National Guard Policy

Name of the Law/Policy: National Guard Policy
Law/Policy Catagory: Military

Options:
    1) The Ministry of Internal Affairs maintains a national guard and regional national guard units.
    2) The Ministry of Internal Affairs maintains a national guard unit, however no regional national guard units.
    3) The Ministry of Internal Affairs maintains only police forces,however not a national guard. (default)
    4) The Ministry of Internal Affairs only maintains regional national guard units.
    5) The Ministry of Internal Affairs does not maintain any formal national guard unit whatsoever.

Effects:
    1) Massive increase in militarism and centralization.
    2) Moderate increase in militarism and centralization.
    3) No effect.
    4) Moderate decrease in militarism, moderate decrease in centralization and a slight increase in devolution.
    5) Massive decrease in centralization, massive increase in pacifism and devolution.

This would really add more depth to the position. In fact, all all the cabinet positions should have something such as this that dictates policy.

I think it would be best to make this law about the existance of a national guard only, a law for both national and regional police forces exists already.

That is true, but the MoIA is dedicated for the purpose of controlling police and related entities.

So? That still doesn't explain why a police force and a national guard should be in the same law, especially since the police already got its own law.

Than that law can be removed and this law installed into it's place because it adds a depth to the game.

Why not simply leave the old law and make one about a national guard too. That still adds depth to the game, introduces a new law instead of replacing an old one, and would be systematically more sensible, because there is a significant difference between a national guard and a police force. Apart from that, it could be argued that a national guard still belongs the the Defence Ministry's agenda.

I can agree in a sense, but we are models of parliamentarian republics and parliamentarian governments in general and in most parliamentarian governments the Internal Affairs Ministry (or equiv.) handles the "national guard" for instance Russia with the MVD and the OMON troops and the same with many nations such as France with the National Gendarmerie.
