Options:
1. Civilians may use any amount of violence against an attacker.
2. Civilians may use only the amount of violence necessary to fend off an attacker.
3. Civilians are not allowed to use violence even to defend themselves.

In this case I don't think a "no policy" option is necessary - because in this case, if there exists nothing like self-defense in a country, killing/harming somebody in self-defense is no different than harming/killing somebody without reason, and thus the same like option nr. 4.

Other than that, no objections, although it should be made clear that self-defense only exists against an unlawful attack (and not, for example, against a policeman trying to arrest you because you just killed somebody).
