2. Incestuous acts are illegal, but only actively prosecuted if pregnancy results.
3. Incestuous acts are legal, but incestuous marriages are not legally recognised.
4. Incestuous acts are legal and incestuous marriages are legally recognised.
5. Incestuous acts are legal, however pregnancies are illegal.
6. Policy on incest is determined by local governments.

Adding 6. as my party wants to impose a law banning incestuous pregnancies but not incestuous relationships. The current setup does not allow for additional regulations, but only to choose one extreme to another (ban relationships and pregnancies or allow both). I'd like to propose this a form of "middle ground" between the allowance of incestuous relationships and pregnancy legality.
