Name of the Law/Policy: Government policy on parental leave
Law/Policy Catagory: Economics

Options:

1. Employers must provide paid parental leave to both male and female workers
2. Employers must provide parental leave to both male and female workers, though wages do not have to be paid
3. Employers must provide paid parental leave to female workers
4. Employers must provide parental leave to female workers, though wages do not have to be paid
5. Employers do not have to provide any parental leave
6. Parental leave policies are left up to local governments

Effects:

1. increase in government responsibility, decrease in market capitalism
2. decrease in market capitalism
3. slight increase in government responsibility, slight decrease in market capitalism
4. slight decrease in market capitalism
5. decrease in government responsibility, increase in market capitalism
6. decrease in centralization

I dont think civil rights should be affected by this. Libertarians would oppose parental leave but be 100% for civil rights, so its not really fair.

How is it not a civil right for a parent to be able to take some time off to take care of there recently-born child?

Because civil rights protect an individual from unwanted gov't infringements, therefore they are necessarily negative liberties. Parental leave is a "positive liberty" and thus not a civil right, same as the "right to employment", "right to a living wage", these are not civil rights. The right to free speech is.
