We already have that in the game:

Government policy on industry and subsidies to industrial operations

All industry is owned and operated by the state

The state owns the commanding heights of the economy and all major industries, but private ownership is allowed in the minor industries.

Certain industries are owned by the state, all others are under private ownership

Currently: The government acts as an investor of last resort, by nationalizing failing industries that provide vital goods or services.

The government subsidizes private enterprises that face bankruptcy.

That's regards to industry, not the national economy. This would be regarding ownership of the national economy.

I don't imagine why the Ministry of Finance would have a say in this..

Still, this bill is too general then. Many sectors of the national economy are already covered with laws, it would be better if you made additonal bills concerning the economy for the parts that you don't think are already covered. Leaving the bill like it is now would mean conflict with many already existing ones.

Err, you dont understand what communism and socialism are.

Communism is a stateless classless society were the means of production are commonly owned.
Socialism is the democratic ownership of the means of production by the people or the workers.
Fascist Economics promote State Capitalism and Corporatism.

Anyway, this already covered in existing law.

Methinks such a law would be too limiting.
