Name: Head of State Veto Power

Variables:
1. Head of State has Veto power
2. Head of State has Veto power, only on bills not passing by a constitutional majority
3. Head of State has Veto power, only on changes to Legislative laws, or on ratification of International Treaties.
4. Head of State does not have any Veto power what-so-ever

Would be great if any mods can comment on this regarding it's practicality.. 8-)

Also, making it official:

Name of the Law/Policy: Head of State Veto Power
Law/Policy Category: Administrative

Options:
1. Head of State has unlimited Veto power
2. Head of State has Veto power, only on bills not passing by a constitutional majority
3. Head of State has Veto power, only on changes to Administrative laws, or on ratification of International Treaties.
4. Head of State does not have any Veto power what-so-ever

Effects:
1. Huge Increase in Centralization, Huge Decrease in Government Responsibilities
2. Increase in Centralization, Decrease in Government Responsibilities
3. None OR Small Increase in Centralization, Small Decrease in Government Responsibilities
4. Small Decrease in Centralization, Small Increase in Government Responsibilities OR None

Comments:
Not sure on the effects, or on the practicality.

I doubt this is practical due to the changes in game code required (every bill requiring a check to see if the HoS's party voted yes or no)...

I wonder how hard it would be to implement? It seems like a simple feature...

Would be a great addition to the game, but unfortunately it's not something that we would be able to add in. I can pass it on to Wouter next time I speak to him, but it's not likely to become a priority.

If you could, that would be great Jay :) I don't think it would be too hard to code whether the HoS party voted no, but it's worth a shot.

If this was possible, perhaps there could be a category where the Head of State has veto power, but the legislature could override the HoS's veto with a certain number of votes (e.g. 2/3 or 3/5 of the legislature, maybe?). Also, there could be limits to what he can veto, as UniSocAll mentioned before. I guess it could work in RP (probably not going to be added into the game officially), although I think Particracy would have better gameplay if Wouter has a chance to implement veto power into the game.
