Name of the Law/Policy: Power of sub-national entities to enter into international agreements
Law/Policy Category: Foreign Policy

Options:
1) Sub-national entities cannot enter into international agreements.
2) Sub-national entities can enter into certain types of international agreements (eg. free trade agreements) but not others (eg. military alliances).
3) Sub-national entities must gain the approval of the national government prior to entering into international agreements.
4) Sub-national entities can enter into international agreements as if they are sovereign states.

Effects:
1) Slight increase in centralisation.
2) Increase in devolution.
3) No effect.
4) Major increase in devolution.

OK, I figured that treaties may not work because of game mechanics. If the game mechanics cannot be modified (as we are oft told), I will cut out option 2 and replace 'agreements' with 'relations'.
