Hello. There are two types of eugenics that particracy players may want to partake in, so I have updated my proposals.

Name: Government policy on negative eugenics
Law/Policy Category: Health

Options:
1. The government does not engage in negative eugenics.
2. Persons with undesirable traits (e.g. mental or physical illness, race, etc.) are prevented from reproducing.
3. Persons with undesirable traits (e.g. mental or physical illness, race, etc.) are actively exterminated.
4. This is left for the local governments to decide upon.

Effects:
1. No real effect, maybe an increase in civil rights.
2. Decrease in civil rights. Increase in government responsibility.
3. Significant decrease in civil rights. Increase in government responsibility.
4. Decrease in civil rights. Increase in devolution.

1. The government does not engage in positive eugenics.
2. Persons with desirable traits are encouraged to reproduce, but the government undertakes no actions to ensure this.
3. Person with desirable traits are encouraged to reproduce, and the government undertakes actions to ensure this.
4. This is left for the local governments to decide upon.

Effects:
1. No real effect, maybe an increase in civil rights.
2. Decrease in civil rights.
3. Decrease in civil rights. Increase in government responsibility.
4. Increase in devolution.

Actually this is an awesome idea that could help dictatorships and authoritarian regimes use more roleplaying ideas with this.

Encouraging always means active involvement, usually through tax refunds or something.

Indeed, so in definition, the government encourages them to reproduce but does not get actively involved in the process with tax refunds and stuff and like that.

Some people would argue that this is an health issue since eugenics is implemented to improve collective health.

I think most would agree that allowing/forbidding to reproduce is a civil rights issue.

As it contains both, let's put it in the health section, seeing it has fewer proposals than the civil rights section.

Implement it, Implement it! It would help with RP in terms of genocide..
