Name of the Law/Policy: Government policy on housing rent regulation

Law/Policy Category: Infrastructure

Options:
1) The government does not regulate housing rents. (Default)
2) The government obligates organisations representing landlords and tenants to negotiate housing rents.
3) The government sets a cap on housing rents.
4) Local governments decide on housing rent regulation.

Implemented. An error on my part, I had meant to implement another one which is on this thread. Apologies to Hrafn, if you have any changes in mind to the version proposed by Moderation, you can still bring them forward for consideration.

Well, my original proposal had a 5th option: the national govt sets a cap but local govts may set their own, lower, caps, just like the law on salary caps. But this version is fine too, honestly.
