Compulsory Voting

Name of the Law/Policy: The right of a citizen not to vote

Law/Policy Catagory: Administrative

Options:
1. All adults must vote in the elections, provided that they have the capacity to do so.
2. All eligible voters are allowed to vote, or not, depending on their preference.

Effects:
1. Civil Rights -, Centralization +
2. Civil Rights +, Centralization -

Comments:
This suggestion would have more of an impact on the voter turnout in each election, than anything else. Essentially, if this law was enacted in a country, voter turnout would always be 100% out of the citizens with suffrage.

This is a good concept, but would not be feasible in practical terms, since we would not be able to change the game mechanics to generate higher turnouts for nations with compulsory voting.
