Options:
1.The Ministry of Education will Control the Local and Nationwide education system Under the watchful eye of the Minister of Education.
2.The Ministry of Education will issue examination Eg.( at the End of High school student will be tested, whether they should go to college).
3. Examiners of the Ministry of Education will correct the tests, instead of the Local Government Department of Education.
4.The Local Government Department of Education will ensure that the Rules and Regulations of the Ministry is kept in tip top shape.
5.Universities or Colleges will be Controlled under the watchful eye of the Local Governments Chief Education and Cultural Officer.

Effects:
1.The Ministry would have a lot more of a say to what goes on in the Education system of Most Nations.
2.Instead of the Separated Testing Strategies,you can have one Centralized testing system.
3.Some Local Governments don't support their education Policies, so the Ministry of Education will Correct the Tests because some of the Current examiners of Bias.
4.So that the Local Government can have a say in this they will maintain the rules of the Ministry of Education.
5.So that the Local Government can have a System to Maintain and Run, but their will be Boundaries.

Hmm, maybe a bit too complex. We already have more general policies to deal with this. Also, we tend to prefer more matter-of-fact options, as opposed to you lyrical style. And finally, the effects should be clearly stated effects on the political position of the parties.
