I would like a law against multiple legislation in parliament.

Multiple legislation in Parliament for a politician:
1- A politician can candidate himself every time he wants.
2- A politician can candidate himself only few times in his whole life
3-A politician can candidate himself only one time in his life
4- No one can candidate himself if an old one not retreats or dies.

In Italy we have the same politicians since 20 years. Some people don't like this situation because a nation without replacement isn't able to keep pace with the times, furthermore they don't like "professional" politicians, that is politicians who don't have done nothing but politicians in their life, therefore they live in a world apart, they are a caste. Others(a small fraction) think that the contrary is true: "better expert politicians, you know the old way not the new way".

The point of this bill is simply to not allow a single person e. Average Joe to sit in parliament for more than a legislation. The party should choose another one!

yes
limiting to only one legislation is very progressive,
at the contrary this could be a very conservative:
"the right to be Members of Parliament is for the whole life and new members can take over only if the previous die or retreat voluntarily".
This proposal was in the program of "Partito Democratico" for 2008 elections( I don't remember the number of legislations allowed), It was an attempt to let people think that they were a new party and they were for political turnover. There were exceptions: the Party Secretary and Party President.
They lost badly and no one has spoken more about.
