My proposal, inspired in LMarban's one:
Law name: Policy on House Evictions
Law category: Justice
1. The state does not require mortgages to have nonrecourse debt, the evicted must continue paying for its house until it has payed back the loan.
2. The state does not require mortgages to have nonrecourse debt, the evicted must continue paying for its house until it has payed back the loan. However, evictions are regulated so that there are no evictions in winter or when weather conditions are not appropiate.

4. The state requires mortgages to have nonrecourse debt. Evictions are regulated so that there are no evictions in winter or when weather conditions are not appropiate.
5. Evicting people from their first home is illegal, no matter how much money they owe.
6. This policy is left for local governments to decide.
