There is an overlap issue here. Please bear in mind the lawset on law administration:

The government's position towards the administration of law.

There are regional courts, but decisions of regional courts may be appealed to national courts (if the right to appeal exists).
There is a uniform system of courts across the nation.
There are regional courts that have jurisdiction over questions of regional law and national courts that have jurisdiction over questions of national law.
There are no courts, the Head of State will determine what's right or wrong.
There are no courts.

Sure, but I think a certain amount of overlap is unavoidable, and we already have a number of potentially conflicting variables:

e.g.

Regulation of advertising of substances classified as addictive and harmful (if the sale is legal).


Advertising is legal and unregulated.
Advertising is restricted.
Advertising is restricted and has to carry strong warning messages.
Advertising is banned.
Policy on advertising is determined by local governments.


vs.

The government's policy on advertising

Only advertising that meets certain set standards is permitted.
All advertising is permitted.
All advertising is prohibited.
Only governmental organisation advertising is permitted.


or

Policy on monopolies.

There is no policy on monopolies, they are unregulated.
Monopolies are actively enforced in all sectors of the economy.
Monopolies are only actively enforced in specific sectors of the economy.
Monopolies are only forbidden in specific sectors of the economy.
Monopolies are forbidden, and are actively broken up.



vs.

The right for a person to prostitute himself or herself.

I am sure there are plenty of other potential conflicts and overlaps, and ultimately I think they are unavoidable.

In this case though the potential for conflict is not that great. No nation currently has either of the two problematic variables on law administration, and if any of them did the contradiction isn't really that major; under the "Head of State" variable the HoS could be assumed to "determine what is right or wrong" based on recommendations from a jury, and under the "there are no courts" variable the juries could count as, say, revolutionary tribunals to replace courts and enact "revolutionary justice". This is just a possible interpretation that could avoid a conflict between the two laws. But as I said, I think avoiding overlaps between variables is not always possible, and I personally don't think this particular overlap is an issue.

Would Moderation consider changing the title of the lawset from "The right to trial by jury" to "The right to trial by jury (if there are courts)"? I think that would eliminate or at least reduce the scope for confusion.

As for the other lawsets you mentioned, a few minor tweaks might help. Some suggestions:

Regulation of advertising of substances classified as addictive and harmful (if general advertising by companies is permitted and sale of the addictive/harmful products is allowed).

Advertising of addictive/harmful substances is legal and unregulated.
Advertising of addictive/harmful substances is restricted.
Advertising of addictive/harmful substances is restricted and has to carry strong warning messages.
Advertising of addictive/harmful substances is banned.
Policy on advertising of addictive/harmful substances is determined by local governments.


General policy on monopolies (this general law is superceded by other laws relating to specific parts of the economy)

There is no general policy on monopolies, they are unregulated.
Monopolies are generally actively enforced in all sectors of the economy.
Monopolies are generally only actively enforced in specific sectors of the economy.
Monopolies are generally only forbidden in specific sectors of the economy.
