I propose keeping all 5 current possible policies; but adding a new route:
OPTIONS:
1. Prostitution is illegal.
2. Prostitution is legal but not recognized under government employment regulation policy.
3. Prostitution is legal and a recognized profession.
4. Prostitution regulation decisions are left up to local governments.
5. There is a state monopoly on prostitution.
6. Prostitution is not a recognized profession and is actively discouraged; all sex workers found are put into education and training by the government.
EFFECTS:
1. Remains as is currently

6. Shifts leaning to Big Government on the Government Responsibilities Scale, Regulation on the Market Scale, Progressive on the Morality Scale
This would be intended to mimic the social reforms enacted by various IRL governments over the years; as I feel the currently available policies don't really reflect said reforms.
