Collective Bargaining

Name of the Law/Policy: Collective bargaining for public employees
Law/Policy Catagory: Economics

Options:

1. Public sector employees have the right to collectively bargain (Default)
2. Public sector employees may not engage in collective bargaining
3. Local governments decide whether to allow collective bargaining for public sector employees

Effects:

1. Increase in market regulations
2. Decrease in market regulation
3. Slight increase in devolution, small increase in market regulation

That is a very good question, what is the difference supposed to be? Is it the difference between the employees of a government owned corporation and the employees of the government itself? If so, should not it be more easily understandable.

I mean people employed by the government itself, sort of like workers at the US Department of Agriculture (or any US Cabinet dept. for that matter) who are not allowed to collectively bargain.

EDIT: I've removed the variable all together. It's best something like that is made into its own separate law for the game.
