Name of the Law/Policy: Disability Allowance
Law/Policy Catagory: Welfare

Options:
1. The State guarantees a generous, uncapped & needs-based disability allowance to all disabled people.
2. The State guarantees a disability allowance to all disabled people, capped at a basic, flat rate, with top-up benefits available for the most severely disabled people.
3. The State guarantees a disability allowance to all disabled people, capped at a basic, flat rate.
4. The State guarantees a disability allowance only to the most severely disabled people.
5. The State does not offer any sort of disability allowance.
6. Local government sets disability allowance rates and determines who is eligible to receive them.

Effects:
1. Large increase in Government responsibilities, progressive increase.
2. Increase in Government responsibilities, slight progressive increase.
3. Slight increase in Government responsibilities, slight conservative increase.
4. Slight decrease in Government responsibility, slight conservative increase
5. Decrease in Government responsibility, conservative increase
6. Increase in Devolution.

Comments: The Welfare section is rather thin, and I feel this is an important issue that covers government responsibilities, morality and devolution.

A related bill in the future could be about provision of disabled services - privately ran, state operated, charity ran, ran by religions, contracted out etc. Let me know your thoughts, this is my first proposed law.

I don't think so. This is specifically for disabled people.
