Topic: Federal laws
Policy: Justice

Options:
1. The Regions can ignore the Federal/National laws
2. The Regions can accept regional laws restricting Federal/National laws
3. The Regions have to accept Federal/National laws and will be fined if not.
4. Any attempt by the Regions to restrict Federal/National laws will make sure they will come under extra government surveillance and will be heavily fined.
5. There is no government policy on Federal/National laws

Effects:
1. Big increase Devolution, Big decrease unitarism
2 slight increase Devolution, slight decrease Unitarism
3. slight decrease Devolution, slight increase Unitarism
4. big decrease Devolution, big increase Unitarism
5. slight increase small government, slight decrease big government

OOC: This is designed after the southern states in the US that before the reconstruction (and before the civil war) ignored federal laws on slavery, in and a few decades after the reconstruction restricted Federal laws with new laws.

Unfortunately, we are not able to implement constitutional laws (ie. laws requiring a 2/3rds majority), so laws like these ones would not be practical to do. I would point out, though, that under sections 10 & 11 of the rules, players do not have opportunities to pass "RP laws" which will be treated as legally binding in the same way as game mechanic laws.
