I find these 2 variables to be superfluous:

From my point of view, I have always understood these law sets in terms of a context that the "energy generation" laws refer to the organisation(s) that actually generate the electricity and the "energy regulation" laws refer to the organisation(s) that buy the electricity from the generators and then sell it to consumers. I'm glad you raised this, though, because I suspect there is probably room to somehow improve these laws/make them clearer.

For the record, here are the law sets concerned:

Government policy on energy generation.
- All power stations are publicly owned.
- Small scale private electrical generation is permitted but most energy is generated by a government-owned company.
- Private and public power stations exist side-by-side.
- Private power stations provide energy for the entire power grid.

Energy regulation.
- Energy is provided by nationalised companies.
- Energy is provided by private companies but the prices they can charge are regulated.
- Energy is provided by private companies which are not subject to any special regulations.
- Energy provision is left to local governments.
- Energy is provided by private, unregulated companies but subsidies are given to those on a low income.

To make things a little more complicated, in addition to these two law sets mentioned by Siggon, there is also another one on the power grid:

Government policy on the nation's power grid.
- The national grid is fully owned by the state.
- Each region owns and maintains its own power grid.
- A single private company owns and maintains the national power grid.
- Multiple private companies each own and maintain sections of the national power grid.

Additionally, there are law sets on nuclear power and renewable energy.

If anybody can suggest ways of improving the energy laws, I'm open to suggestions.

I think having separate laws on generation, transmission, and provision is a good solution and we should keep it. We could change the wording though.

Government policy on energy generation
- The government generates all energy.
- Large-scale electrical generation is done by the government but small-scale private electrical generation is permitted.
- Both the government and the private sector can generate energy.
- Energy generation is left to the private sector.
- Energy generation policy is left to local governments.

Government policy on energy provision
- Energy is provided by nationalised companies.
- The state subsidizes energy provision to low income families and regulates the rates providers can charge for energy provision.
- The state subsidizes energy provision to low income families, but does not regulate the rates providers can charge for energy provision.
- The state does not subsidize energy provision, but does regulate the rates providers can charge for energy provision.
- The state does not subsidize energy provision and does not regulate the rates providers can charge for energy provision.
- Energy provision policy is left to local governments.

Government policy on energy transmission
- The national grid is owned and managed by the government.
- The national grid is owned by the government, but management of the grid is subcontracted to the private sector.
- The government and private companies each own and maintain sections of the national power grid.
- A single private company owns and maintains the national power grid.
- Multiple private companies each own and maintain sections of the national power grid.
- Energy transmission policy is left to local governments.

Is it still possible to address this subject or would it need to be new thread?

You can address it here, that is fine.

My interest in this subject is in the government policy on energy provision alternatives. At present, unlike the other two areas under discussion, both the existing alternatives and the alternatives proposed by JuliaAJA in September 2016 do not include allowing for a mixed system of provision by nationalized companies as well as by privately owned companies.

This is somewhat significant to Badara where this user has a party because it is currently nationalized in this regard and would like to begin to have private ownership of energy providers but going to only private ownership all at once does not seem like sound economics.

My preference for govern policy on energy provision would be to adc an alternative to those of JuliaAJA as follows:
