Expansion of Welfare Laws

This will be a 'building block' law variable proposal (like the central bank, where you can specify if it exists and if it does then other laws apply to it) to modify welfare to be more dynamic and allow players to have more in-depth RP surrounding the nuances in their parties' ideologies - a party may not entirely oppose a welfare system, but may oppose one it deems to oppressive. This proposal would allow more room for that to occur. It would also let federalist nations specify the states fund an extensive welfare state or a minimal one, giving them more than just federalism for their welfare opinion.

Policy on the existence of a welfare state (method of funding to be determined)*

Law/Policy Category: Welfare


Options:
1) There is an extensive, highly funded welfare system.
2) There is a comfortably funded welfare system. (Default)
3) There is a minimal welfare system.
4) This nation maintains no social welfare system.

Effects:
1) Large increase to big government, large increase to regulator.
2) Little increase to big government, little increase to regulator.
3) Little increase to small government, little increase to free market.
4) Large increase to small government, large increase to free market.


*Comments: the funding would be set by the existing law that decides whether the national government or local governments fund welfare.

Policy on unemployment benefits (If there is a welfare system)

Law/Policy Category: Welfare


Options:
1) Unemployment benefits are given to all unemployed persons, and not limited by time or job-seeking status.
2) Unemployment benefits are given to unemployed persons, but are limited by time and/or job-seeking status. (Default)
3) Unemployment benefits are not given to unemployed persons as part of this nation’s welfare system.
4) This issue is left up to the local governments.

Effects:
1) Little increase to big government, large increase to regulator, little increase to progressive.
2) Little increase to big government, little increase to free market.
3) Little increase to small government, large increase to free market, little increase to conservative.
4) Large increase to federalism.


Policy on disability benefits (If there is a welfare system)

Options:
1) Disability benefits are given to all disabled persons, and not limited by time or job-seeking status.
2) Disability benefits are given to disabled persons, but are limited by time or job-seeking status. (Default)
3) Disability benefits are given only to disabled veterans and the elderly.
4) Disability benefits are not distributed as part of this nation’s welfare system.
5) This issue is left up to the local governments.

Effects:

Policy on paternity/maternity benefits (If there is a welfare system)

1) Paternity/maternity benefits are distributed to all new parents, regardless of income or employment status.
2) Paternity/maternity benefits are distributed to new parents who meet certain income and/or employment status requirements. (Default)
3) Paternity/maternity benefits are distributed to the new parents who are active military members and/or veterans, and their families.
4) Paternity/maternity benefits are not distributed as part of the welfare state.
5) This issue is left up to the local governments.

Effects:
1) Little increase to big government, large increase to regulator, little increase to progressive
2) Little increase to big government, little increase to free market
3) Little increase to big government, large increase to free market, little increase to militarist

Guarantee of minimum income (Revision)

Options:
1) All adults shall be guaranteed a very basic subsistence income by the government.
2) All adults not supported by another person shall be guaranteed a very basic subsistence income by the government.
3) All adults not supported by another person shall be guaranteed a very basic subsistence income by the government. However, the provision of this is not to exceed a certain period of time.
4) All veterans shall be guaranteed a very basic subsistence income by the government.
5) There shall be no direct cash payments to individuals to guarantee a minimum income. (Default)
6) This issue is left up to the local governments.

1) Foreign residents receive welfare payments.
2) Foreign residents do not receive welfare payments. (Default)
3) This issue is left up to the local governments.

2) Little increase to isolationism
3) Large increase to federalism
