"Comrades, we have quite the situation on our hands. As I was informed earlier by Foreign Minister Jang, as were comrades Bello and Odili, the Deltarians have discovered this 'Dovani Liberation Organization' to be headquartered within our borders, and as such they are requesting to send a force to Liore to combat these terrorists. In front of you you'll find copies of the documentation provided to us by the Deltarian embassy confirming their claims, as well as the details of their request for cooperation."
As General Secretary Chui Afolardhi stopped momentarily from his brief, the Ministers and officials present at the meeting opened the packets placed before them before their arrival. Financial Minister Jahi Buhari followed his colleagues, remaining quiet and low while he flipped through the pages of his packet and skimmed through its incriminating words. How could the Deltarians uncover this, and what are these absurd proposals? Do these fools legitimately think we'll allow them on our soil? Buhari was deeply troubled by what lies in front of him. Not only was the staunch nationalist troubled by the level of Deltarian-compiled evidence sat in front of him and incriminated Lioris in attacks on Deltaria, but he was most worried for the requests to allow Deltarian forces into Liore to crush the DLO.
"Comrades, just like any true man of Liore, my life has been devoted to the protection of our people and the liberation of Dovani from western imperialism, and my vision for a just tomorrow is a Dovani united under the common vision of socialism and independence. But I have always been of the opinion that the way to achieve this better future is not through sudden violence but through gradual diplomacy, and it goes without saying that blowing up civilians on another continent not only will not bring us further on this path, but will set back Dovanian liberation and is nothing but pure stupidity and bloodthirst. Though it pains me to admit, I am currently of the opinion that we must accept Deltaria's request and allow them to commence with this 'Operation Striking Defeat'."
"But comrade General Secretary," Civil Defense Minister Tambo Olanrewaju responded "allowing the Deltarians, or any western imperialist power for that matter, to send troops, hardware, and intelligence assets to Liore is a threat to national security. The presence of an imperialist force puts Liori independence and the Socialist State in jeopardy. Only ten years ago did the Deltarian military illegally overthrow the government in Kundrati, and you want to willingly invite that same military here? To hell with this DLO, we can deal with them ourselves to appease Deltaria, but under no circumstances should we allow a foreign army on our soil."
"Comrade Olanrewaju, I respect and share your opinion, but what scares me is the possibility that the DLO is much more than it seems and that what may seem to be the suppression of a minor criminal group could turn out to be a protracted campaign against a guerilla army, resulting in the spilling of Liori blood and the accumulation of Liori corpses. If this turns to the worst, I'd much rather substitute some of our blood with Deltarian, and have the assistance of their technologies."
Minister Buhari then spoke up "General Secretary, allowing the army of a foreign empire into Liore will give off a foul look. To our own people, we jeopardize the image of the Socialist State as being reliant on foreign powers for existent, and I'm sure a sitting government allowing imperialists on our soil will stir up unease among the public, our own Public Information Ministry has seen to that. And I'm sure the Foreign Minister can attest to the adverse effects this will have on our relations with neighboring countries, particularly fellow oppressed nations in Dovani. This could discredit us as a regional leader. And then there's Vascania, surely we do not wish to provoke the elephant again when we have so delicately bridged the gap with them after the blockade crisis."
Arch-Minister Reth Gowon interjected "I cannot argue against comrade Buhari's qualms, I too share those fears, but it is the unanimous opinion of the Arch-Ministry of Abroad and its subsidiaries that we accept Deltarian assistance. It would be a blemish on Liore's international relations to allow the continued existence of the DLO, and it would turn away the West from bankrolling our rise. It would be best to accept Deltarian assistance and keep them as a strategic ally for the time being, and it would of course be best to remove the DLO blemish as swiftly as possible. If we are to get back on track to the destiny of a free Dovani, I suggest we accept and make the most of this momentary setback."
"Enough," Chui Afolayan retook the floor "I thank you comrades Buhari and Gowon for the dialogue, but I agree with comrade Gowon that these foreign policy setbacks will be momentary at best. We have to return to normalcy if we wish to continue our national progress. We'll be accepting Deltaria's request and..."
Premier Okapi Ngige abruptly interrupted "I've heard enough of this talk of foreigners taking up arms in Liore, I won't have any of it, and I'm sure neither the People's Assembly or Politburo will either. Minister Olanrewaju is right, allowing a western army into Liore is a threat to national security, and I won't allow it to happen on my watch. As Premier, I won't allow any of this nonsense to occur."
"You forget yourself comrade, as Premier you will do nothing. As General Secretary, I have final say on all matters. Not you, not the People's Assembly, me, and I've made my decision. You'd do best to sit back and accept it before you earn a demotion, or worse. Now, where were we. Ah yes, let us now begin preparing plans for our participation..."
Later
Financial Minister Jahi Buhari had not fully regained control of himself since the end of the meeting. It seemed months of delicate and painstaking planning had gone down the drain. The DLO's attacks in Cahtice only managed to enrage Deltaria as prodding does a bear, and now the army of one of the west's most notorious powers had been invited to Liore to crack down on Liori civilians. With these thoughts and worries, Buhari made his way through Yamabiro's dark alleys through a bleak rainy night. As soon as he had left the meeting, he had contacted the man he knew only as "Monkey," his contact within the Dovani Liberation Organization. It was through Monkey that Buhari had been secretly siphoning funds from the treasury to give to the DLO in their crusade against western imperialism. Up until this night, Buhari felt he had been doing what was right to liberate Liore and all of Dovani from the west, but after finding out that his actions inadvertently led to the dispatch of the Deltarian military to Liore, he felt only regret. And regret he felt as he stood waiting in the rain for his handler to arrived, waiting in his regret until finally a man approached and spoke to the renegade Minister.
"Brother, the sunset tonight was quite beautiful, wasn't it?"
"Yes, as beautiful as the sunset of the west."
Monkey then lowered his voice "Anything to report, comrade?"
Buhari returned "There was a meeting tonight, the Deltarians know of your operations in Liore, and the Party will be allowing Deltarian forces on Liore soil to combat the DLO. Take this, it's all the information I have."
Monkey accepted the package and replied "Worrying. Is this all?"
"Yes."
"Comrade, though this beast is a danger, we will handle the Deltarian menace. Have faith in the strength of Dovani, soon we will rise above all the imperialists have to throw at us, and then we will rise above the pigs themselves. As long as the DLO can count on your reports and funds, we will over come. Remember that, comrade. I have to go, we'll remain in touch."
With those words, Monkey departed, leaving Jahi Buhari alone in the darkness and rain. Though he felt regret for what was now happening, he remained adamant in his support of the cause, and quickly made the decision to commit entirely, though in the end his assistance would not save the DLO, or himself...
