Conscientious Objection

Name of the Law:
The government's policy towards conscientious objectors.

Law Category:
Military/ Civil liberties

Options:
1) Conscientious objection is permitted for any reason.
2) Conscientious objection is permitted but only for religious reasons.
3) Conscientious objection is not permitted.
4) Conscientious objection is not permitted and is considered a capital offence.

Effects:
1) Medium increase for permissive on civil rights.
2) Small increase for permissive on civil rights, small increase for fanatic on religion.
3) Medium increase for restrictive on civil rights.
4) Large increase for restrictive on civil rights.

Comments:
I meant to propose this a long time ago when Kalistan passed this bill (http://classic.particracy.net/viewbill. ... lid=478508) but I have only just got round to it. I'm open to suggestions on the intricacies of how this might work (e.g. the options and their effects plus whether it should be military or civil liberties) so please feel free to provide me with any ideas.

I don't think 1 should be a large increase, it is a fairly normal position, and I also think the difference between 3 and 4 should be smaller because the positions aren't actually that dissimilar.

I think we're onto a good idea here. Here's my suggested refinement:

Name of the Law:
The government's policy towards civilians who conscientiously object to being required to perform military service (if applicable).

Law Category:
Military

Options:
1) Conscientious objectors are exempted.
2) Conscientious objectors can be exempted on religious grounds
3) Conscientious objectors can be exempted from combatant roles, but not from performing civilian roles.
4) Conscientious objectors can be exempted from combatant roles, but not from either performing non-combatant roles within the military or civilian roles.
5) Conscientious objectors are never exempted.

Yeah, there should probably be some kind of option where conscientious objectors are penalized by the government.

Perhaps if 4 and 5 in Aquinas' suggestion are merged into one which is like 'Conscientious objectors can be exempted from combatant roles, but not from performing non-combatant roles' and then a last option which is something along the lines of 'Conscientious objectors are treated as traitors'.

I would be happy with this. Although, I would suggest that 2 is altered slightly so that it's clear that its is only on religious grounds, e.g. 'Conscientious objectors can be exempted but only on religious grounds'.

Number 4 seems extreme to me. I propose the following alternative: "It is a criminal offence to refuse to perform military service."
