That's already encapsulated in another law. I like to give precendent to the negatives: i.e. if one law says that there is no policy, and another says that the legal age is 15, the negative law ('no' policy) would prevail.

No. In many countries the ages of consent, drinking and driving are different from the age of adulthood. For example, in Australia where I love, the first and last are 16; drinking is at 18, which coincides with the age of majority.

Then why would there be an option for you to set the age of retirment, or the school-leaving age? Those proposals were accepted and are now part of the game engine. I see no reason why these are inferior.
