light onto the original nation of Kalistan and the languages of the tribes in
question. The National Movement believes in the revival of the ancient language of Enskara as a common language of the Kalistani people,
and the establishment of a nation based on an uniquely Kalistani ethnic and cultural identity.

Who is Marinel Berrio?
Born into a middle class family in Kaliburg, Marinel Berrio served as a barrister before becoming a politician in the Enskalan National
Movement. There he became a famous orator, and has long been considered a founding father of a movement which has gained strength
under his leadership. Berrio was appointed chairman of the newly established Union of Enskalan Democrats and has since worked hard to
develop understanding and support within the Enskalan population. Although he has been criticised for a dictatorial leadership style,
he is still beloved by a large majority of the movement as well as the Enskalan population at large. His appointment by the National
Assembly as Lehendakari comes as no surprise to political analysts. Whether this popularity will spawn success in the difficult times ahead
remains unknown.

Companies Energia (Formerly National Energy) and EnsGas (Formerly National Petroleum) are set for IPO sales over the coming weeks

As part of the government's plan for increased economic growth, investment and entrepreneurship, Minister of Trade and Industry Paulino
Sarachu has announced sweeping changes in the ownership of nationalised companies, long a staple of the Socialist Party's economic
policy. The proposal would part privatise the mega-conglomerates National Energy (now Energia) and National Petroleum (now EnsGas),
opening their boards and shares to national and foreign investors. Such a move has gathered a great deal of interest, with Energia controlling
the bulk of coal and oil fired power-plants in Kalistan, and EnsGas owning rights to possible lucrative untapped Oil Reserves in the Ananto Strait.
Possible buyers of the initial IPO include the Hamilton Company, who have long been interested in the promised privatisation of the Enskalan
Petroleum industry.
National Energy and National Petroleum were key cornerstone companies, along with National Rail, which were formed over the course of
the Socialist government. The Socialist Party of Kalistan was highly influential in the historical development of the "Old Regime". However,
following the collapse of the Socialist Party and several decades of political chaos there has been a gradual decline in the Kalistani economy.
Through privatisation, the attraction of foreign investors, progressive taxation and pragmatic regulation, the Berrio Government seeks to
improve Kalistan industries through the creation of a freer, growth orientated economy. Paulino Sarachu has proposed a Government ideology
which seeks to take into account economic necessity as well as the rights and interests of community, labour and industry stakeholders.

The Old Regime
The Old Regime was the period of Socialist Party domination in Kalistan. Beginning in the third millennium and ending in the fifth millennium
following the SPoK's collapse, it is considered a controversial time in Kalistan most notably for the variety of different experiences held by
different parts of the population. Initially begun under One Party rule, it led to a period of great economic success near the beginning of the
fifth millennium around the time democracy was established. Known as the "Age of Affluence" by its supporters, economists attribute its success
to the policy of "Ethical Socialism" first exercised under the one-party government and refined during the democratic period.
A key aspect of "Ethical Socialism" lay in government control of key sectors of the economy such as National Energy and National Petroleum.
However, the subsequent downgrading of the economy and collapse of the Socialist Party has resulted in economic hardship in Kalistan.
Supporters of the SPoK emphasise the progressive nature of the society and the economic progress which occurred during their tenure. However,
opposition groups, most notably the Enskalan National Movement, emphasise the instability brought by the Socialist Party's collapse as well as
the lack of a consistent national identity which they attribute to government policies under the one-party period.

The New "Enskalan" Model
The government has set specific boundaries on investment, most notably a guarantee that government will retain atleast a plurality
of the shares of each company, with foreign investors limited to less than the government's share. This policy has been partially extended to
all national enterprises, where foreign investors are banned from controlling a majority of the stake. This, the government says, is in order
to prevent the use of nationalised or corrupt companies by foreign enemies to undermine national industries. It also seeks to combine the
positives of entrepreneurship and private investment with the democratic oversight which comes with nationalisation of key sectors and
natural monopolies. This new economic system, coined the Enskalan model by Sarachu, intends to allow the government to ensure market
efficiency through regulatory oversight, projecting the will of the people within the private sphere and preventing short-term profiteering
which may result in long-term damage or sudden crashes.

The Government has faced criticism today over moves to increase military spending, change military norms and adjust ranks and naming
conventions in line with Enskalan. The Defense Ministry has announced a broadening of the military's powers to carry out offensive action,
the legalisation of nuclear, biological and chemical arms, the nationalisation of key military industries and a dramatic increase in military
spending. Such broad military reforms have come as a shock to members of the Kalistani population, following century's of military
cutbacks and pacifistic governments. When questioned about the increased military funding, the Lehendakari emphasised the importance
of national defense, "the defense of the nation is an important role of the state, one which has long been ignored through successive
socialist governments. The nation must be prepared to face any threats, and this act will enable such preparations.
" Berrio also focused
on his commitment, "to international peace and the security of the world. Such commitments don't end today with this proposal."

Nationalisation of Defense Industries
The government has moved to nationalise important military companies, forming the new Enskalan Heavy Industries, Industrast,
as a unification of several defense, shipping and infrastructure companies which were focused on naval, air and armored manufacture.
The Ministry of Defense justified the move by emphasising the importance of national technology secrets being protected, as well as
the importance of ensuring effective and regulated arms development to produce the weapons which the military demands.
This nationalisation has come as multiple industries in the government's portfolio have been privatised in the interests of liberalisation,
the private nature of the defense industry within the Old Regime was always a source of contention within the Socialist governments of
the past. By nationalising military industries, the Berrio Government has decided that national defense is to be prioritised over market
liberalisation.

The Importance of Hard Power
Such sweeping changes, however contentious, have been seen favourably by political scientists, military analysts and Enskalan nationalists,
who have long called for Kalistan to take a more hard power approach to politics. Dr. Alexo Abaroa of the Institutua eta Nazioarteko
Ikasketak
, praised the governments moves, "It is high time that Kalistan takes a leading position in the the protection of global markets
and the fight against terror. That such an economically powerful country has failed to complement soft power with hard power until now is
truly a travesty and I congratulate the Berrio Government on seeing beyond populism."
With the risk of terrorism steadily increasing with
political turmoil in Dovani, leading analysts have begun to focus on which realist policies could be implemented by the Berrio Government to
ensure Kalistan remains protected and free.

EnskalAire and PanSeleya, two newly formed airlines have seen massive increases in Investment since economic liberalisation began

Competition grows between the two leading airline companies in Kalistan as the government begins offering preferential contracts to the
highest bidders. EnskalAire has been seen as the main winner in the contracts agreed so far, with right wing economists criticising preferential
treatment for the nationalised flag carrier. Chief among the critics was PanSeleya's CEO Leon Aldaia, who called the government's contract
process as, "full of corruption and anti-market thinking." However, the airline sector appears to be steadily growing, with increases in
private investment, and growing interest from foreign airline carriers and manufacturers such as Valruzia's Reglair and Kazulia's Northern
Airlines.

A Sector of Growing Importance
The Kalistani airline sector has seen substantial growth in investment over the passed few months, as Government owned EnskalAire and
private PanSeleyan Airlines compete over contracts throughout Kalistan and the surrounding airspace. EnskalAire, formally Kalistani Airways,
is as of this moment the main flag carrier for the Enskalan State. However, its current status as government owned has led to lower levels of
private investment than its PanSeleyan counterpart, and the PanSeleyan CEO, Leon Aldaia, emphasised this key difference in a speech to
investors, "PanSeleya is a private company dedicated to improving aircraft technology and luxury. Investments are secure with PanSeleya!".
64% owned by the billionaire Pagate Family, PanSeleya employs over 34,000 people across the service sector. Although currently constrained
to intra-nation flights, as the name suggests PanSeleya intends to expand far beyond the Kalistani borders. Kalistan's prime location between the
markets of Antania and Northern Dovani provide a great opportunity for airlines and shipping companies, and the Berrio Government has seeked
to aid private investment in this sector as a natural progression of Kalistani's service sector.

An Issue of Economic Debate
Libertarian thinkers within the Union of Enskalan Democrats have criticised the government's refusal to liberalise the EnskalAire company through
privatisation, criticising the leading Berrio faction for its advocacy of the Enskalan model as proposed by Industry Minister Paulino Sarachu. The
issue of government favouritism towards nationalised companies has so far not been addressed by the Berrio Government, who has mainly
emphasised the positive impacts of government investment and the democratisation which comes with government regulation and oversight of
state industry. The conflict within the EDB over economics is likely to be a long and vicious one, with the outcome revolving around how successful
the Berrio Government's policies will be in inviting private and foreign investment, improving living standards, bolstering unemployment and keeping
inflation low.

An Iron Ore boom in mainland Kalistan has begun with partially nationalised EMESAN buying up vast swarves of land from local subsistence
farmers for expansive excavation and refining operations. The successor to the National Ferrominerals Corporation, EMESAN has begun to
expand operations in the Neveras district of the Enskalan State, bringing employment and commercial opportunities to a region long plagued
with low life expectancy compared to its coastal, neighbours. After several years of broad surveying, rich bands of iron ore, coal, gas and
copper deposits have been found. Such a development has brought Neveras to the forefront of the Ferrominerals market, with the richest
strands of iron outside of Dovani providing ample export opportunities for the landlocked district.
EMESAN has long put its faith in the untapped wealth of the Kalistani interior, long left unsurveyed by a socialist government more intent to
maintain Neveras agriculture jobs regardless of their unprofitability. EMESAN CEO Lier Ascutia emphasised the impact that government reforms
have had on the success of their business, "I can only thank the Berrio Government for their due diligence in allowing surveying in mainland
Dovani. The EDB can be thanked for our success and the boon the new market has had to the local economy and people."
Such statements
appear to bare fruit as the Lehendakari's popularity has shot up significantly within Neveras, long a bastion of the old regime. Such
developments also seem to have decreased public anxiety surrounding the use of the area for military training purposes, with the population
placing economic growth and job security over pacifist populism.

Other Business News: Osasor and IjurcoVelarra Grow In Strength And Competition
The major pharmaceutical companies Osasor and IjurcoVelarra have grown into new powerhouses, with the collapse of the Organisation
of Drug Exporting Nations precipitating increased private investment and involvement in the chemical, pharmaceutical and recreational
drugs markets. Kalistan has long been a nation of prominence within the pharmaceutical industry, with high levels of government
investment in pharma research and a perfect climate for the growth of recreational drugs such as the Cannabis Plant for international sale.
Osasor, the direct successor to ODEN, holds much of the old market in cannabis and pharmaceuticals, whilst the recently founded and
fully privately owned upstart IjurcoVelarra has branched out in to new markets, emphasising the development of new pharmaceuticals and
chemicals with a large independent research division. The founders, entrepreneurs Bako Velarra and Tespis Ijurco, have emphasised the
importance of innovation investment when in competition with partially-privatised businesses, advice which could prove useful for
many private businesses operating in the shadow of state backed megacorps, such as Panseleya.

The Rise of the Enskalan Transport Sector, EBK and Panseleya Lead the Way
Another burgeoning industry in Kalistan is the transport sector, with shipping conglomerate EBK and air transport subsiduary Panseleyan Cargo
investing heavily in the capacity of Enskalan docks and airports to serve as the new epicentre of the transport network between the old
world and growing markets in Seleya and Dovani. EBK has began the process of contracting with Industras for the production of over 50
container ships to ship ferrominerals and agricultural crops from Kalistan and import secondary sector products for sale on the Enskalan
Consumer market. Panseleya is also making strides in a sector in which EnskalAire appears uninterested to invest in, combining purchases of
new extended range aircraft with Reglair I7 transport planes to add to their growing commercial fleet. The Government is also taking an
interest in the Enskalan transport sector, with the expansion of Kaliburg International, underway to include an additional third runway,
and with Industras expanding the docks in Kaliburg and Eshara. The Trade Minister Paulino Sarachu has described Enskalan's economic future
as "one which is as grounded in transport and services as it is in the Primary, Secondary, and Quaternary sectors. Me must strive to invest
in transport links and enable the movement of goods, capital and labour throughout the globe. The Enskalan State is prepared to hold up the
mantle of globalisation in the improvement of human life and the prosperity of all nations."

The Enskalan Defense Forces have today announced sweeping purchases of new infantry equipment, vehicles and naval vessels, with
the intent to contract aircraft from friendly nations. The National Military companies Estarma and Industras are set to gain heartily from
this government's contracts. The government has placed significant importance on the development of the Enskalan Defense Force,
having established a modernised army, banned the involvement of militias in the nations defense and seeked to deradicalise and train
the military into a highly professional volunteer force capable of projecting power within Northern Seleya.
A key part of the EDFs new defense policy is the creation of an independent Marine infantry Force and the creation of a cross service
Rapid Reaction Force incorporating paratroopers, marines and quick strike aircraft to react to threats in what one government defense analyst
called, "the ever darkening jungle which is modern warfare."

Estarma and Industras at the Forefront of Defense Development
Estarma is set to produce and sell modernised infantry equipment to the Enskalan Army, including the purchase of an initial 50,000 Estarma
AUK assault carbines for the Army, Navy and Marines. Estarma have also been contracted for the creation of a new modernised camouflage
uniform for the Army, as well as the creation of several patterns for the Navy and Marines, to accompany the roll out of a new individual
protection system featuring state of the art helmets, vests and load carrying equipment.
Industras have been contracted to design and produce a new Armoured Personnel Carrier/Infantry Fighting Vehicle for use by the Army and
Marines. Industras is also seeking to purchase licenses for the production of an improved main battle tank capable of traversing a variety of
environments and equipped with state of the art optical and defensive equipment. However, the main contract for Industras is the design and
construction of a new flight of Destroyers for the Enskalan Navy, as well as improvements and outfitting to the active service Frigate fleet. Such
development in the Navy has been considered a necessity by defense analysts for sometime, who have been concerned about the Kalistani
Regular Forces ability to defend the nation during the old regime.

Defensive Necessity and the Threat of Extreme Regimes
The Minister of Defense Amusko Elexpeiti when announcing the contracts, emphasised the importance of national security in the modern era,
citing the Kazulian intervention in Northern Dovani and the rising extremism of the Lodamunese government as two examples of the power
which hard power provides to a nation seeking to protect its own interests and secure peace. "The situation in Northern Dovani, where a
heinous crime has been countered through the intervention of a democratic nation, is a great demonstration of the importance of military
might in protecting the world's must vulnerable and securing peace and security. However, Northern Dovani is not the only sign of the danger

and shine a light in the importance of a developing nation to defend its own interests from threats.

The transition of the Enskalan economy from the old order of state owned assets to a privately controlled-government regulated liberal
democracy is one which provides great opportunities for Enskalan, allowing for both national and foreign investment, enabling businesses
to make use of cheap labour and resources from abroad whilst providing improved living standards for the people back home. The Berrio
Government has from day one pursued the aim of liberalising the economy while also protecting the most vulnerable during the transition.
The Enskalan Model is a great representation of this aim, where in the government retains majority control of of companies which otherwise
would have immense power over easily monopolised resources, ensuring that the price of these goods is kept low and protecting the nation's
energy resources, transport, infrastructure and defense industries from the worst aspects of the free market.
That the government needs to implement such policies should stand as a warning for the negative aspects of liberalisation, most notably the
threat which foreign investors may pose to Enskalan stability, economic growth and national defense.

The Positives
An excellent case study is the influx of foreign investment from nations such as Likatonia, Valruzia and Kazulia. All these states have vibrant
powerful economies, their investment could provide innumerable business and job opportunities for the people of Enskalan long lacking
investment and modernisation. Likatonia's Hamilton Company has been highly successful, and their investment in the national EnsGas company
provides needed capital for the expansion of the Ananto Strait gas field. Kazulia's Northern Airlines has taken significant interest in the use of
Enskalan as a transport hub between North Dovani, Seleya and Antania. Valruzia is certainly the most significant investor, with privately
controlled LOT Group expanding their reach beyond solely Air Kaliburg, purchasing a 34% stake in EnskalAire. The Valruzian State has also taken
an interest in the energy sector, with State owned Enerwal and Walatom expanding their control over Energia. These investments have allowed
Enskalan companies the much needed capital to expand operations and provide the current economic boom, a negotiated settlement for which
foreign investors and the Berrio Government must be applauded.

The Risk
However, positive the impacts of investment, there is a significant risk that permeates such liberalisation programs, the threat which foreign state
and foreign corporate investment has on the development of national industries which both remain profitable but in such a way as to be
advantageous to the Enskalan people. Valruzian owned Enerwal and Walatom, although perfectly effective operating within their own country,
run the vast majority of their services in a country in which their state maintains political control over their energy industry. Hence their ownership
of a section of the Enskalan national Energia is concerning as it undermines the very reason firms like Enerwal are state owned in the first place,
to protect the population and ensure government oversight. Private industries are also of great concern, with Hamilton directly tied to the
Likatonian President, and LOT Group holding effective monopoly control of airspace in numerous countries, able to increase sales prices without
the ability for national government's to effectively regulate them.
In order to ensure that the assets of Enskalan are protected in a way which provides opportunities for entrepreneurs, capital for development
employment for workers and cheap products for consumers whilst taking into account the political and social needs of the Enskalan people will
always be a balancing act. The Enskalan model, which prevents private investors from gaining over 50% of a natural monopoly, and which
prevents foreign companies from having a larger stake than the state in partially-nationalised industries, helps maintain a semblance of control,
but it is not a catch all solution to the problem. Such issues as Enskalan continues to grow in strength and prosperity will have to be addressed
if there is ever to be a prosperous, progressive and liberal Enskalan economy.
