Name: Government policy towards the matter of gene therapy, which is currently under development.
Category: Health

VARIABLES:
1. The government has no policy with regards to gene therapy.
2. Gene therapy is only applied in research stage by certified private foundations.
3. The government is responsible for the development and research of gene therapy.
4. Gene therapy is only to be used in dire medical situations, as a trial solution (late-stage cancer, incurable diseases, etc.).
5. Research on the development of gene therapy is left to local governments.
6. Application or research of gene therapy is completely prohibited by the law.

EFFECTS:
1. Decrease in government responsibilities.
2. Towards progressive morality stance, increase in government responsibilities, towards laissez-faire market.
3. Towards progressive morality stance, increase in government responsibilities, increase in government market interference.
4. Great step towards morality stance, great increase in government responsibility.
5. Increase in federalism.
6. Towards conservative morality stance, tiny increase in centralization.


(All small to medium changes, except effect 4).

I also think its a good idea. Its important to keep adding laws for better game play. Ashame people ignore these fruitful posts!
