Options:
1) Human genetic engineering is unregulated. (default)
2) Human genetic engineering is allowed to enhance both physical and mental capabilities and is regulated.
3) Human genetic engineering is allowed to enhance physical capabilities, but may not affect mental capabilities.
4) Any human genetic engineering is illegal.
5) Human genetic engineering is mandatory.
6) Legislation concerning human genetic engineering is left to local governments.

Bumping this thread that I started years ago since it's relevant to the party I'm playing as right now. I've made some changes to the original idea and removed the cyborg laws (maybe I'll make a new proposal about that).
