Maybe of the decentralized parts but t has only indirect influence on the business of the central government.

The local governments are still governments. And it is definitely constitutional if the central government will be appointing local ones.

Indeed, besides it's more realistic. It will prevent changes all the time when majorities swings and makes RPing more attractive.

Regional governments are real governments?

Most of them are expensive and useless, but apart from that when we talk about regional governments, then there must be as well a law regulating local governmnets, and whether they should exist or whether they just should be executive units.

Before there is a rule about regional governments there should be one about local governments.

And why is an appointment by the hog in an other way valued then an appointment by the hos?

Not so. For example, in Bosnia, the central government has very few powers and the two regions are immensely powerful.

I believe it should because quick changes of policy makes RPing difficult and less realistic.

Could there be an extra option that says regional legislatures are appointed as defined in the bill?
This makes room for more custom versions, like a nation could have a system where the largest party in the region gets 5 seats and the other parties get 3 each.

It's nothing new to Particracy; Curfew Policies depend on what is defined in the bill.
