I really can't imagine what dueling would have to do with contests or agencies. I'm pretty sure what is meant here is the kind of duel where you get satisfaction by killing the offender, and not some kind of sport.

My original proposal is better since it's simpler. It's a pretty good backbone for RP. Players can just build on it. I left this message so anyone who wants to can attempt to improve upon my proposal before I send it away to the approval thread.
