2. There is no policy concerning the sales of recreational drugs. (default)
3. The government is entirely responsible for the controlled sales of recreational drugs through operating stores and other locations.
4. Recreational drugs sales are handled by private foundations which are heavily regulated by the government.
5. Sales of recreational drugs is completely unregulated.
6. The matter of sales of recreational drugs is handled by local governments.

EFFECTS:
1. Increase in government responsibilities.
2. Decrease in government responsibilities.
3. Heavy increase in government responsibilities, government controlled market and progressive morality.
4. Increase in government responsibility, progressive morality and slight to none laissez faire market.
5. Progressive morality, laissez faire market.
6. Increase in federalism.

Good law, but it should be called

Recreational Drugs Sales (if Recreational Drug use is not forbidden).

I think the first option should still be there though to create a more surreal state (when drug use is allowed, but to sell them is forbidden).


And I think we should be a bit less determinating. The first option should not contain the portion "and are severely prosecuted", because it leaves no option for a party that wishes to forbid drug sales, but doesn't want it severely prosecuted.
