Options:
1. Early elections are not permitted
2. Early elections require approval of a 2/3 majority in the legislature
3. Early elections require approval of a simple majority in the legislature

That's a great idea in theory. In practice, it is more problematic though. As

i. It is not possible for us to add more constitutional laws (ie. laws requiring a 2/3rds majority).

ii. It is not possible for us to re-code the game so as to prevent parties from calling early elections.
