1) There is a national curriculum which all schools are obliged to follow.
2) There is a national curriculum which all government schools are obliged to follow; non-government schools are partially exempt.
3) There is a national curriculum which all government schools are obliged to follow; non-government schools are fully exempt.
4) There is a national curriculum which is advisory only and is not binding on any schools.
5) There is no national curriculum; curriculum policies are formulated by local governments.
6) Government-formulated curricula are banned.

I think this proposal needs to be considered with this other existing law in mind:

Educational testing policies in the public educational system.

Standardised testing is discouraged in favor of practical testing in the work field.
Standardised testing is the primary means of testing the skills and knowledge of students.
Standardised testing is secondary to student creativity.
Testing policies are left up entirely to the local government to craft
Local governments may craft their own testing policies, but all students must meet basic national requirements

I think that that can be explained away simply by noting that standardised testing (for diagnostic purposes - obviously things like the GCSE are different) often only targets a very specific set of subjects - the dominant language, maths and sometimes science. Whereas a national curriculum would presumably encompass a plethora of other subjects.
