How about this:

Options:
1) The nation retains a full time, professional army, navy and air force. (default)
2) The nation retains a part time, professional army, navy and air force as part of a reserve group.
3) The nation retains a volunteer army, navy and air force based on population enrollments.
4) The government assigns military control to local governments.
5) The government retains a part time, professional army, navy and air force in alignment with paramilitary groups.
6) The government subcontracts semi-military control to private groups.

How about adding another for a nation having no army?

7) The nation does not maintain armed forces, only a police force is in place.

Effect:

7) Huge decrease in militarism/ Huge increase in pacifism.

Speaking generally:

7) The nation does not maintain any professional or voluntary army, naval or air force.

And option 6 should have something to do with the government size and market.

I'd have to agree, but I can say I have second thoughts about this. Say a party does pass a law where no army is maintained, just for visibility, and when conflict comes, another nation chooses to exploit this fact by attacking. But the player refuses to accept the law as part of the RP. This can create player conflicts, I think. No?

I think all we had to do is alter the Rildanor accords a bit, but seeing as game mechanics > RP, there really shouldn't be a problem. All the player could do, is ignore the war RP, and that's already possible.
