I thank our hosts for providing the opportunity to talk through the current situations, namely the ongoing territorial issues in The Great Jelbek Confederation (Jelbania) and the actions of the regime in Barmenistan.
Without further preamble, I should like to start by talking about the current situation in Jelbania and by summarising the position there as we see it:
Of the five provinces in that country, the northern and northwestern states (known collectively as the Jelbek Khaganate) fall under the economic influence of Vanuku as per the still binding
Rklemjistad Agreement.
The most southern province (the Southern Khanate) falls under the economic sway of the Deltaria Realm, as per the above agreement, but for several decades has operated as a de facto socialist republic and puppet state of Deltaria.
The south-western province, known as the Confederal Tribal Areas, loosely falls under the remit of the Central Confederal Government of Jelbania although a series of petty warlord holds sway on the ground. Vanuku guarantees this territory's independence and until recently stationed troops there.
The eastern province, known as the Free Republic of Jelbania, comes under the direct control of the confederal government and, again, until recently Vanuku stationed security forces there.
Our main issue is that the establishment of the communist puppet state in what was the Southern Khanate is a violation of the Rklemjistad Treaty as this political entity oversteps the boundaries of simply "economic influence". It was also established without the express permission of the central authorities in Jelbania and against the wishes of the third treaty signatory i.e. Vanuku.
Under the terms of the treaty, if the agreement is violated, both Vanuku and Deltaria have the right of intervention military or otherwise. We believe, therefore, Vanuku is compelled to station troops in Jelbania until this treaty violation has been overturned and the security threat alleviated.
Therefore, we ask what concessions will Deltaria make and what would it ask in return?
