Options:
1. The government has no policy concerning genetic engineering.
2. Genetic engineering is illegal.
3. Genetic engineering is legal.
4. Genetic engineering is legal and encouraged by the government.
5. This is left to the local governments to decide upon.

Effects:
1. Decrease in government responsibility.
2. Increase in conservatism and centralisation.
3. Increase in progressivism and centralisation.
4. Increase in progressivism, government responsibility and centralisation.
5. Increase in devolution.

As I'm currently studying recombinant DNA, I find this idea an excellent addition to the limited science 'n' technology section of particracy legislature.

Perhaps a small amendment, leroy:

1. The government has no policy concerning genetic engineering.
2. Genetic engineering is illegal.
3. Genetic engineering is legal to be exercised by certified private foundations.
4. Genetic engineering is legal and is partially subsided by the government.
5. This is left to the local governments to decide upon.
